Provincial key industry chain development promotion institutions:

According to the Implementation Rules for the Incentive Policies of Key Industry Chain Development Promotion Institutions in Shandong Province, the following notice is hereby issued regarding the application of incentive funds for key industry chain development promotion institutions in 2022:

1、 Declaration object and support method

High quality development promotion institutions (hereinafter referred to as "promotion institutions") mainly refer to legitimate social organizations such as industry associations, private non enterprises, etc. registered within the administrative area of Shandong Province (excluding Qingdao), with independent legal person qualifications, and registered in the civil affairs system. Key support and promotion institutions will carry out support service activities in 2022 to assist and promote the construction, supplementation, extension, and strengthening of the province's iconic industrial chains, as well as to promote the integration of upstream and downstream supporting facilities. Based on the progress and achievements of the activity, select about 10 high-quality development promotion institutions for the industrial chain, and give each institution a one-time reward of up to 500000 yuan.

2、 Declaration conditions

Service agencies should meet the following conditions:

（1） Having independent legal personality, healthy financial income and expenditure status, standardized operation, good development prospects and sustainable development ability.

（2） There are relatively fixed business service locations and necessary service facilities, equipment, etc., with a certain reputation and brand influence in the professional service field or region.

（3） There is a sound management team and talent pool, and the main responsible persons should be honest and law-abiding. More than 60% of the professional personnel have a college degree or above or intermediate or above technical titles.

（4） There is a sound management system, clear development plans and annual service goals, standardized service processes, reasonable fee standards, and comprehensive service quality assurance measures.

3、 Declaration standards

Service agencies should have carried out or participated in the following work in 2022, and select the best evaluated agency based on the quality of the work carried out.

1. Participate in the construction of the organizational system for iconic industrial chains.Close involvementWork related to the iconic industry chain special team. Participate in the establishment of an industrial chain community, providing professional services such as industry operation monitoring and analysis, collaborative innovation, achievement transformation, brand cultivation, market development, supply and demand docking, dual recruitment and dual introduction, information consulting, etc. for the upstream and downstream of the industrial chain, promoting communication and connection across regions, industries, and enterprises.

2. Participate in guiding the "chain owner" enterprises to play a leading and driving role. Organize or participate in mergers and acquisitions of upstream and downstream enterprises in the industrial chain, construction of industrial backup systems, and promotion and application of domestically produced products. Collaborate with the 'chain owner' enterprises to identify the weaknesses and deficiencies in the industrial and supply chains, and compile a list of risks associated with supply chain disruptions. Cooperate with the "chain owner" enterprise to plan and promote the industrial chain collaborative technology transformation project.

3. Participate in improving the level of industry chain integration and consolidation. Organize or participate in the "Specialized, Refined, Unique and New" enterprise chain integration and consolidation action, and promote the supply and demand docking between "chain owner" enterprises and "specialized, refined, unique and new" enterprises. Lead or participate in the construction of public service platforms for small and medium-sized enterprises at or above the provincial level. Provide planning guidance, coordination consultation and other services for industrial clusters and industrial parks.

4. Participate in promoting breakthroughs in key technologies. Participate in the establishment of new innovation carriers such as provincial and above key laboratories, industrial innovation centers, technology innovation centers, and manufacturing innovation centers, and assist "chain owner" enterprises, supporting enterprises, and research institutions in undertaking major national and provincial scientific and technological innovation projects. Carry out industry university research supply and demand activities such as technical negotiations, product testing and quality brand diagnosis, technology promotion, project promotion, and intellectual property.

5. Participate in planning and implementing key projects for building, supplementing, extending, and strengthening chains. Participate in the construction and management of key project libraries in the industrial chain. Assist in striving to undertake major national projects, participate in attracting "fill in the blank" enterprises and "supplement" projects in the industry chain, and track key projects in the service industry chain. Organize or participate in service activities such as investment and financing docking, enterprise financing planning, recommendation, and financing agency.

6.参与高端人才招引培育。组织或参加高端人才招引活动，协助招引掌握“卡脖子”技术或填补山东省产业空白的高层次人才和关键团队。具有培训资质或在中小企业主管部门备案，具有线上和线下培训能力，有完善的培训服务评价机制，组织或参加企业经营管理人才培训活动。组织或参与建设公共实训基地，推动举办行业性职工技能竞赛、职业技能评定等活动。

4. declaration materials

申报2022年山东省重点产业链发展促进机构奖励资金的服务机构需提供以下申请文件。

（一）2022年山东省重点产业链发展促进机构奖励资金申报方案（详见附件1）。

（二）2022年重点产业链发展促进机构奖励资金申请证明材料（详见附件2）。按照申报方案逐项提供对应证明材料，未提供证明材料的视为无效工作。

（三）真实性承诺书（详见附件3）。

（四）其他需要说明的资料。

以上材料需真实、合法、完整，复印件加盖单位公章，按上述顺序编制目录并装订成册。

5. declaration procedure

（一）服务机构按照申报通知要求，编写申报方案。于2022年10月31日前将纸质版申报材料报送省工业和信息化厅。

（二）省工业和信息化厅标志性产业链“秘书处”负责对申报材料进行初审，推荐复审建议名单。省工业和信息化厅研究室组织有关专家进行复审，择优确定服务机构奖励名单。

（三）奖励名单经公示无异议后，由省财政厅根据预算管理相关规定拨付资金。
