1Shandong ProvinceDevelopment Status of Small and Medium sized Enterprises in Equipment Manufacturing Industry
（1） Traditional industries are gradually moving towards intelligence.The demand for intelligent transformation of enterprises is constantly growing, especially the understanding of robots and automated production is gradually deepening. Shandong Xianhe Yuexin Electromechanical Co., Ltd. is equipped with a large number of intelligent processing equipment such as CNC machining centers and welding robots in production, constantly moving from manufacturing to "smart manufacturing". The company also develops robot integrated control and has developed mature technologies such as robot welding, robot cutting, robot palletizing, robot handling, robot polishing, robot spraying, etc., which have been installed and used internally by the company and Shandong Energy Group Laiwu Coal Machinery Factory, Shandong Longtai Company (Huantai), etc. In recent years, enterprises such as Huacheng Group, Liuhang Gear Reducer, Gongli Machinery, Jetta Machinery, Jinda Punching and Cutting, and Ouheng Machinery have taken the lead in automation and intelligence.
（2） The refined management of enterprises is being comprehensively improved.As a leader in China's brick and tile building materials industry, Gongli Machinery Co., Ltd. has integrated the green and low-carbon concept into the entire process of its business development. It has led the design of the first set of "Robot Automatic Code Brick Integration System" and "Robot Automatic Unloading Integration System" in China, becoming the first promoter, pioneer, and user of these two systems in China, and has been awarded the title of "China Industrial Demonstration Unit". Shandong Liuhang Reducer Co., Ltd. is an innovative and growth oriented enterprise in Zibo City. By improving management models, changing marketing strategies, innovating management methods, gradually establishing a management system that is in line with the characteristics of the enterprise itself. Actively exploring and boldly attempting the "Liuhang Road" suitable for enterprise development, they concentrate their advantageous resources, focus on the field of gear reducers, and develop new products that are suitable for the market. Adhering to the strategies of "never relaxing gears" and "product differentiation", the company's products are sold throughout the country, enabling the company to achieve leapfrog development.
（3） Proactively crossing borders and expanding markets.For the development of enterprises, many companies have set their sights on foreign markets, leveraged their comparative advantages, implemented the "going global" strategy, and promoted their participation in international competition. Relying on Shandong Zibo Qimaotong Network Technology Co., Ltd., some member enterprises actively integrated into the "the Belt and Road" and carried out exchange visits and business docking with customers from Russia, Uzbekistan and Kazakhstan.
（4） Our independent research and development capabilities continue to strengthen.In recent years, enterprises in Shandong Province have actively adapted to the market development environment, attached importance to research and development investment, adhered to independent innovation, relied on research and development to create brands, promoted product transformation and upgrading, and enabled enterprises to seize development opportunities in market competition. Shandong Yanshan Pump Industry Co., Ltd., after five years of independent research and development, has solved the global problem of poor oil extraction in old oil fields through the "Intelligent and Efficient Servo Rod Free Direct Drive Oil Extraction Equipment Project", known as the "Yanshan Revolution" of poor oil well extraction. Zibo Vacuum Equipment Factory Co., Ltd. has successfully developed and exported liquid ring compressors to the United States. The 2SAT vacuum system produced by the company provides strong support for the development of the domestically produced C919 aircraft. The successful maiden flight of the C919 marks the continuous progress of the company's products towards "excellence", fully reflecting the strength of Zibo's vacuum equipment products in China's vacuum industry.
IIShandong ProvinceProblems in the Development of Small and Medium sized Enterprises in the Equipment Manufacturing Industry
In recent years, although small and medium-sized enterprises in the equipment manufacturing industry in the province have made significant progress and development, there are also some problems, as shown below.
（1） Low end products,The market competitiveness is not strong.Most small and medium-sized enterprises in the equipment manufacturing industry are engaged in traditional manufacturing and have long relied on low-cost, low-level imitation, and low-level processing to compete in the market. Their products have low technological content and lack core competitiveness. After decades of development, although some enterprises have grown into well-known private enterprises in China, overall, more than 90% of them are small and medium-sized enterprises, located at the low end of the industrial chain, lacking key core technologies and independent brands, with low product added value, high energy consumption, low input-output ratio, and weak competitiveness. The manufacturing industry is still at the bottom of the "smile curve", with insufficient technology and brand display at the upper end of the curve, and small scale, only seeing mountains but not mountains.
（2） The quality of transformation and upgrading is not high, and the innovation ability is poor.The transformation and upgrading of most enterprises are achieved through increasing investment, purchasing updated production equipment, introducing energy-saving and environmental protection technologies, and making partial improvements on the existing products to achieve low-level upgrading. These measures, although they can solve the temporary difficulties of enterprises, are not sustainable. The original intention of these enterprises' transformation and upgrading is either to passively respond to policy requirements or to solve immediate difficulties such as rising raw material prices and labor costs. Some entrepreneurs have an overly stable business philosophy, lack strategic vision and innovation drive, and are satisfied with the current situation of low profits. They are content with small gains and lack the initiative and urgency to transform and upgrade. And some enterprises have limited access to new technologies, processes, and materials, insufficient investment in product and technological innovation, and low quality of the conversion of old and new kinetic energy.
（three）Lack of synergy in industrial support and disorderly market competition.The investigation found that there are numerous small and medium-sized enterprises in the equipment manufacturing industry in Shandong Province engaged in processing and manufacturing, with strong processing capabilities and products covering the whole country. But most companies are single handedly focused on expanding their market in other regions, even though there is already a market in Shandong. Some companies do not buy equipment or accessories locally, but instead go far and wide to find customers in other places to purchase accessories and equipment. Local products often lower prices and suppress each other, leading to a widespread phenomenon of vicious competition.
(V)融资难、用工难、政策落实难。融资难、融资贵，是企业面临的普遍问题。有的企业为了生存和发展，不惜支出高息从民间融资。用工难，人工成本与日俱增，也是不争的事实。尤其“工匠”类人才更是稀缺。各级党委、政府出台了大量支持企业发展的优惠政策，但中小企业享受到的不多。普遍认为，轮不到自己，对政策关心关注度不高。
three、促进Shandong ProvinceEquipment manufacturing industry中小企业健康发展的建议与对策
（one）、支持Shandong Province市装备制造业协会发挥职能作用。建议：①建立省有关部门领导与协会沟通协商机制，定期听取中小企业发展诉求，围绕共性问题，给予帮助和协调解决，针对个性问题实行一事一议，不断加强对协会的具体指导。②帮助和协会建好“十大平台”，发挥好职能作用：政府资源平台、协（商）会资源平台、院校专家资源平台、电子商务平台、品牌宣传平台、展会推介平台、双招双引平台、法律支持平台、智能制造装备平台、示范引领平台。③指导协会积极争取中国机械工业联合会、中国自动化学会、中国机器人产业联盟等国家级的指导，支持山东省装备制造业协会承办装备制造行业年会、报告会、高端论坛等，提升山东省装备制造业的影响，同时扩大信息和资源的获得渠道。
（二）、进一步优化民营企业发展环境，提升企业创新能力。以科技资源集成开放和共建共享为目标，建设技术公共服务平台，为企业提供研发、工业设计、检测等服务，帮助企业提升创新研发能力。强化资本对装备制造业的支持，通过政府性创投引导基金、产业母基金等，引导各类天使基金、股权基金、私募基金与装备制造业企业形成共生联盟，支持企业科技创新。我们期盼各级政府及相关部门，结合各地市情实际，进一步贯彻落实近期国家和省、市出台的一系列促进民营企业发展的政策和措施，创造宽松、公平的市场环境。我们将以优化产业结构为中心，大力培养龙头企业。围绕每个产业类别，分别选树典型示范单位，树立产业标杆。鼓励和帮助企业改造传统工艺，更新老旧设备，加快发展新兴产业，促使民营工业企业走向高质量发展道路。只要党委、政府给予我们一份扶持和支持，我们就会让一份阳光焕发出无限生机。
(3)、建设Shandong Province装备制造业行业大数据库，促进行业协作。按行业细分，不断加强企业间的信息、技术、产品、资源交流，促成企业间形成合作关系，为企业的发展带来经济效益。组织专家团队到企业进行“会诊把脉”，根据企业自身发展情况，找出企业发展过程中存在的问题，帮助企业“对症下药”，解决实际问题。摸清企业的上下游需求，做到内部上下游资源配套优势互补，资源共享，合作共赢，加强企业内部合作，有针对性地为企业提供配套加工服务，让山东省装备制造业企业产品“墙内开花，墙内墙外都香”。选树创新管理、现场管理、自动化改造和两化融合标杆企业，组织企业参观学习、交流座谈，分享经验，共同进步。同时，协会还将走出去，学习外地先进经验，丰富自己，提升自己。
（four）、深化产学研紧密合作，打造高端人才集聚地。加强与中科院、省科学院等科研院所的对接合作，建立装备制造行业的项目库和专家库，举办“院士行”等活动，积极为企业搭建人才交流合作平台。引导企业建立博士后科研工作站，将一批企业建成院企合作、校企合作示范基地、科技成果转化示范基地等。依托“儒商大会”搭建的精准化、高质量“双招双引”平台，加强与国际国内知名企业、集团、协会商会的联系，在技术、设备、人才、基地建设等方面寻求资源。不断强化职业教育和技术培训，引导本地普通本科高等学校向应用技术类高等学校转型，建立一批实训基地，形成一批门类齐全、技艺精湛的技术技能人才队伍，补上制造业高级技工匮乏的短腿，加快山东省装备制造业由传统制造向智能“智造”转变的步伐。
（five）、帮助民营企业缓解资金压力。建议各级政府，一是要引导和帮助民营企业申报省、市用于扶持企业技术改造和技术创新的贷款贴息或中小企业专项资金补助，并确保财政扶持资金及时、足额到位，不要截留、挪用。二是完善山东省中小民营企业信用担保体系建设，加快推进企业融资综合服务平台建设，为民营企业融资提供更全面的服务，积极帮助协调解决民营企业融资困难。可否在保证企业无风险情况下，不压贷，不抽贷，用续贷方法给中小企业降低风险及财务成本。
（six）、帮助支持装备制造企业加快自动化、智能化装备步伐。当前企业对自动化、智能化装备，特别是对机器人、数控机床的需求很迫切，充分证实了淄博装备制造业企业求生存、谋发展，坚定高质量发展的自信和胆识。协会将依托大专院校、科研院所搭建自动化、智能化装备示范平台，为省内外企业提供“个性化保姆式”服务。希望各级政府或对“基地”或对购买“基地”产品者，给予实实在在的扶持。共同推进全市自动化、智能化中、高端装备基地建设和装备制造业高质量发展，为山东省经济发展做贡献。
