山东省工业和信息化厅：关于组织2026年度山东省首台（套）技术装备认定工作的通知
Municipal Industry and Information Technology Bureaus:
为推动高端装备产业迭代升级，加速新质生产力培育壮大，促进产业链上下游发展，加快关键核心技术成果转化应用，经研究，确定组织2026年度山东省首台（套）技术装备认定工作。现通知如下：
1、 Declaration scope
首台（套）技术装备是指国内实现显著技术突破，拥有自主知识产权，进入市场初期尚未形成竞争优势的整机装备、核心系统及关键零部件产品。重点支持工业母机、智能网联新能源汽车零部件、农机装备、工程机械、机器人、船舶与海工装备、轨道交通装备、航空航天装备、电工器械、氢能及燃料电池、节能环保装备、新能源装备、医疗装备、安全应急装备、仪器仪表、激光装备、石油化工装备、人工智能装备、文化科技装备、低空装备等领域产品。
2、 Declaration conditions
（1） The applying unit should meet the following basic conditions:
企业需财务状况良好，具有较高资信等级，近三年无违法经营行为，在质量、安全、环保等方面未发生重大事故。
（2） The product application should meet the following basic conditions:
1. The product technology is advanced. The declared product has reached the domestic advanced level or above or the international advanced level among similar products, and has achieved independent supply capability, with good market prospects.
2. The product has independent intellectual property rights. Production enterprises have independent intellectual property rights directly related to the declared products at home and abroad in accordance with the law, or have obtained intellectual property rights through legal transfer, without any intellectual property disputes.
3. The product quality is safe and reliable. The declared product has been tested by a qualified inspection institution recognized by the quality and technical supervision department at or above the provincial level, or by a testing institution recognized by the user for equipment performance testing. Products that meet the requirements of national special industry management must have a product production license approved and issued by the relevant industry regulatory department; Products that are subject to mandatory product certification by the state must pass the mandatory product certification. Medical device products provide both product technical requirements and full performance testing reports.
3、 Declaration Procedure
（一）各市工业和信息化局组织企业5月30日后登录网站线上填报，企业需符合财政涉企资金“绿色门槛”制度要求，并对企业首台（套）技术装备申请进行初审（企业端网址：http://zhpt.gxt.shandong.gov.cn/#/homeIndex，选择“法人登录”自行注册填报；政府端网址：http://123.232.119.104:13001/token/login，与智能工厂申报账号密码一致）。
（二）各市工业和信息化局要加强首台（套）技术装备认定工作的组织和管理工作，对弄虚作假或采取不正当手段骗取项目认定的单位，将撤销认定结果，并在两年内取消申报资格。
（三）请各市工业和信息化局于6月22日前将上报文件和附件1纸质版、全部企业申报材料电子版汇总后报省工信厅装备产业处，并完成线上申请和审核，逾期不予受理。
