Developing group standards can fully unleash the standardization vitality of market entities, optimize the supply structure of standards, enhance the competitiveness of products and services, and promote high-quality development In recent years, the development of group standards in China has been rapid, and the policy system has been initially established. Social organizations that formulate group standards(hereinafter referred to as the Group Standards Organization) actively carries out group standardization work. Group standards have effectively promoted the development of new products, new formats, and new models, and facilitated the supply of high-quality products and services. However, due to the fact that the development of group standards in China is still in its early stages, its development is still unbalanced and insufficient, and there are problems such as inaccurate standard positioning, low level, and non-standard management. It is necessary to strengthen standardization and guidance. In order to implement the National Standardization Development Outline, standardize group standardization work, and promote the high-quality development of group standards, after the deliberation and approval of the inter ministerial joint meeting of the State Council Standardization Coordination Promotion, the following opinions are proposed

1、 Enhance the standardization work capability of group standard organizations.Group standard organizations should establish standardized work mechanisms, develop systematic systems for group standard management and intellectual property disposal, strictly adhere to relevant procedures and requirements for standard formulation, strengthen the management of the entire lifecycle of group standards, establish a complete and efficient internal standardization department, and equip dedicated standardization personnel

2、 Establish a demand-oriented group standard setting model.Group standard organizations should identify the development needs of group standards, closely focus on new technologies, new industries, new formats, and new models, actively connect with major projects, industrial policies, and international trade, comprehensively consider the promotion and application modes of group standards, widely involve relevant parties such as production, operation, management, construction, consumption, testing, and certification, fully leverage the role of technologically advantageous enterprises, develop original and high-quality group standards, fill the gap in standards, and encourage relevant group standard organizations to jointly develop group standards related to national security and public interests around the needs of the industrial chain and supply chain. The opinions of the national cyberspace department and relevant competent departments of the State Council should be solicited.

3、 Expand the channels for promoting and applying group standards.Encourage group standard organizations to establish an integrated working mechanism for standard formulation, inspection, testing, and certification, promote the implementation and application of group standards in market activities such as bidding and contract performance, build group standard brands, vigorously promote group standard publicity, and improve social awareness and recognition of group standards. Standardization administrative departments and relevant administrative departments shall carry out group standard application demonstration work in accordance with relevant national regulations.

6、 Promote standardization, openness, and cooperation among groups.Encourage the proposal of international standards based on group standards, support eligible group standard organizations to undertake domestic technical counterpart units of international standard organizations, and recommend capable experts to become international standard registration experts Encourage group standard organizations to establish mechanisms that involve foreign-invested enterprises and foreign experts in the development of group standards.

Encourage employers such as enterprises, universities, and research institutions to increase the weight of group standards in professional title evaluation. Encourage relevant departments to establish relevant financing credit enhancement systems to incentivize enterprises to provide high-quality products and services through the implementation of group standards.

8、 Enhance the compliance awareness of group standard organizations.Group standard organizations should strengthen integrity and self-discipline, and carry out group standardization work in accordance with the business scope stipulated in their articles of association; If there are already mandatory standards, group standards shall not be formulated repeatedly; There shall be no infringement of standard copyright such as plagiarism of standards; Prohibit using the name of group standardization work for profit and illegal and irregular charges; It is not allowed to use group standards to engage in matters prohibited by laws and regulations Group standard organizations should establish and improve complaint acceptance mechanisms, and promptly make corrections if problems are found.

9. strengthen social supervision and government supervision.Any unit or individual shall have the right to make complaints and reports on the standardization of groups in violation of laws and regulations. Standardization administrative departments at all levels strengthen the supervision of group standards, optimize the "double random, one open" supervision model, and deal with violations of laws and regulations, non-compliance with mandatory national standards, infringement of standard copyrights and other issues in accordance with laws and regulations, through the national group The standard information platform announces the illegal behaviors and handling results of group standard organizations to the public, the relevant information will be communicated to the relevant administrative departments. The positive role of the news media in guiding and supervising group standards will be brought into full play, thus forming a binding force on group standards organizations.
