Notice on the Application for Reserve of Provincial Key Projects by Shandong Development and Reform Commission in 2023

Development and Reform Commission of each city and relevant departments directly under the provincial government:

In order to promote the orderly implementation of provincial key projects, accurately expand effective investment, and give greater play to the supporting and driving role of key projects in economic and social development, the following notice is hereby issued on the overall planning and application of provincial key project reserves for 2023:

1、 Declaration focus

The key provincial projects declared this time for 2023 mainly include four categories: major provincial projects, optimized projects for the conversion of old and new kinetic energy, key contracted projects for "dual recruitment and dual introduction", and projects to fill gaps. The project reserve should closely revolve around the work deployment of the provincial party committee and government, focus on the implementation of the province's "14th Five Year Plan", highlight the ecological protection and high-quality development of the Yellow River Basin, deepen the transformation of old and new driving forces to promote green, low-carbon and high-quality development, and the "Three Ten Major" action plan. Around the stability of the industrial chain and supply chain, major infrastructure, and people's livelihood security, a number of leading, supporting, and demonstrative projects should be formed.

Major provincial projects. To comply with the relevant requirements of the "Management Measures for Major Projects in Shandong Province", major industrial projects should highlight the demonstration and leading role of major projects, reflect overall, strategic, and leading characteristics, and give priority to applying for projects that overcome key bottlenecks, break foreign monopolies, and fill the gaps in our province's industrial layout; Infrastructure focuses on the construction projects of the "seven networks" (comprehensive three-dimensional transportation, modern logistics, energy security, urban municipal public facilities, modern water network, new infrastructure, rural infrastructure); Livelihood projects focus on public service facility projects that address weaknesses and deficiencies; The platform project focuses on major innovation platforms and supporting carriers with significant regional and industry influence.

Optimal projects for the conversion of new and old kinetic energy. Submit a batch of new technology, new industry, new format, and new model projects in key areas such as the "Top Ten" industries, green and low-carbon, and digital economy; Focus on the key links of industrial chain and supply chain improvement, and sort out a batch of key link extension, supplementation, and strengthening projects; Highlight the transformation and upgrading of traditional industries, carbon reduction and quality improvement, green empowerment and digital transformation of emerging industries, and plan a number of key backbone projects to support the breakthrough development of industries.

Key contracted projects for "dual recruitment and dual introduction". Focus on submitting investment projects that comply with industrial policies, have been officially signed or have investment intentions signed, can start construction and landing in 2023, and are mainly focused on investment from outside the province, around major investment promotion and signing activities at the provincial level and by responsible officials at the city and county levels. It is strictly prohibited to bundle and apply for projects, and consideration should be given to modern finance, technological innovation, intellectual property, and brand value projects that operate with light assets.

Shortfall project. Highlighting the key tasks of addressing weaknesses and deficiencies, focusing on areas such as ecological and environmental protection, renovation of old residential areas, municipal infrastructure, food and energy reserves, and social livelihood security, and combining policy based development finance investment, local government special bond balance arrangements, and preparation of central budget investment projects, we will reserve a batch of infrastructure and public service projects that promote regional coordinated development, enhance people's livelihood security capabilities, and fill in prominent weaknesses and deficiencies.

2、 Project standards

(1) Strictly control industrial policies. Industrial projects must comply with industrial policies, window guidance, and relevant planning requirements. Implement the decision-making deployment of "strictly controlling the two highs and optimizing others", resolutely curb the blind development of "two highs" projects, apply for projects that comply with the provincial "two highs and one low" project management regulations, and strictly implement substitution requirements. Regarding village construction projects and new industrial projects in cities and counties along the Yellow River, they must comply with relevant provincial requirements and provide audit opinions in accordance with regulations. Strictly control the implementation of real estate development in the name of industrial parks, towns, bases, demonstration zones, etc.

(2) Strengthen compliance review of procedures. In principle, all types of projects are individual independent projects, which are assigned codes on the online investment project approval and supervision platform. Projects without codes will not be reviewed and stored. The project should comply with basic procedures such as planning, land use, environmental protection, energy conservation, and construction, and there should be no violations in terms of industrial policies, land use planning, ecological environment, energy and coal consumption, social credit, etc.

(3) Ensure effective coordination of land use policies. To optimize the layout of project construction, the proposed site must meet the planning requirements, be included in the development plan or have the conditions to be resolved through consistency processing of the "two regulations". Promote the efficient and intensive use of land resources, strictly control the scale of project land in accordance with the requirements of per mu output and per mu investment intensity specified in the "Shandong Province Construction Land Control Standards".

(4) Strengthen effective investment drive. Adhere to the leading and supporting role of key projects in expanding effective investment, while focusing on the implementation of ongoing projects, highlight the planning of new projects to be launched in the current year, and enhance investment momentum. In terms of investment plan arrangement, it should be matched with the overall construction task and annual construction content, and the annual investment plan should be rigorously and scientifically calculated according to the expected start and completion time. For large projects that do not meet the conditions for starting construction within the year, but have a significant impact on the industry or region and are currently advancing preliminary work, they should be classified as preparatory projects and project continuity should be ensured. Especially for projects planned to start in the first quarter of next year, we need to speed up the processing of various procedures, accelerate the implementation of construction conditions, and promote early construction.

3、 Declaration requirements

(1) Strengthen project coordination. Projects that meet the requirements for the conversion of new and old kinetic energy in 2022, key signing projects for "dual recruitment and dual introduction", filling gaps, and technological transformation projects can apply for major provincial projects in 2023. Other provincial key projects in 2022 will not be repeatedly applied for in principle. Each project is limited to applying for one type of key project, and the province will coordinate and balance adjustments based on project screening. All projects should be declared through the Shandong Provincial Major Project Management Service Platform.

(2) Close communication and connection. Major industrial projects planned by relevant departments directly under the provincial government, provincial "top ten" industry teams, and provincial state-owned enterprises, and implemented locally by various cities, counties (districts, cities), are generally reported step by step through the local development and reform departments. Other provincial-level projects in the infrastructure and public service fields are directly declared through the platform after approval by the industry supervisory department. During the application process, it is necessary to strengthen communication and coordination with the corresponding departments according to the classification of key projects. Specific requirements and relevant materials required for project application should be implemented in accordance with the requirements of the responsible department of the corresponding department.

(3) Clear declaration requirements. The deadline for the platform is October 20, 2022. In principle, provincial key projects for 2023 will be selected from the platform's reserve projects. The relevant application documents and attachment materials shall be uniformly submitted to the Provincial Development and Reform Commission before October 20th according to the type of project application. The project platform filling and offline information should be accurate and consistent. Projects that engage in fraud will have their application qualifications cancelled, and those selected for the project list will be disqualified.

(4) Accurate service guarantee. Considering that each city also needs to organize review and argumentation for locally submitted projects, and has different requirements for specific project conditions and application deadlines, each city should clearly specify the service phone numbers for each project category when forwarding notifications, and each city should provide accurate guidance services for the projects applied for. For common policy issues of provincial departments or cities, please consult the provincial service hotline: Provincial Major Projects (Key Department, 0531-51783151), New and Old Kinetic Energy Conversion Optimal Projects (Kinetic Energy Conversion Promotion Department, 0531-51783227), "Double Recruitment and Double Introduction" Key Contracted Projects (Kinetic Energy Conversion Assessment Department, 0531-51783233), and Shortcoming Projects (Investment Department, 0531-51783018).
