Forwarding: Shandong Provincial Department of Industry and Information Technology's Notice on Revising and Improving the 2022 Shandong Province First (Set) Technical Equipment and Key Core Component Promotion and Application Guidance Catalogue

Each city's industrial and information technology bureau, provincial finance directly managed county, and economically developed county's industrial and information technology bureau:

In order to accelerate the breakthrough of the transformation of old and new driving forces in our province, promote the high-quality development of the high-end equipment industry, and guide enterprises to carry out product research and development, our province has released the "2021 Shandong Province First (Set) Technical Equipment and Key Core Components Promotion and Application Guidance Catalog" (Attachment 1) (referred to as the "Guidance Catalog"). In order to further improve the policy of the first unit (set) in the province, the "Guiding Catalogue" for 2022 is now revised and improved, providing support for the next step of carrying out the first unit (set) insurance compensation work. The relevant matters are hereby notified as follows:

1、 New product precautions

（1） The recommended catalog products should refer to complete or single machine equipment products that have undergone original innovation, integrated innovation, or introduced technology digestion, absorption, and re innovation, and have achieved significant innovations in principles, structures, performance, etc. in China, and have independent intellectual property rights and independent brands.

（2） The major technical equipment products applying for inclusion in the "Guidance Catalog" must meet the following conditions in principle:

1. Further focus on the key core links of the major technological equipment industry chain, which plays an important role in maintaining the stability and competitiveness of the industry chain and supply chain;

2. Equipment products that meet the requirements of industrial transformation and upgrading and high-quality development of manufacturing industry in our province, and are urgently needed for current national economic construction and major national projects;

3. Outstanding energy-saving, material saving, and environmental protection effects, with significant economic and social benefits;

4.在品种、规格、性能或技术参数等方面有重大突破，技术含量及附加值高。省内生产企业拥有自主知识产权。

推荐单位请按要求认真填写《2022年度山东省首台（套）技术装备和关键核心零部件推广应用指导目录征集表》（附件2）。材料请勿包含涉密内容。填写内容可参考工信部《首台（套）重大技术装备推广应用指导目录（2019年版）》（附件4）。

二、修订产品指标注意事项

如需对附件1进行修改，请填写《2022年山东省首台（套）技术装备和关键核心零部件推广应用指导目录修订表》（附件3）。

3、 Other matters

请各市工信局于4月2日前将附件2、附件3汇总后报省工信厅装备产业处。
