Forwarding the Notice on Organizing the Application for 2022 National Manufacturing Single Champion Enterprises (Products) and Review and Evaluation Work

According to the Notice on Carrying out the Cultivation, Selection, Review and Evaluation of Manufacturing Single Champion Enterprises (Products) issued by the General Office of the Ministry of Industry and Information Technology and the China Federation of Industrial Economics (MIIT Joint Political and Legal Letter (2022) No. 47), the relevant work is hereby notified as follows.
1、 Basic conditions
1. Manufacturing industry single champions include two categories: single champion demonstration enterprises and single champion products. The declared enterprise must meet the application conditions and requirements in the "Notice" (see attachment).
2. The declared enterprise must be a manufacturing enterprise registered in Shandong Province, and the headquarters of the central enterprise stationed in Shandong is responsible for organizing the recommendation and review work. The enterprise has independent legal personality and has sound financial, intellectual property, technical standards, quality assurance, and safety production management systems. In the past three years, there has been no record of environmental, quality, safety or other illegal activities. The enterprise has applied for product energy consumption to reach the advanced value of energy consumption limit standards, and its safety production level has reached the industry's advanced level.
3. Must have been selected as a single champion demonstration enterprise (product) in Shandong Province's manufacturing industry, with an average annual sales revenue of over 400 million yuan in the past three years. Support specialized, refined, and innovative "little giant" enterprises to grow into individual champions. Enterprises with annual sales revenue of less than 400 million yuan, if applying for a single champion, should be selected as national level specialized, refined, special and new "little giant" enterprises.
4. Support the application of the first three batches of single champion cultivation enterprises that meet the conditions.
2、 Regarding requirements
1.采取网上填报与纸质报送相结合方式。网上通过制造业单项冠军在线报送系统统一申报（dgb.cfie.org.cn）。由企业在线填写并上传相关资料，经审核后报送纸质材料。请申报企业自行在工信部产业政策与法规司网站或单项冠军在线报送系统下载相关表格，按照要求提供说明材料，对材料真实性和准确性负责。
2.各市工业和信息化局负责属地企业的组织推荐、复核工作。根据《通知》要求和遴选重点领域，做好初步审查、择优推荐工作,确保推荐质量。对企业的市场占有率、独立法人地位、有无环境、质量、安全等方面违法记录予以重点把关。对复核工作，要认真组织初审。
3.请各市工业和信息化局于4月12日前，确定推荐和通过复核的企业名单，完成国家级单项冠军网上初审并报送纸质材料(纸质材料与网上填报一致,一式三份)，形成正式推荐文件,报厅产业政策处。
4.厅产业政策处将会同省工业经济联合会对各市推荐企业进行论证并指导，择优推荐。
