Dear members and related units:
The Interim Management Measures for the Expert Database of Equipment Manufacturing Industry in Shandong Province (hereinafter referred to as the "Management Measures") are hereby issued to you, and the relevant matters regarding the first batch of expert recommendations are notified as follows:
1、 Each unit is responsible for organizing the recommendation work of its own experts.
2、 Each unit should conduct a preliminary evaluation and demonstration of the applied experts. For experts who pass the evaluation and demonstration, they should fill out relevant forms and provide relevant materials in accordance with the requirements of the Management Measures.
3、 Each unit should mail the personnel information and paper materials for the application to be selected in the expert database to the Secretariat of Shandong Equipment Manufacturing Association before June 30, 2017, at Room 214, 2nd Floor, Qisheng Digital Phase II Office Building, Yingxiu Road, High tech Zone, Jinan City, Shandong Province. Interim Management Measures for the Expert Database of Equipment Manufacturing Industry in Shandong Province
Article 1: Purpose of Building an Expert Database
（1） Give full play to the role of management and technical experts in the equipment manufacturing industry, and promote the integration of our province's equipment manufacturing industry with the world's advanced manufacturing industry. Provide industry development suggestions for government departments, provide intellectual support for the demonstration and decision-making of important projects in our province, and promote the structural adjustment and transformation upgrading of our province's equipment manufacturing industry.
（2） Relying on the advantages of expert talents, we will build industry service platforms, analyze economic development trends, coordinate industry development, conduct big data research, and provide critical and public services for enterprise transformation on a larger scale.
（3） By relying on expert strength, the association can better play its role in serving enterprise development, regulating market order, conducting industry self-discipline, formulating industry standards, safeguarding member rights, mediating trade disputes, etc., so that the association can truly become an important platform for gathering industry consensus, consolidating industry strength, and promoting economic development.
(IV) to provide members with expert information for the enterprise to provide management, technology and other aspects of human resources services. To show the whole society the elegant demeanour of experts, for all kinds of experts to provide a broader space to display their talents.
Article 2 Scope of the Expert Pool and Categories of Experts
The expert database covers all kinds of talents related to the equipment manufacturing industry, and is divided into three categories: management experts, technical experts and technical experts.
Article 3 Basic conditions for warehousing experts
The selection of experts in the database can be done through two methods: independent application and association invitation. The application for inclusion in the expert database should meet the following conditions:
（1） Engaged in work related to the equipment manufacturing industry, familiar with the industry and enterprise situation, has a certain influence in the industry, abides by laws and regulations, is dedicated and honest.
The (II) title or qualification shall meet one of the following conditions:
1. Possess a senior professional technical title or senior technician title.
2. Possess intermediate professional and technical titles, and have held senior management positions in enterprises above designated size for more than 5 years.
3. Hold a bachelor's degree or above and have served as the chairman or general manager of a large-scale enterprise for more than 5 years, or as the chairman or general manager of a small and medium-sized enterprise that has been awarded the title of national high-tech enterprise for more than 5 years.
4. Hold a doctoral degree and have been engaged in related work for more than 1 year; Or hold a master's degree and have worked in related fields for more than 2 years.
5. The projects I have participated in and completed have won quality awards or technical awards at the provincial or ministerial level (or national associations or societies) or above (projects related to equipment manufacturing industry).
6. Top 3 winners of provincial and ministerial level technical competitions, or top 6 winners of national and above level skill competitions.
（3） I am willing, with the consent of my employer, and have the time and physical conditions to undertake the entrusted work.
（4） Applicants from member units of the association will be given priority in selection, and will be given priority in participating in relevant activities and undertaking related commissioned work.
Article 4 Declaration Materials
Applicants for selection into the expert database should submit the following documents. The paper version of the materials should be mailed to the Secretariat of Shandong Equipment Manufacturing Association, and the electronic version should be sent to the Secretariat's email address.
1. Application Form for Selection of Shandong Equipment Manufacturing Industry Expert Database (can be downloaded from the Association's website);
2. One 2-inch bareheaded photo of an individual (used to create an expert certificate);
3. Copies of academic certificates, professional title certificates, and award certificates;
4. Representative papers and proof of participation in related work.
Article 5 Measures for Evaluation and Determination
（1） Establish a review expert group responsible for conducting a comprehensive evaluation of the applicants and determining the first batch of expert pool members.
After the first batch of expert pool members are determined, an association expert committee will be established. The expert committee is responsible for organizing the review of the selected experts in the expert pool in the future.
（2） The evaluation of expert candidates shall be conducted in a timely and centralized manner. After the first expert pool member review and identification, the association organizes an annual supplementary expert review meeting.
After the (III) applicant is selected and reviewed, the association will publish it on the portal website for one week. After the expiration of the period, the association will award the title of "Shandong Province Equipment Manufacturing Expert" and issue an expert certificate.
Article 6 Distinguished experts
Specially appointed experts should be experts with high academic achievements in the field of equipment manufacturing, and have a high reputation and influence in the industry. Nominated by the Secretariat of the Association or three or more experts from the expert pool, with my consent and relevant review, the Association shall hire me as a specially appointed expert.
Article 7 Withdrawal of Experts from the Expert Pool
If an expert in the expert database has any of the following situations, the association may make a decision to withdraw from the database.
1. Falsifying to obtain expert qualifications from the expert database;
2. I submit an application to withdraw from the expert database, or my unit requests that the person withdraw from the expert database;
3. Those who are unable to perform expert work after being selected into the expert database;
4. Engaging in activities that harm the interests and reputation of the association and expert pool in the name of experts in the expert pool;
5. Other situations that violate relevant regulations.
Article 8 The duties of experts in the expert database.
The (I) provides the government with suggestions on industrial policy and industry development, provides technical demonstration for relevant major projects, and recommends experts for the government expert database. Provide advice and staff for the important work of the association, and put forward suggestions for the planning and development of the association.
The (II) undertakes to complete the matters entrusted by the government. Participate in the formulation of industry competitiveness evaluation standards, review and evaluate the list of the most competitive industry, participate in the identification of industry benchmark enterprises, and establish industry models. Participate in the preparation and release of the annual white paper on industry development.
Entrusted by the association, the (III) reviews and evaluates the "quality brand value" of the enterprise, undertakes the completion of industry research, special training, enterprise consultation, consultation, project research and other activities, and helps enterprises solve hot and difficult problems in technology and management.
(IV) participate in consultation, staff, discussion and decision-making on other important matters.
Article 9 Rights of experts in the pool of experts
1. Accept the entrustment and engagement, serve as a member of the expert group, and independently publish and retain expert opinions on the entrusted matters.
2. Have the right to put forward opinions and suggestions on the work of the association, and give priority to the relevant data information and technical information of the industry.
3. Obtain the corresponding remuneration for labor services in accordance with the provisions.
4. Voluntary withdrawal from the pool of experts.
Article 10 Management of Expert Database
1. The expert database is under the leadership of the Shandong Equipment Manufacturing Association, and the secretariat of the Association is responsible for daily work.
2. The Association establishes an expert file for each expert and records the projects, activities and achievements undertaken by the expert.
3. The association opens a personal display column for experts on the portal website to display the experts' elegant demeanour in all directions and publicize and report the achievements of outstanding experts.
4. Dynamic management of the pool of experts in accordance with the principles of voluntariness, openness, mobility and merit. The validity period of the expert certificate is two years, and those who meet the conditions after review may be renewed.
Article 11 This management method has been discussed and adopted by the president's office meeting on April 26, 2017, and will be implemented as of the date of promulgation.
