Notice of the National Standardization Administration on Conducting the Assessment and Evaluation of the National Professional Standardization Technical Committee in 2023

Standard Evaluation Center, relevant National Professional Standardization Technical Committees:

In order to strengthen the management of the National Professional Standardization Technical Committee (hereinafter referred to as the Technical Committee), in accordance with the relevant provisions of the "Management Measures for the National Professional Standardization Technical Committee", the National Standardization Management Committee has decided to carry out the assessment and evaluation of the Technical Committee in 2023.

1、 Assessment and evaluation objects

The assessment and evaluation will be conducted in batches and quantitatively. There are a total of 123 technical committees included in the scope of assessment and evaluation in 2023. The specific list is attached in Annex 1.

2、 Assessment and evaluation content

This assessment mainly focuses on three aspects: the technical committee's responsibility for standard revision tasks, internal management, and participation in international standardization work. It evaluates the operation and management of the technical committee since 2018. If a sub technical committee is established, the standardization and revision work of the sub technical committee shall be included in the scope of assessment and evaluation of the technical committee.

（1） Undertake the task of standard revision and set 6 assessment indicators, including project completion rate, rejection rate, construction and maintenance of standard system, standard revision process, standard implementation, and standard promotion;

（2） There are three assessment indicators for internal management, including daily management, secretariat support measures, and committee management;

（3） One assessment indicator is set for the organization's participation in international standardization work, namely the organization's participation in the revision of international standards and the evaluation and transformation of international standards.

The assessment and evaluation indicators are divided into restrictive indicators and general indicators. The project completion rate and rejection rate are binding indicators, while other indicators are general indicators. According to the difficulty level required by the indicators, the requirements corresponding to each assessment and evaluation indicator are divided into levels I, II, and III. The assessment and evaluation indicators, as well as the classification of grades, are detailed in Annex 2.

3、 Determination of assessment and evaluation results

The assessment results are divided into four levels: Level 1, Level 2, Level 3, and Unqualified.

（1） If all binding indicators meet the requirements of Level I and at least 6 general indicators meet the requirements of Level I, they will be rated as Level 1;

（2） If all binding indicators meet the requirements of Level II or above, and at least 6 general indicators meet the requirements of Level II or above, they will be rated as Level II;

（3） If all binding indicators meet the requirements of level III or above, and at least 6 general indicators meet the requirements of level III or above, they will be rated as level three;

（4） Those who fail to meet the third level requirements will be rated as unqualified.

4、 Division of Responsibilities

The assessment and evaluation work of the Technical Committee is organized by the Standards and Technology Department of the State Administration for Market Regulation, and the National Standards and Technology Evaluation Center of the State Administration for Market Regulation (hereinafter referred to as the Standards Evaluation Center) is responsible for the specific implementation. The daily management unit and business guidance unit of the technical committee should strengthen supervision and guidance to promote the smooth implementation of assessment and evaluation work. The Technical Committee shall actively cooperate in the submission of relevant materials in accordance with the requirements of this notice.

5、 Assessment and evaluation work arrangement

（1） Initial review. Before July 31, 2023, the Standard Evaluation Center will extract, summarize, verify, and evaluate the assessment indicators of the assessment objects based on information data from the National Standard Revision Work Management Information System, Technical Committee Organization Management, and Annual Report Application System. Combined with the daily performance of the Technical Committee in undertaking standardization work, an initial evaluation result will be formed, and the evaluation will be conducted through the National Professional Standardization Technical Committee Work Platform（ https://tc.sacinfo.org.cn ）Provide feedback on the preliminary results to the assessment subject.

（2） Information feedback. After receiving the initial verification results, the technical committee should carefully check and confirm them. Those who have objections to the initial verification results can apply for reconsideration and provide relevant supporting materials. The application materials for reconsideration must be stamped with the business seal of the Technical Committee. The electronic version should be uploaded to the "National Professional Standardization Technical Committee Work Platform/File Sharing/Standard Committee Shared Upload/2023 Technical Committee Assessment Column" before August 31st. Failure to provide feedback within the deadline will be deemed as no objection.

（3） Review and evaluation. Before November 30th, the Standard Evaluation Center will organize the establishment of an assessment and evaluation expert group to review the relevant materials raised by the assessment objects, and if necessary, organize the assessment objects to defend themselves.

（4） Summary of opinions. The Standard Evaluation Center summarizes the opinions of assessment and evaluation experts to form preliminary assessment and evaluation results. The assessment results have been approved through the information disclosure system of the National Professional Standardization Technical Committee（ https://org.sacinfo.org.cn:8088/tcrm/ ）Make a public announcement.

（5） Results announced. The National Standards Committee will release the assessment results based on expert evaluation opinions, public feedback, and the overall situation of the technical committee's work.

6、 Result application

The assessment and evaluation results will be reported to each technical committee and the Secretariat, as well as to the technical committee's daily management and business guidance units. The technical committee with a first level assessment result shall be commended and commended; The technical committee that fails the assessment and evaluation results shall be required to rectify within a specified period of time. After the rectification work is completed, the Standards and Technology Department shall organize verification and verification of the rectification results.

7、 Job requirements

（1） The Standard Evaluation Center should strengthen communication and coordination, coordinate and arrange the assessment and evaluation work, and ensure the objectivity and fairness of the assessment and evaluation results. Pay attention to listening to opinions and suggestions, summarize experience in a timely manner, and gradually improve the work mechanism.

（2） Assessment and evaluation experts should adhere to the principles of fairness, impartiality, scientific rigor, and implement evaluations in accordance with the "2023 National Professional Standardization Technical Committee Assessment and Evaluation Index System". They should be conscientious, responsible, honest, and self disciplined to ensure accurate and reliable evaluation results.

（三）各有关技术委员会要高度重视，积极配合，按照考核评估要求开展材料核对工作，按时提交反馈材料，报送的各项信息应确保真实、有效、准确。

（四）对在考核评估工作中提供虚假材料、考核期内存在违规行为或因自身工作原因造成不良社会影响的技术委员会，经查实后依据有关规定予以通报批评、降低评估等级、调整秘书处承担单位、撤销等处理。
