Municipal Industry and Information Technology Bureaus:

In order to accelerate the construction of the green manufacturing system in our province, and in accordance with the overall deployment of the "Three Year Action Plan for Accelerating the Construction of the Green Manufacturing System (2021-2023)", after research, it has been determined to carry out the recommendation of provincial-level green factories in 2022 The relevant matters are notified as follows:

1、 Key construction areas and scope

The construction of provincial-level green factories should adhere to land intensification, clean and purified production, waste resource utilization, and low-carbon energy. We need to focus on the construction of 11 iconic industrial chains in our province, with a focus on selecting a group of advantageous backbone enterprises with good work foundations and strong representativeness in key areas such as household appliances, textiles, pharmaceuticals, food, light industry, steel, building materials, machinery, automobiles, chemical industry, non-ferrous metals, electronic information, energy-saving and environmental protection equipment manufacturing, new energy equipment manufacturing, comprehensive resource utilization, and remanufacturing to create green factories.

For high energy consuming industries such as steel, cement, flat glass, electrolytic aluminum, crude oil processing, caustic soda, coking, etc., the recommended energy consumption level of enterprises should generally reach or exceed the advanced value of the corresponding national energy consumption limit standards.

2、 Declaration conditions

Provincial green factory declaration units should meet the following conditions simultaneously:

1. Enterprises that should be registered with the provincial administration for industry and commerce, engaged in production and operation, and have independent legal personality;

2. The production and operation are in good condition, with an annual sales revenue of over 200 million yuan;

3. Those who have had the following situations in the past three years are not allowed to apply for the list of green manufacturing: those who have not been operating and producing normally; Occurrence of major or above production safety and quality accidents, as well as Level III (major) or above sudden environmental pollution incidents; Dynamically adjusted green manufacturing list; Those who have been found to have serious problems in the supervision work of the State Council and relevant departments, those who have been included in the list of industrial energy conservation supervision and rectification but have not completed the rectification as required, and those who have been dishonest and executed.

3、 Job requirements

Each city needs to further increase; Release and manage clothing; Reform, implement classified guidance and simplification

优化程序、加强服务协调,认真组织好初审推荐工作.

( 一) 企业自愿申报.企业参照《绿色工厂评价通则》 (GB/T36132-2018) ,按照《绿色工厂自评价报告》(详见附

件 2) 有关要求进行自评价,并向所在市工业和信息化局提出申请,同时提供相关证明材料.

( 二) 各市初审推荐.各市工业和信息化局对申报材料进行初审,对符合要求的出具推荐意见,填写"市级工业和信息化主管部门推荐汇总表"(详见附件1), 于2022年4月15日前连同申报材料(一式三份,同时报电子版) 报省工业和信息化厅。济南、青岛、淄博、烟台、潍坊、临沂、威海、济宁、东营9市各推荐8家,泰安、德州、聊城、滨州、枣庄、日照、菏泽7市各推荐7家。

( 三) 评审公示确认.省工业和信息化厅组织专家对上报材料进行评审,必要时可进行现场核查.对专家提出的建议名单进行研究后,确定2022年省级绿色工厂名单,并在山东省工业和信息化厅网站上予以公示公布。
