Among them, Gao Ling, member of the Provincial Committee of the Chinese people's political Consultative Conference and president of the Shandong equipment Manufacturing Association, suggested that we should seize the golden window, strengthen policy support, speed up the development of the digital economy, and empower the manufacturing industry with industrial Internet and big data. build an industrial Internet industry system with Shandong characteristics as soon as possible.

For the first time, the Fourth Plenary Session of the 19th Central Committee of the Communist Party of China incorporated data into production factors together with labor, capital, land, knowledge, technology, and management. Silicon Valley views data as "the oil of the future" and "industrial gold". Data has become the most important resource in the Internet era and the core element supporting the fourth industrial revolution. After the consumer Internet, the second generation of the Internet, that is, the industrial Internet, is coming to us with acceleration. The core of the industrial Internet lies in industrial big data. It is the data generated in the information application of the whole life cycle of industrial products, the intersection of big data and intelligent manufacturing, and the key to the development of industrial intelligence. In the manufacturing sector, the factory of the future will become a data factory, and all enterprises will become data-based enterprises.

Shandong has a strong industrial foundation and a complete range of categories, including 4 of the world's top 500 enterprises, 83 of China's top 500 manufacturing enterprises, 98 single champion demonstration enterprises, and 3081 specialized and special new enterprises. These basic advantages provide valuable soil for the development of industrial big data. At the same time, the past few years are a critical period for Shandong's traditional industries to improve quality and efficiency, transformation and upgrading, and it is also a strategic window period for the development of the industrial Internet. Opportunities are rare and fleeting. We should speed up the development of digital economy and empower the manufacturing industry with industrial Internet and big data.

1. enhance the sense of urgency and crisis. The information age is an era of winner-take-all. One step earlier and one step faster will lead the world alone. One step later and one step slower can only sigh at the ocean. Internet giants such as Ali, Jingdong, Tencent and Baidu have made it difficult for us to cultivate comparable enterprises in the field of consumer Internet by virtue of their rapid deployment in the whole country and even in the world. Tagore has a poem: "If you shed tears because you lose the sun, you will also lose the stars." In terms of the development of industrial big data, our province is facing extremely fierce competition and does not have an advantage in time. At the regional level, in September 2015, the state launched the construction of the country's first big data comprehensive experimental zone in Guizhou. In October 2017, it was deployed in 7 regions including Beijing-Tianjin-Hebei and Pearl River Delta, and eight national-level big data comprehensive experimental zones have taken shape. At the enterprise level, Huawei, Ali and other strong strength, in the country to accelerate the layout of industrial big data business. Some of our manufacturing enterprise data have been or are being taken by the platforms of the southern provinces. If the situation is not reversed as soon as possible, then in the long run, our manufacturing advantages in Shandong will be greatly weakened, and it is likely to become a simple processing and manufacturing base. The status of a strong industrial province will also be rewritten.

2. strengthen policy support. Industrial big data is something that enterprises should do, but it is not something that one or several enterprises can do. It must be led by the party committee and government, strengthen the top-level design, make strategic deployment, and let the policy become a catalyst for the accelerated development of industrial big data. The Ministry of Industry and Information Technology will soon issue the Guiding Opinions on the Development of Industrial Big Data, proposing to basically complete the industrial big data resource system, integration system, industrial system and governance system by 2025, forming a closed-loop development pattern from data aggregation and sharing, data technology products, data integration applications to data governance. At the provincial level, Guangdong Province has set up 20 billion yuan of industrial development funds to drive 200000 enterprises to develop the digital economy. Shanghai, Zhejiang and other places regard the development of digital economy as a strategic measure to win a new round of competitive initiative, and introduce support policies with high gold content. We should learn from the practices of Shanghai, Zhejiang, Guangdong and other places, seize the favorable opportunity of the promulgation of the national "opinions", consider it in an all-round way, strive to solve the problem of "each singing its own tune and inaccurate support" of the government and enterprises, and enhance mutual trust and interaction. rely on sound planning and policies to strengthen prior guidance and support for enterprises.

3. explore the development path. Support Haier, Inspur, Huawei, Ali and other strong forces to join forces, attract the participation of enterprises and industry associations in the province, jointly develop and build an international leading cross-industry, cross-field basic industrial Internet platform, and strive to create a national industrial Internet big data center. Set up industrial Internet platforms and industrial big data centers in key industries and key regions, explore the formation of replicable application models, gradually promote them in other industries, and build an industrial Internet industry system with Shandong characteristics as soon as possible.
