The "Shandong Equipment Manufacturing Industry Science and Technology Innovation Award" is based on the "Shandong Province Equipment Manufacturing Industry Transformation and Upgrading Implementation Plan" issued by the General Office of the Shandong Provincial People's Government, "Shandong Province High-end Equipment Manufacturing Industry Development Plan (2018-2025)" and Shandong Province The "Guiding Opinions on Further Encouraging and Regulating Social Forces to Establish Science and Technology Awards" formulated by the Science and Technology Department aims to encourage and commend enterprises that have made outstanding contributions to scientific and, mobilize the enthusiasm and initiative of enterprises in scientific and technological innovation.

In strict accordance with the relevant provisions of the measures for the selection and Management of the Science and Technology Innovation Award of Shandong equipment Manufacturing Association and the detailed rules for its implementation, the association conscientiously carried out the evaluation and evaluation of science and technology awards through the procedures of declaration, formal examination, preliminary evaluation, final evaluation, on-site inspection, publicity and announcement, and a total of 11 first prizes, 24 second prizes and 44 third prizes were selected. The work is now reported as follows:

Last year (2020) Science and Technology Innovation Award selection and award work has a strong response inside and outside the province, produced good social effects, and won wide recognition from equipment manufacturing enterprises in our province.

The ninth president's office meeting held in Dezhou on June 5 this year summarized the work experience of organizing the 2020 awards, passed the 2021 (second) Shandong equipment manufacturing association science and technology innovation award award method (draft), the notice on the selection of the 2021 science and technology innovation award (draft) and the 2021 science and technology innovation award work plan, and officially issued the notice on June 8.

In the stage of award declaration and collection, the competent departments at all levels of provinces and cities, municipal associations and professional branches have given strong support and cooperation. In order to enable enterprises to have an in-depth understanding of the scope, procedures and evaluation indicators of project application, the Secretariat has successively carried out special training on scientific and technological innovation awards and project application in Qingdao, Jining, Zibo, Yantai, Weihai and other places. A total of 253 project applications were accepted this year, an increase of 33 percent over the same period last year, covering 16 cities in the province and all segments of the industry, with good representation; a total of 79 projects won awards, an increase of 232 percent over the same period last year. Among them: Qingdao declared 52 items, ranking first in all cities, with an increase of 44%; Jinan 39 items, an increase of 129; Weihai 18 items, an increase of 80%; Zaozhuang 16 items, an increase of 300; Other cities also have different growth rates. The selection of this year's Science and Technology Innovation Award is carried out in strict accordance with the relevant provisions of the Provincial Department of Science and Technology "Notice on Carrying out the Registration and Filing of the Provincial Social Science and Technology Award" and the "Shandong Equipment Manufacturing Association Science and Technology Innovation Award Selection Management Measures" and the implementation rules., High standards and strict requirements.

The preliminary evaluation is strictly selected by the expert group according to the indicators of project innovation, intellectual property rights, technical difficulty and economic and social benefits, and the final evaluation is made by seven authoritative experts inside and outside the province, such as Shandong University.

The final evaluation committee is formed by the family, which is carried out strictly from the best to the best, cross-reviews the shortlisted final evaluation projects, repeatedly compares and demonstrates, and determines the formation of the recommended projects to be awarded; the secretariat organizes on-site inspections of the first prize and some second prize recommended projects according to procedures, and finally publicizes them on the official website after being reviewed and approved by the review committee, this year's Science and Technology Innovation Award awarded the first prize for 11 projects represented by the "Research and Development and Application of Key Technologies for Intelligent, High-efficiency and Flexible Continuous Freezing Line" declared by the Ice Wheel Environment. 24 projects such as "China Standard EMU Auxiliary Power Supply System" were awarded the second prize, and Wenshang Haiwei "High-speed Train Cast Steel Series System"

The winners of this year's Science and Technology Innovation Award include large enterprise groups such as CRRC Qingdao Sifang and Weichai Heavy Machinery, leading enterprises in Shandong Haomai Machinery and Shandong Tide Precision Machinery, scientific research institutions and universities such as Zhongke Qingdao Shengneng and Shandong University of Technology, and leading enterprises in industries or regions such as Shandong Linuo and Yuloka (Shandong). These award-winning projects have extensive technical, industrial and regional representation, it also has significant innovation factors and socio-economic benefits. The project projects come from the national, ministerial and provincial planning projects, as well as from the independent projects of enterprises, all of which have reached the international advanced or domestic leading level, representing or leading the development direction of the industry. it is of great significance to the regional economic development of our province.

4. organization declaration work to be strengthened

In the process of this project declaration and collection, due to epidemic prevention and control reasons, publicity and training work can not be popularized. Some project application materials are incomplete, lack of standardization, and the mismatch between the project level and the application award level, which led to the elimination of the formal review and preliminary evaluation; in addition, there are still some large-scale backbone enterprises that have insufficient understanding of the significance of the Science and Technology Innovation Award. Insufficient attention to the evaluation and reform of the National Industry Science and Technology Innovation Award has led to the low number of declared projects in some regions.

The existence of these problems puts forward higher requirements for the work of our association: First, give full play to our own resource advantages, information advantages, technical and organizational advantages, maximize the publicity and training of scientific and technological innovation awards, and improve the ability of enterprises to summarize scientific and technological achievements; The second is to strengthen communication with the competent departments of each city, give full play to the role of each city's industry associations, offices and professional branches, and strive to reach a new level in the award application next year.

5. actively encourages smart manufacturing and green manufacturing declarations

 The projects in the intelligent manufacturing category of advanced robots, industrial vision and industrial Internet/Internet of Things have increased to a certain extent, and the proportion is still small. In 2022, we will take the selection of science and technology innovation awards as the main starting point to promote the transformation of new and old kinetic energy in the whole industry and the upgrading of products from middle and low end to high end, and promote the transformation of production process and large-scale complete machine products to digital, intelligent and green, It echoes the "strategy of manufacturing power and manufacturing province" in the 14th Five Year Plan of Shandong Province.

 Since 2020, our association has undertaken the evaluation of the Industry Science and Technology Innovation Award by the Science and Technology Department of Shandong Province.

Since the election, I have deeply felt the solemnity of the mission and the great responsibility. At the same time, I also feel the heavy pressure and the arduous difficulties.

At present, the domestic economic development is facing the triple pressure of demand contraction, supply shock, and expected weakening; coupled with the new crown epidemic still has uncertainties, environmental protection, safety and rising labor costs, there are many difficulties in the operation and development of equipment manufacturing enterprises. However, we keep in mind the original mission of "leading the scientific development of the industry and guiding the healthy growth of enterprises", seek innovative development paths and methods, and ensure that the development goals of the association are achieved within the controllable risk range.

In the process of carrying out the 2022 Science and Technology Innovation Award, we will do everything possible to eliminate all kinds of difficulties and try every means to create conditions so that more enterprises can have a sense of participation and gain, so as to form a good atmosphere in the whole society to advocate knowledge, science and actively participate in scientific and technological innovation, so as to ensure the smooth development of the science and technology innovation award.

The Technical Achievement Evaluation Committee has comprehensively rolled out the evaluation (appraisal) of scientific and technological achievements in the whole industry, and has formed a complete set of scientific and technological achievements evaluation system, evaluating (appraising) more than 30 scientific and technological achievements, and accurately solving the summary of enterprise achievements And the "pain point" in evaluation ". In 2022, we will further improve the evaluation level and service quality of scientific and technological achievements. At the same time, we will continue to enrich and deepen the service content of the association, and apply for high-tech enterprises, gazelle enterprises, small giant enterprises, etc, provide efficient, comprehensive and professional services in intellectual property rights, national policy support award and subsidy fund declaration, industrial Internet system construction, enterprise credit rating, system certification, strategic consulting, financial investment services and human capital.

In view of the different specific conditions of each enterprise, summing up the experience in the selection of scientific and technological innovation awards in the past two years, we put forward the following suggestions for enterprises to carry out scientific and technological innovation work:

 Large enterprises have strong innovation ability and perfect mechanism, and have outstanding advantages in talents, resources and platforms. At the same time, we also hope that large enterprises can give full play to the benchmarking role of "scientific and technological innovation", play a more active role in radiating the industrial chain, upstream and downstream as well as the surrounding regional economy, and drive small and medium-sized enterprises to integrate all kinds of innovative resources, improve the level of multi-party collaborative innovation, implement special actions for the overall upgrading of traditional industries, and accelerate the construction, echoing the national "double cycle" and "double carbon" strategy, the construction of intelligent manufacturing and green manufacturing depth integration of technological innovation system.

(II) "specialized and special new" enterprises and leading enterprises of complete machines should have their own emphasis in scientific and technological innovation.

"Specialized, special and new" enterprises should cooperate with industries to form an industrial chain with stronger innovation and higher added value in open cooperation. Pay attention to technological transformation, material innovation and production process innovation, solve the key "stuck neck" technology, have their own "diamond", and promote traditional enterprises to extend and expand from the low-end manufacturing link of the global value chain to the two ends of the "smile curve". Vitality, enhance the competitiveness of the industry; the leading enterprises of the whole machine should focus on product design innovation and functional innovation, through big data, cloud computing, Internet of Things and other information technology, gradually establish an independent core research and development system and a full life cycle management and operation and maintenance system to seize the huge market opportunities after the whole machine.

(III) small and medium-sized enterprises take the road of combining production-learning-research, and take the road of low-cost scientific and technological innovation with the help of external forces.

Small and medium-sized enterprises are an important force in promoting local national economic and social development, and play an irreplaceable role in promoting scientific and technological innovation. Although we have limitations in technology, manpower, financial resources and resources, we can accurately locate, dig deep into customer needs, build a networked and open space carrier with the help of external forces and upstream and downstream enterprises, universities and social scientific research institutions, take the road of low-cost scientific and technological innovation combining production, study and research, and focus our limited capabilities and resources on a certain sub-industry or sub-field.
