Recently, the Central Committee of the Communist Party of China and the State Council issued the "National Standardization Development Outline" and issued a notice requiring all regions and departments to conscientiously implement it in light of actual conditions.
The main contents of the National Standardization Development Program are as follows.
Standards are the technical support for economic activities and social development, and are an important aspect of the national basic system. Standardization plays a fundamental and leading role in promoting the modernization of national governance system and governance capacity. To promote high-quality development in the new era and build a modern socialist country in an all-round way, it is urgent to further strengthen standardization work. In order to promote the development of standardization as a whole, this outline is formulated.
1、 Overall requirements
(I) guiding ideology. By 2025, the supply of standards will be transformed from government-led to equal emphasis on the government and the market, the application of standards will be transformed from industry and trade-oriented to economic and social-wide, standardization work will be transformed from domestic-driven to domestic and international mutual promotion, and the development of standardization will be transformed from quantity-scale to quality-benefit. Standardization is more effective in promoting the country's comprehensive competitiveness, promoting high-quality economic and social development, and playing a greater role in building a new development pattern.

Standards in agriculture, industry, service industry and social undertakings are fully covered, the status of standards for emerging industries is prominent, health, safety and environmental standards are strongly supported, the popularization rate of agricultural standardized production has steadily increased, and a standard system to promote high-quality development has been basically established.
-- The level of standardization has been greatly improved. The ratio of common key technologies and application science and technology plan projects to form standard research results has reached more than 50%, the structure of government-promulgated standards and market-independent formulation of standards has been optimized, the average formulation cycle of national standards has been shortened to less than 18 months, and the degree of digitalization of standards has been continuously improved. The economic, social, quality and ecological benefits of standardization are fully revealed.

The international cooperation in standardization has been further expanded, the mutually beneficial and win-win international standardization partnership has become closer, the exchanges of standardization personnel and technical cooperation have been strengthened day by day, the interconnection and sharing of standard information has been realized on a larger scale, the transparency of China's standard formulation and the international environment have been continuously optimized, the consistency of the key technical indicators of national standards and international standards has been greatly improved, and the conversion rate of international standards has reached more than 85%.

We will build a number of world-class comprehensive and professional standardization research institutions, a number of national quality standard laboratories, and more than 50 national technical standard innovation bases, forming a national quality infrastructure system with integrated operation of standards, measurement, certification and accreditation, inspection and testing, and the standardized service industry basically meets the needs of economic and social development.

2. Promote the Interactive Development of Standardization and Technological Innovation
