Shandong Provincial Department of Industry and Information Technology: Notice on Organizing the Storage and Cultivation of High quality Small and Medium sized Enterprises and Key Cultivation Enterprises in 2022

According to the deployment and arrangement of the Small and Medium sized Enterprise Bureau of the Ministry of Industry and Information Technology on carrying out gradient cultivation of high-quality small and medium-sized enterprises, with the aim of further strengthening the tracking, scheduling, and precise assistance for the development of high-quality small and medium-sized enterprises in the province, this year we will continue to organize the cultivation of high-quality small and medium-sized enterprises and key cultivated enterprises.

1、 Storage scope

1. Recognized high-quality small and medium-sized enterprises. Refers to provincial-level "specialized, refined, unique, and new" small and medium-sized enterprises, provincial-level "gazelle" and "unicorn" enterprises, and national level specialized, refined, unique, and new "little giant" enterprises that have been recognized and are within their validity period (currently referring to those announced or re evaluated since 2018).

2. High quality small and medium-sized enterprise cultivation targets. Refers to enterprises with strong innovation capabilities, good growth momentum, and great development potential, which have the conditions to grow into high-quality small and medium-sized enterprises such as "specialized, refined, unique, and new", and are prepared to be included in the key cultivation scope in various regions. The specific standards can be mastered according to the standards for innovative small and medium-sized enterprises (compiled based on soliciting opinions) (Attachment 1).

3. "Small to medium-sized" seed enterprises. Refers to the enterprises that were previously filled in and included in the 2022 "Small scale Upgrading" Enterprise Reserve (this time, eligible unreported enterprises can continue to be organized for supplementary storage).

2、 Fill in the content

This organization's inventory filling mainly includes basic information and demand information of the enterprise. Basic information includes the company name, size, revenue and profit, R&D investment, leading products, supply and demand chain, market field, competitive advantage, development plan, and other related details; The demand information includes the difficulties, pain points, and bottlenecks in various aspects of enterprise production and operation, as well as the specific issues that need to be coordinated and resolved to become a "little giant", a single champion, or even a leading enterprise. Please refer to the User Manual for the High Quality Small and Medium sized Enterprise Gradient Cultivation and Growth Assistance System (Attachment 2) for specific content and methods of filling in.

3、 Filling method

各市、县（市、区）中小企业主管部门组织经认定的优质中小企业和培育对象进行填报。对于已入库的企业，可组织企业登录原账号修改完善信息后重新确认。

系统登录通过以下2种方式均可：

1.进入省中小企业公共服务平台（https://www.smesd.com.cn/），登录后进入“山东省优质中小企业梯度培育和成长帮扶系统”，通过手机号登录（注册）账号填报。

2.直接进入山东省优质中小企业梯度培育和成长帮扶系统（https://117.73.254.11:8052/index.html#/login?redirect=%2Findex），通过手机号登录（注册）账号填报。

系统将于4月11日上午8:00起开通，请于4月25日前完成本次集中填报。之后，企业基本信息中的生产运行项要每季度组织填报，问题和需求信息项可随时填报反映。

4、 Regarding requirements

各市、县（市、区）中小企业主管部门、工业和信息化部门要高度重视做好信息提报工作，把及时、全面、准确收集报送重点企业的基本信息和问题需求，作为掌握工作主动权、找准服务突破口、推动“引导、支持、帮促优质中小企业做强做优做大”的重要抓手，加强组织领导，统筹工作力量，按时保质收集提报信息，确保以信息数据为支撑精准帮扶中小企业高质量发展。
