Shandong Provincial Department of Industry and Information Technology: Notice on Organizing the Application for the 2022 Shandong Province First (Set) Technical Equipment and Key Core Component Project

Each city's industrial and information technology bureau, provincial finance directly managed county, and economically developed county's industrial and information technology bureau:

In order to accelerate the transformation of new and old driving forces for high-end equipment in our province, promote the development of key industries in the high-end equipment chain, and increase support for major technical equipment in solving the "bottleneck" key links in our province, after research, it has been determined to organize the application for the first (set) technical equipment and key core components project in Shandong Province in 2022. The relevant matters are hereby notified as follows:

1、 Declaration scope

（1） The first set of technical equipment. It refers to the complete or single machine equipment products that have undergone original innovation, integrated innovation, or technology digestion and absorption and re innovation, and have achieved significant innovations in principles, structures, performance, etc. in China, with significant energy-saving, material saving, and environmental protection characteristics, and have independent intellectual property rights and independent brands.

（2） Key core components. It refers to the core component products included in national major special projects and major engineering projects, as well as other key component products that can replace imports.

2、 Key support areas and products

Agricultural machinery equipment, engineering machinery, CNC machine tools, robots, ship and marine equipment, rail transit equipment, electrical energy equipment, hydrogen energy and fuel cells, energy-saving and environmental protection equipment, medical equipment, safety emergency equipment, scientific instruments, ice and snow equipment, petrochemical equipment, intelligent manufacturing equipment, basic core components, including equipment products and key component products that can replace those listed in the "Catalogue of Key Components and Raw Materials for Import of Major Technical Equipment and Products" (2021 edition) of the national major technical equipment import tax policy.

3、 Declaration conditions

（1） The declaring unit meets the requirements. A unit registered within the administrative region of Shandong Province, with independent legal personality, standardized corporate governance structure, sound financial management system, no illegal business activities in the past three years, no major accidents in quality, safety, environmental protection and other aspects, good financial condition of the enterprise, and high credit rating.

（2） High level of product innovation and advanced technology. The product achieves significant breakthroughs in principles, structure, performance, and other aspects through original innovation, integrated innovation, or technology digestion and absorption and re innovation. It has the characteristics of high technological content, large equipment value, strong driving effect, and high added value, and its overall performance, key technologies, and core indicators have reached the leading domestic or international advanced level of similar equipment.

(III) products have independent intellectual property rights and brands. The product name shall be clear and standard and conform to relevant standards. The products are independent innovation products, and the ownership of intellectual property rights and registered trademarks shall be owned by the production enterprises in accordance with the law.

(IV) product quality is reliable. Through the provincial and above quality and technical supervision department qualification inspection institutions or user-approved testing institutions. Products that belong to the national special industry management requirements must have a product production license or quality and safety certificate approved and issued by the relevant industry authorities; products that belong to the national compulsory product certification must pass the compulsory product certification.

四、需提交的材料

When a production enterprise (unit) applies for the identification of the first set (set) of technical equipment and key core components, the following materials shall be submitted by product:

(I) the first (set) of technical equipment and key core components in Shandong Province and the project report (Annex 2, 3);

(II) of Shandong Province's first (set) technical equipment and key core components project application materials commitment (Annex 4);

The appraisal report issued by the relevant industry organization of the (III) (in principle, within 1 year); other certification materials that can prove the advanced technology of the product;

(IV) the product test report issued by the national qualification institution (within 1 year in principle) or the test report issued by the testing institution recognized by the user; the product implementation standard; if it belongs to a special industry, it is necessary to provide the product production license, compulsory product certification certificate, etc;

Valid certificates of (V) intellectual property rights and independent brands;

(VI) the annual audit report of the enterprise issued by the accounting firm in the past two years;

（七）产品彩色照片一张；

（八）提供在中国执行信息公开网(https://zxgk.court.gov.cn/zhzxgk/)和信用中国网站(www.creditchina.gov.cn)查询确认，附带有时间的截图，截图要完整，证明不属于失信被执行人，查询时间不得早于通知发布日期。　　

五、申请程序及要求

各市工业和信息化局和省财政直管县、经济发达县工业和信息化局对企业首台（套）技术装备及关键核心零部件认定申请初审后，向省工信厅提报本地区申请文件、《山东省首台（套）技术装备及关键核心零部件申报汇总表》（附件1）及各产品申报详细资料（省财政直管县、经济发达县直接报送材料，同时抄报各市工业和信息化局）。省属企业通过所在市提出认定申请。各市工业和信息化局和省财政直管县、经济发达县工业和信息化局要加强首台（套）技术装备及关键核心零部件项目申报的组织和管理工作，对弄虚作假或采取不正当手段骗取项目认定的单位，将撤消认定结果，并在两年内取消申报资格。请各市工业和信息化局和省财政直管县、经济发达县工业和信息化局将上报文件、附件1和企业申报材料一式二份于5月30日前报省工信厅装备产业处（省财政直管县、经济发达县直接报送材料，同时抄报各市工业和信息化局），电子版（PDF+WORD版）刻录光盘寄送，逾期不予受理。
