Shandong supports green, low-carbon and high-quality development with standard innovation
The 2023 Qingdao International Standardization Conference, jointly hosted by the People's Government of Shandong Province and the State Administration for Market Regulation (State Administration for Standardization), will be held at the Qingdao International Convention Center from June 8th to 9th. The conference is held every two years and has been successfully held three times. This year is the fourth one. The theme of this conference is "Standardization Supports Green, Low Carbon, and High Quality Development", which is an important measure to steadily expand institutional openness in rules, regulations, management, standards, and other areas; It is an important carrier for expanding opening up to the outside world and promoting international cooperation in industrial technology through standard connectivity, injecting new vitality into our province's efforts to build a new highland of opening up to the outside world.
The Shandong Provincial Party Committee and Government attach great importance to standardization work and vigorously implement the standardization strategy. In 2018, we took the lead in carrying out comprehensive reform pilot projects for national standardization, deepening the reform of standardization work in accordance with the law, innovating the standardization management system and mechanism, optimizing the standard supply structure, deeply implementing the standard support project for rural revitalization, the standard innovation project for a strong maritime province, the standard guidance project for the transformation of old and new kinetic energy, and the public service standard guarantee project, consolidating the foundation for the development of standardization innovation, and providing important support for the reform of the national standardization system.
In 2022, Shandong will focus on implementing a higher-level standardization development strategy. Based on the comprehensive completion of the three-year national standardization reform pilot, it will take the lead in launching a new round of three-year national standardization innovation and development pilot. Efforts are being made to optimize and improve the institutional mechanisms and policy frameworks for standardized innovation and development, to build a standard system that leads high-quality development, to enhance the effectiveness of standardization governance, to comprehensively enhance Shandong's standard innovation capabilities, and to create a highland for standardized innovation and development, providing strong support for the comprehensive construction of a socialist modernized strong province in the new era.

Adhere to the strategy first approach.Issued the Implementation Opinions of the People's Government of Shandong Province on Implementing the National Standardization Development Outline and Promoting Standardization Innovation and Development (Lu Zhengfa [2022] No. 6), thoroughly implementing the National Standardization Development Outline, clarifying the task objectives of building a "1+4+N" standardization innovation and development pattern in Shandong Province, focusing on creating a strategic highland for implementing the national standardization strategy and leading the standardization innovation and development, constructing four demonstration zones for scientific and technological innovation standardization, standardization driving zone for kinetic energy conversion, standardization leading zone for new development pattern, and standardization practice zone for promoting common prosperity process, and establishing a sound "comprehensive standard system" to promote high-quality development.
Strengthen departmental collaboration.Promote the organic integration of planning governance and standard governance, and issue the Guiding Opinions on Fully Utilizing Standardization Support in Planning Formulation and Implementation, using standards to regulate planning formulation and implementation, and using planning to guide the overall layout of standardization; Promote the construction of digital standardization in all fields, formulate and release the "Guiding Opinions on Promoting the Development of Standardized Big Data", "Guiding Opinions on Accelerating the Standardization Construction of Digital Economy in Our Province", and "Guiding Opinions on Accelerating the Standardization Construction of Digital Villages in Shandong Province", deepen the integration and innovation of standardized data, and enhance the governance capacity of standardized data; Promote the coordinated development of standardization and technological innovation, issue the "Several Measures to Promote the Strategic Coordination of Standardization and Technological Innovation", establish a mechanism for the coordinated development of standardization and technological innovation, build a standardized platform system for technological innovation, improve the new technology standard system, and improve the evaluation mechanism and service system for transforming scientific and technological achievements into standards; To serve the construction of the Shandong Demonstration Zone for a Strong Transportation Country, we have issued the "Opinions on Jointly Promoting the Standardization of the Construction of the Shandong Demonstration Zone for a Strong Transportation Country", strengthened the top-level design of transportation standardization work, enhanced the overall planning and coordination of standardization work, and created the "Shandong Transportation Standards" brand.
Establish sound legal safeguards.Deepen the implementation of the Standardization Regulations of Shandong Province and improve the formulation of supporting normative documents. Publish five normative documents: "Management Measures for Local Standards in Shandong Province", "Management Measures for Standardization Pilot Demonstration Projects in Shandong Province", "Management Measures for Professional Standardization Technical Committees in Shandong Province", "Management Measures for Leading Enterprises in Shandong Province", and "Promotion Measures for Enterprise Standardization in Shandong Province". These five normative documents, focusing on the implementation of the "Standardization Regulations of Shandong Province" and combined with the latest deployment of the "National Standardization Development Outline", summarize the comprehensive reform and practical experience of standardization in our province. They are of great significance for promoting and ensuring the innovative development of standards in our province, improving the quality level and implementation effect of standards.

Agglomeration of standardized innovation resources
Strive for a national level standard innovation platform.Implement special projects for breakthroughs in advantageous and forward-looking technology fields, strive to undertake more national technology standard innovation bases, national standard verification points, and national quality standard laboratories, promote the establishment of 9 international standardization technology organizations, including the International Electrotechnical Commission's Robot Technology Committee for Power Generation, Transmission and Distribution Systems and the National Maglev Power Technology Basic and Application Standardization Working Group, and 54 national standardization technology organizations in Shandong, and complete the construction of 5 national technology standard innovation bases in the fields of vegetables, medical equipment, chemical new materials, etc., strengthen the research and application of industry commonality and innovation leading technology standards, and support the transformation of our province's technological advantages into standard rule advantages.
Establish a provincial-level standard innovation platform.Efforts will be made to fill the gaps in the development and application of advanced standards in our province, integrate standardization element resources around the innovation chain and industrial chain, and build an industrial technology standard research and development platform. Focusing on the key industrial chain in the province, the first batch of 32 provincial-level technology standard innovation centers will be established to promote linkage and integration with enterprise technology centers, technology innovation centers, etc. Timely formulate technical standards required for the promotion of new technologies, new products, new formats, and new models, and achieve the integration of patent creation, standard formulation, and industrial promotion of breakthrough technologies.
Establish a standardized cooperation platform with enterprises as the main body.Actively promote the establishment of standard workstations in provincial enterprises by the Chinese Academy of Sciences, international and domestic research and development institutions, etc., to achieve pilot completion and standard verification of cutting-edge applied research projects. Establishing an international and national technical standard organization service platform in Shandong, implementing the "specialized, refined, unique and new" small and medium-sized enterprise standard formulation special project and the industrial chain collaborative standard progressive cultivation project, conducting research on 11 landmark industrial chain enterprise joint standards, and effectively promoting standardization integration innovation and chain development.

Enhance the level of industrial standardization
Breakthrough standardization project construction in key areas.Focus on the key work of the provincial party committee and government, promote the transformation of key core technologies, modern engineering technologies, and disruptive technological achievements into standards, and implement provincial standardization strategic key projects. Around enhancing the core competitiveness of the "Top Ten" industries in our province, focusing on the standard transformation and international standard breakthroughs of key common technologies and "bottleneck" technologies, 30 strategic standardization key projects have been deployed.
Improve the new standard system that supports high-quality development.Implement the "Shandong Standard" construction action plan, serve major strategic tasks such as ecological protection and high-quality development in the Yellow River Basin, conversion of old and new kinetic energy, rural revitalization, and strong maritime province, effectively implement the standard guidance project for conversion of old and new kinetic energy, the standard support project for rural revitalization, the standard innovation project for strong maritime province, and the basic public service standard guarantee project, and coordinate the planning and deployment of standardized innovation development projects throughout the province. At present, our province has led and participated in the formulation of 276 international standards, 9929 national standards, 13673 industry standards, and 3388 local standards in various fields of economic and social development, such as modern agriculture, green manufacturing, new generation information technology, marine industry, and basic public services.
Adhere to the principle of "pilot first, leading by example".Focusing on leading technological innovation, promoting industrial upgrading, advancing the transformation of production and lifestyle, supporting the construction of a modern governance system, and innovating theoretical mechanisms for standardization work, we have successively launched pilot projects in 9 standardized cities including Jinan, Qingdao, Weifang, Yantai, Weihai, Rizhao, Jining, Liaocheng, and Binzhou, as well as the construction of 6 county-level standardization innovation development pilot zones; Aiming at the revitalization of rural industries, consolidating standardization support, focusing on the development of advanced manufacturing industry, achieving standardization leadership, assisting in the upgrading of modern service industry, leading standardization quality improvement, paying attention to the improvement of social governance capacity, ensuring standardization, and coordinating the construction and creation of 676 national level standardization pilot demonstrations and 1580 provincial-level standardization pilot demonstrations.

Consolidate the foundation of standardized development
着眼高层次“引”。成立山东省标准化高端专家咨询委员会，充分发挥高层次智力资源对我省标准化创新发展的推动作用，首批引入12名高端装备制造、新材料、通信工程和电子信息、船舶和海洋、质量和标准化等领域的高层次专家，其中包括5名院士，为山东省标准化战略规划编制、实施等提供前瞻性、可行性咨询意见。
立足高水平“育”。联合国际标准化组织（ISO ）建立国际标准化培训基地（青岛），先后举办标准化培训班22期，为东亚、南亚、中亚、东欧等地区的39个国家培训学员2000余名。推动青岛大学、济南大学率先开设标准化专业，将标准化纳入本科和研究生系统教育，实现标准化专业人才的有效稳定供给。探索试行“首席标准官”制度，强化企业标准技术综合型人才队伍建设，企业标准化管理水平和创新能力不断提升。
突出高质量“用”。强化各级各类标准化技术组织建设，充分发挥我省承担的9个国际标准化技术组织、54个国家标准化技术组织专家资源优势及承担单位技术、平台、人才优势，开展产业标准体系研究，实施关键技术标准突破攻关，精准服务高质量发展。涉及量子计算、智能家电、电力机器人、高端铸造机械、可持续流动与交通、高吸收性树脂新材料、智慧城市、家政服务等优势领域。
加强标准化国际交流合作
提升标准化对外开放水平
高水平办好青岛国际标准化大会。充分发挥青岛国际标准化大会平台纽带作用，持续放大青岛国际标准大会的成效。自2017年首届青岛国际标准化大会召开以来，累计有102个国际、国外机构参加会议，加强了交流合作，标准化朋友圈不断扩大。几年来，中国与欧洲标准组织、巴基斯坦、法国、新加坡等9个与会区域标准组织和国家标准化机构签署双多边合作文件，进一步拓展了合作渠道。
推动国际标准体系完善。山东作为对外开放前沿，在开展标准化交流合作上具备独特优势。近年来，山东加快“山东标准”国际化进程，聚焦高端装备制造、能源化工、生物医药、新材料和信息技术等特色优势产业，开展国际标准攻坚。目前，山东参与制定国际标准276项，承担国际标准化技术组织9个。
开展标准联通共建“一带一路”行动。为企业更多参与国际标准化活动搭建平台、畅通渠道，在新材料、高端装备制造、智慧城市、轨道交通、海洋装备等领域，积极参与国际标准的制定。海尔卡奥斯制定首个“工业互联网架构”国际标准，率先在工业互联网标识解析标准方面实现突破；主持制定首项ISO 海洋调查领域国际标准，为开展海洋调查领域多边合作提供山东方案、中国智慧。
