Forwarding the Implementation Plan for the "Double Random and One Public" Inspection of the 2022 Provincial Technical Renovation Approval and Filing Projects

According to the requirements of Shandong Province for conducting "double random, one public" spot checks, this plan is formulated to carry out the "double random, one public" spot checks for the approval and filing of enterprise technological transformation projects in our province.

1、 Inspection object

This inspection is conducted in accordance with the principle of "strong supervision, reduced interference, and promoted standardization". The inspection targets all approved and filed technical renovation projects processed through the provincial "double random, one public" supervision platform system since January 1, 2021. The implementation subject of the inspection is the Planning and Technical Renovation Department of the Provincial Department of Industry and Information Technology.

2、 Inspection personnel

The list of inspectors is randomly selected from the list of inspectors on the Shandong Province "Double Random, One Public" regulatory platform. During the inspection work, specialized personnel with law enforcement qualifications from local and municipal industrial and information technology departments can also be selected to participate in the inspection according to work needs.

3、 Check time

This inspection work will start from March 31, 2022 and end on December 31, 2022. After the inspection is completed, according to the principle of "who inspects, who enters", the inspection results will be entered into the "double random, one public" regulatory work platform in Shandong Province. The inspection results will be collected under the name of the market entity and publicly announced to the society through the National Enterprise Credit Information Publicity System (Shandong).

4、 Inspection content

The content of this inspection is: 1. Site selection opinions issued by the administrative department in charge of urban and rural planning; 2. The land (sea) use opinion letter issued by the administrative department in charge of land and resources (ocean); 3. Project construction site, construction scale, construction content, and other relevant procedures stipulated by laws and administrative regulations (project approval, energy consumption, environmental protection, safety evaluation materials).

五、检查流程

（一）制定检查工作计划。通过山东省“双随机、一公开”监管工作平台，按任务要求及项目需求科学、合理制定检查计划。

（二）合理匹配检查人员。以山东省“双随机、一公开”监管平台专家库为基础，由系统随机匹配，原则上不得随意更换检查人员，因岗位调整、工作冲突、身体健康状况等特殊原因无法履行检查任务的，经厅分管领导同意后方可予以调整。

（三）规范开展现场检查。执法人员要严格遵守企业属地新冠肺炎疫情防控工作要求，做好自身安全防护。实施检查前，要提前告知被检查对象做好材料准备工作，严禁影响企业正常工作。

（四）审慎录入检查结果。检查结果分为：未发现问题、发现问题已责令改正、不配合检查情况严重、发现问题待后续处理。检查人员要根据检查情况，按照山东省“双随机、一公开”检查工作细则将检查结果20个工作日内录入系统。

（五）检查结果后续处理。检查中，对不配合检查情况严重和发现问题需后续处理的必须进行后续跟踪处理。
