Notice on Establishing the Standardization Working Committee of Shandong Equipment Manufacturing Industry Association

Members and organizations:

In order to implement the spirit of the "National Standardization Development Outline" issued by the Central Committee of the Communist Party of China and the State Council, and the "Standardization and Quality Improvement Plan for Equipment Manufacturing Industry" issued by the National Standardization Management Committee, accelerate the construction of standardization in our province's equipment manufacturing industry, establish a sound and unified equipment manufacturing industry standard system, provide better services for the transformation and upgrading of our province's equipment manufacturing industry, and further promote the high-quality development of Shandong's equipment manufacturing industry. According to the relevant requirements of the Standardization Law of the People's Republic of China and the Regulations on the Management of Group Standards, after research and discussion at the meeting, the association has decided to establish the "Standardization Working Committee of Shandong Equipment Manufacturing Association" (hereinafter referred to as the "Standardization Committee"). The specific implementation plan and measures are as follows:

1、 Basic properties

The standardization committee operates under the leadership of the association and is composed of experts from social organizations, research institutes, and higher education institutions.

2、 Duties and Tasks

The Standardization Committee follows the basic principles of market leadership, government guidance, innovation driven, and overall coordination, proposes and formulates group standards for the Shandong Equipment Manufacturing Industry Association, encourages scientific and technological innovation achievements, promotes the industrialization of scientific and technological achievements, and enhances the core competitiveness of industries, enterprises, and products; Coordinate resources from all parties, leverage the role of social organizations in coordinating market entities such as enterprises, formulate relevant group standards, and promote the coordinated and complementary development of group standards and related standard systems. Adhering to the combination of standards and industrial development, standards and quality improvement, national standards and industry standards, group standards, and domestic standards and international standards, promoting the implementation of advanced standards, using advanced standards to drive the transformation and upgrading of the equipment manufacturing industry, building a strong manufacturing and quality country, is conducive to improving the overall level of Shandong Province's equipment manufacturing industry and promoting the product industry to move towards the mid to high end. Play an active role in improving product quality, expanding international trade, promoting technological progress and innovation, and have the following main responsibilities:

（1） Implement the national standardization work guidelines, policies, and laws and regulations, and organize research associations to develop group standards.

（2） Strengthen communication and coordination with the Standardization Technical Committee of the Equipment Manufacturing Industry, and actively facilitate communication between the Shandong Equipment Manufacturing Association and its member units. Strengthen information exchange with relevant industry professional committees in China, systematically track and study international standards and domestic work trends; Accelerate the adoption of advanced standards.

（3） Responsible for the preparation, approval, implementation, and management of group standards. Widely collect various standards related to the equipment manufacturing industry at home and abroad, and based on sufficient research and combined with the actual situation of the equipment manufacturing industry in the province, carry out the project proposal and development of group standards in a planned and step-by-step manner.

（4） According to market and enterprise demand, organize the development of group standards for relevant industries and fields (such as management standards, technical standards, product standards, etc.), promote enterprises to improve product quality and service levels, and help enterprises improve quality and efficiency.

（5） According to development needs, revise, abolish, and transform group standards into industry standards, local standards, and other related work.

（6） Carry out the promotion, popularization, publicity, implementation, and technical services of equipment manufacturing industry standards, timely understand the dynamics of equipment manufacturing trade, and provide good services for association members.

（7） Regularly hold standardization work meetings of the association, timely summarize the standardization work of the association, study and analyze the development trend of standardization in the equipment manufacturing industry, and clarify the work ideas of equipment manufacturing standardization.

（8） Responsible for interpreting group standards.

（9） Undertake other tasks related to group standards.

3、 Work system

（1） In principle, the standardization committee shall hold an annual meeting to summarize the implementation of the current year's standard formulation, revision, and review work and inspection plan, determine the plan for the next year's standard formulation and revision, and approve relevant standards.

The (II) Standard Committee shall organize the review of group standards in due course according to the publicity and implementation situation and the development needs of the industry.

The Secretariat of the (III) Standards Committee is located in the Secretariat of the Association and is responsible for the daily liaison, communication, organization and management of the group's standard-setting work.

The members of the (IV) Standard Committee shall take the initiative to participate in the meetings of the Standard Committee, the standard review meeting, etc., implement the resolutions of the Standard Committee, complete the tasks of the Standard Committee, and have the right to put forward opinions or suggestions on the projects and plans for standard formulation and revision.

Composition of 4. Standard Committee

The bid committee plans to have 1 chairman, 3-6 vice-chairmen, 1 secretary-general, 2-3 deputy secretaries-general, and several members, mainly composed of the following personnel:

(I) the relevant leaders of the Provincial Department of Science and Technology and the Provincial Department of Industry and Information Technology.

Professional personnel in the field of (II) standardization.

(III) experts and scholars.

(IV) some members of Shandong equipment manufacturing industry association and responsible comrades of Shandong equipment manufacturing enterprises.

In principle, the members of the Standard Committee will be adjusted every five years. The adjustment is generally carried out after the change of the Shandong Equipment Manufacturing Association, or it can be adjusted in time according to specific conditions.

6. operation mechanism

1. Standard Committee Meeting

(1) The conference activities focus on how to effectively promote and promote the standardization work of Shandong Equipment Manufacturing Association.

(2) Participate in the recommendation of the Shandong Equipment Manufacturing Association on the China Standard Innovation Contribution Award once every two years, and put forward recommendations and suggestions.

(3) Focus on the most concerned and realistic standard issues of the member units of Shandong Equipment Manufacturing Association to carry out standardization research in the field of equipment manufacturing.

2. Standards Committee plenary meeting

(1) The plenary meeting shall be convened by the director and shall be held once a year in principle.

(2) The plenary meeting will study and discuss the annual work plan, important work and key topics.

(3) According to needs, special meetings can also be held, and in-depth research can be conducted in groups and sub-topics. The research contents include: how to establish and improve the standardization work system mechanism of Shandong Equipment Manufacturing Association, how to promote the establishment of a group standard system with management standards, technical standards and service standards as the main content, and how to cultivate and develop market competitiveness and international competitiveness.

3. Daily work
