2. Ministry of Industry and Information Technology: "Promoting the resumption of enterprises to focus on supporting 5G, integrated circuits, intelligent manufacturing and other strategic emerging industries"

Main contents:

3. State Administration of Taxation: Compilation of Guidelines on Tax Preferences for the Prevention and Control of the New Crown Pneumonia Epidemic

Main contents:

1. Support protection and treatment. Temporary work subsidies and bonuses for epidemic prevention and control that obtain government-prescribed standards are exempt from personal income tax; medical and protective supplies issued by individuals to prevent pneumonia caused by novel coronavirus are exempt from personal income tax. 2. Support material supply. Full refund of VAT incremental tax credits to key epidemic prevention and control materials production enterprises; VAT exemption for taxpayers providing key epidemic prevention and control materials transportation income; VAT exemption for taxpayers providing public transportation services, living services and express collection and distribution services for residents' essential living materials; One-time deduction before enterprise income tax is allowed for enterprises to expand production capacity and purchase equipment for key epidemic prevention and control materials production enterprises; the import of materials directly used for epidemic prevention and control organized by the competent health department shall be exempted from customs duties. 3. Encourage public welfare donations. Cash and goods donated by public welfare social organizations or people's governments at or above the county level and their departments to deal with the epidemic are allowed to be deducted in full before corporate income tax or personal income tax; goods donated directly to hospitals undertaking epidemic prevention and control are allowed to be deducted in full before corporate income tax or personal income tax; goods donated free of charge to deal with the epidemic are exempted from value-added tax, consumption tax, urban maintenance and construction tax, education surcharge and local education surcharge; the scope is expanded. 4, support the resumption of work and production. The maximum carry-over period for losses incurred by enterprises in difficult industries affected by the epidemic in 2020 was extended to 8 years.

4State Administration of Market Supervision, State Drug Administration, State Intellectual Property Office: Ten Measures to Support the Resuming of Work and Production

Main contents:

1, registration online. Further reduce the registration process, time and cost; 2, the implementation of the notification commitment. For all the products of enterprises that involve production license and compulsory certification, they should be handled quickly and the time limit for examination and approval should be reduced; 3. Establish an emergency green channel for administrative license. After on-site confirmation of enterprises that meet the licensing conditions, immediately apply for product registration and issue production licenses; 4. Extend the administrative license period; 5. Speed up the application of standard conversion. Support foreign trade export enterprises to resume production, speed up the conversion of international standards and domestic standards, and promote the convergence of export products based on standards and domestic standards. For enterprises temporarily lost due to the impact of the epidemic, can temporarily not be included in the list of business anomalies; 7, strict investigation of arbitrary charges and price increases. Strengthen price supervision, strictly investigate all kinds of arbitrary charging behavior involving enterprises, reduce the burden of enterprises to resume work and production; 8, strengthen quality and technical service assistance. Encourage standardized technical organizations and institutions to provide standardized technical services such as standardized consulting around the resumption of work and production; 9. The fees for the verification and calibration of measuring instruments, the fees for product quality inspection and testing items, and the fees for special equipment inspection items will be reduced by 50%, and all kinds of verification and calibration and inspection and testing fees will be exempted for enterprises in Hubei Province; 10. Enterprises are encouraged to participate in the "three guarantees" action.

 

5. National Development and Reform Commission: "Reduce electricity prices and gas prices to support enterprises to resume work and production"

Main contents:

The National Development and Reform Commission issued a notice clarifying that from February 1 to June 30, the electricity price of other enterprise users except for high-energy-consuming industries will be reduced by 5%, the supportive two-part electricity price policy will be implemented, and the off-season natural gas price policy will be implemented in advance. It is expected that the cost of electricity and gas consumption for enterprises will be reduced by more than 63 billion yuan. The State Grid and China Southern Power Grid Corporation subsequently introduced a number of specific measures to reduce or exempt the price of electricity for enterprises, which will reduce or exempt about 59.5 billion yuan in total.
