Notice from the Department of Industry and Information Technology of Shandong Province on Organizing the Application Work for Key Digital Economy Projects in Shandong Province in 2023

Municipal Industry and Information Technology Bureaus:

In order to implement the requirements of relevant documents such as the "14th Five Year Plan for the Development of Digital Economy" and the "14th Five Year Plan for the Construction of a Digital Strong Province in Shandong Province", and accelerate the improvement of our province's digital economy development level, we are now organizing the application work for key digital economy projects in 2023. The specific matters are notified as follows:

1、 Declaration scope

Following the principles of highlighting major events, classified planning, and scientific norms, we will take high standards, high quality, and high efficiency to promote project construction, implement a number of key digital economy projects that strengthen the foundation, increase momentum, and benefit the long-term, cultivate and strengthen emerging digital industries, promote the deep integration of digital technology and the real economy, optimize the efficient allocation of data elements, and enhance digital security capabilities. The specific declaration direction is as follows:

（1） Digital infrastructure category. Including: 5G, "dual gigabit" network, deterministic network IPV6、 Communication infrastructure such as satellite Internet, big data, cloud computing, artificial intelligence, blockchain and other information infrastructure; The integration and application infrastructure of new generation information technology in smart transportation, smart energy, smart water conservancy, and other fields.

（2） Digital industrialization category. It includes industrial projects in the fields of electronic information manufacturing, software and information technology services, Internet, telecommunications, radio and television.

（3） Digitalization of industries. Including industrial projects in fields such as intelligent manufacturing, smart agriculture, digital ocean, digital finance, smart education, smart tourism, smart healthcare, smart logistics, and smart healthcare.

（4） Platform based carrier class. Including industrial parks (such as digital industrialization parks, industrial digitalization parks) and platform economy related industrial projects.

2、 Declaration conditions

（1） Requirements of the declaring unit

1. The applying unit is an enterprise, university, research institution, industry association, etc. that is registered and has independent legal personality in our province in accordance with the law.

2. The declaring unit has no major illegal or irregular behavior, no major production safety accidents in the past three years, normal business status, and good credit record (subject to inquiries from Credit China and Credit Shandong).

3. The declaring unit is the project construction unit and shall be responsible for the authenticity of the declared content.

（2） Project application requirements

1. The project complies with national and local industrial policies and layout plans.

2. The project has strong industrial driving force, prominent social investment driving effect, good construction foundation, market prospects, innovative achievements, application effectiveness, and expected economic and social benefits.

3. In principle, the total investment in digital infrastructure projects shall not be less than 100 million yuan, of which the planned investment for 2023 shall be more than 30 million yuan; The total investment for other types of projects shall not be less than 30 million yuan, with a planned investment of over 10 million yuan in 2023;

4. For advanced layout and key supported projects in the province, the above requirements can be appropriately relaxed.

5. Each applicant can apply for an unlimited number of key projects.

3、 Declaration Procedure

（1） Project application. Each project application unit shall carefully and truthfully prepare the application form (see Annex 2) in accordance with the relevant requirements of the notice, and prepare corresponding supporting materials. After stamping the paper application materials, submit them to the industrial and information technology bureaus of each city (and also submit the electronic version of the application form).

（2） Initial review recommendation. Each city is responsible for organizing project solicitation, preliminary review of materials, and summary reporting. Before March 30, 2023, the electronic version of the application materials with official seals and the summary table with official seals (see Attachment 1) shall be submitted to the Provincial Department of Industry and Information Technology.

（3） Review and storage. The Provincial Department of Industry and Information Technology organizes experts to review the application materials and conduct on-site audits if necessary. The projects that have passed the review will be uniformly included in the provincial digital economy key project database management.

4、 Other requirements

（1） After the notification is issued, the Provincial Department of Industry and Information Technology will organize project application training (time to be notified separately), interpret and explain the project application conditions, etc. Please cooperate with the industrial and information technology bureaus of each city to arrange the meeting.

（2） All relevant departments should attach great importance to it, carefully organize the application work, strictly check and review the application materials, and ensure that the content of the application project meets the relevant requirements. The project application unit shall be responsible for the authenticity and completeness of the application materials, and shall strictly prohibit fraudulent behavior.

（3） The project commencement date shall not be earlier than January 1, 2023, and the 2022 Shandong Province Digital Economy Key Projects that have been put into storage are not within the scope of application.
