Provinces, autonomous regions, municipalities directly under the central government, cities specifically designated in the state plan, industrial and information technology departments of Xinjiang Production and Construction Corps, branches of China Development Bank, and relevant central enterprises:
In order to implement the "Made in China 2025" (Guo Fa [2015] No. 28) and the "Industrial Green Development Plan (2016-2020)" (Ministry of Industry and Information Technology Regulations [2016] No. 225), according to the "Ministry of Industry and Information Technology and the National Development Bank Jointly Promote the" Made in China 2025 "Strategic Cooperation Agreement, the Ministry of Industry and Information Technology and the China Development Bank will jointly carry out the recommendation of key credit projects for industrial energy conservation and green development in 2017. The relevant matters are hereby notified as follows:
1. work arrangements
Based on the principle of "the Ministry of Industry and Information Technology organizes recommended projects, and the National Development Bank independently reviews loans". The Ministry of Industry and Information Technology, in accordance with the deployment of the industrial green development plan and relevant industrial policy requirements, organizes provincial industrial and information technology competent departments to recommend projects that meet the requirements of energy conservation and green development, comply with industrial policies, have great market potential, and good economic benefits. Together with the National Development Bank, they jointly demonstrate and form the "Recommended Catalogue of Key Projects for Industrial Energy Conservation and Green Development in 2017" (hereinafter referred to as the "Recommended Catalogue"). The China Development Bank organizes its branches in various provinces to provide comprehensive financial services such as investment and financing for projects included in the "Recommended Catalog" in accordance with national macroeconomic policies and relevant regulatory requirements.
2、 Support key areas
（1） Energy saving and green transformation
Support enterprises, energy-saving service companies, and energy-saving and environmental protection equipment enterprises to implement energy-saving and green transformation projects individually or in the form of consortia. Key support will be given to the implementation of energy-saving technology renovation projects for advanced energy-saving technology processes and equipment; Support the implementation of high-efficiency and clean coal utilization technology transformation in the coking and coal chemical industries, and the implementation of high-efficiency and energy-saving technology transformation or clean energy substitution projects in industrial boilers and kilns; Support industrial enterprises to utilize low-grade waste heat for heating projects for urban residents. Support key industries and enterprises in water scarce areas to implement water-saving technology transformation, water resource recycling, and industrial wastewater recycling projects. Support enterprises to participate in the construction of green manufacturing systems, create green factories, develop green industrial parks, and establish green supply chains. Support the development of energy-saving and environmental protection equipment manufacturing industry and energy-saving service industry.
（2） Energy management informatization
Support the construction of energy control centers for key energy consuming enterprises. Support data centers to implement energy-saving technology transformation and build green data centers in accordance with the "National Green Data Center Pilot Work Plan" (MIIT Lianjie [2015] No. 82).
（3） Clean production
Support enterprises to adopt the clean production technology promotion plan for key industrial industries involving air, water, and heavy metals, as well as the volatile organic compound reduction action plan and roadmap for clean production technology transformation. Support enterprises to carry out green design.
comprehensive utilization of (IV) resources
Support enterprises to implement large industrial solid waste comprehensive utilization projects and renewable resources recycling projects. Focus on supporting the development of waste new energy vehicle power battery cascade utilization and reuse, support the development of cement kiln collaborative disposal of solid waste projects such as domestic waste, support the high-value utilization of waste electrical and electronic products.
3、 Declaration conditions
(I) Application Unit Conditions
1. It is incorporated within the territory of the People's Republic of China and has the qualification of an independent legal person.
2. The applicant is the main body of financing, which is specifically responsible for the construction and operation of the project and has relevant capabilities.
3. Meet the relevant loan qualification management requirements of the China Development Bank. The actual controller of the applicant unit has good operation and financial status for 3 consecutive years, and has strong economic, innovation, technical strength and certain market development space. In principle, the asset scale of the applicant unit is not less than 0.5 billion yuan, and the asset-liability ratio is not higher than 60%.
Encourage industrial parks and energy-saving and environmental protection service companies as applicants.
Under the same conditions, priority should be given to supporting energy efficiency "leader" enterprises, green demonstration factories, green parks and green supply chain demonstration enterprises.
（2） Declaration project conditions
1. The declared project must conform to the national industrial development policy and local planning.
2. The project has been approved and the relevant approval procedures such as planning, land and environmental impact assessment have been completed. The implementation conditions are met. The financing demand in 2017 shall not be lower than 50 million.
3. The project can implement a collateral or guarantee credit structure, and the project loan can obtain credit support or guarantee.
4. Encourage the use of market-based models such as PPP or contractual energy management.
5. The capital ratio of the project shall not be less than 40% in principle.
6. Give priority to supporting projects in strategic emerging industries such as energy conservation and environmental protection industries.
4. declaration process
(I), in accordance with the principle of voluntariness, the applicant (including central enterprises) shall submit a project application to the competent department of industry and information technology at the provincial level (including cities under separate state planning, the same below) where the project is located.
(II) provincial competent department of industry and information technology, in conjunction with the local branch of the National Development Bank, combined with the relevant planning policies of the economic and social development of the project location, demonstrate the construction content, process technology, approval, investment scale, economic benefits, energy conservation and environmental protection benefits, Project risk, repayment source, credit status and other aspects of the declared project, fill in the Evaluation Form of Key Credit Projects for Industrial Energy Conservation and Green Development (see Annex 1, hereinafter referred to as the Project Evaluation Form). The competent department of industry and information technology of the province where it is located shall submit recommendations to the Ministry of Industry and Information Technology (Department of Energy Conservation and Comprehensive Utilization) in an official letter. In principle, no more than 10 projects are recommended for each province.
The Ministry of Industry and Information Technology of the Ministry of (III) and the China Development Bank organize industry experts to review the declared projects and determine the "Recommended Catalog."
According to the Recommended Catalogue, the China Development Bank of (IV) independently assesses loans and provides differentiated financing support for projects that meet the credit conditions. The loan term is generally 5-10 years.
The (V) requests the competent departments of industry and information technology of all provinces to submit the paper version (in triplicate) and electronic version (CD) of the relevant materials of the recommended project to the Ministry of Industry and Information Technology (Department of Energy Conservation and Comprehensive Utilization) by EMS mail or confidential form before May 31, 2017. The submitted materials include the "Application Report for Key Credit Projects for Industrial Energy Conservation and Green Development" (see Annex 2), the recommendation letter issued by the provincial industry and information authority, and the "Project Evaluation Form".
