Adjustment of some commodity tariff rates--

China continues to expand high-level opening to the outside world

The 2026 Tariff Adjustment Plan (hereinafter referred to as the Plan) issued by the Customs Tariff Commission of the State Council shall be implemented as of January 1. The Plan scientifically adjusts the provisional import tax rate, optimizes the setting of tax items, and continues to implement the agreed tax rate and preferential tax rate, which is conducive to leading the development of new quality productivity, meeting the people's growing needs for a better life, expanding high-level opening up to the outside world, and promoting high-quality development.

"The" Plan "ensures that policy adjustments not only comply with internationally accepted rules, but also accurately meet the actual needs of my country's industrial development, sending a firm signal that China adheres to a high level of opening up." Gao Lingyun, a researcher at the Institute of World Economics and Politics of the Chinese Academy of Social Sciences, said.

The Programme mainly includes three aspects: adjusting the provisional tariff rate for imports; optimizing the tariff lines; and continuing to implement the agreed and preferential tariff rates.

In terms of adjusting the provisional import tax rate, in order to enhance the linkage effect of the two resources in the domestic and international markets and expand the supply of high-quality goods, the provisional import tax rate lower than the most-favored-nation tax rate will be implemented for 935 commodities in 2026.

The first is to promote high-level scientific and technological self-reliance, promote the construction of a modern industrial system, and reduce import tariffs on key components and advanced materials such as CNC hydraulic air cushions for presses and special-shaped composite contact belts.

The second is to help promote the comprehensive green transformation of economic and social development, and reduce the import tariffs on resource commodities such as recycled black powder for lithium-ion batteries and unroasted pyrite.

Zhao Jungui, vice president of the China Petroleum and Chemical Industry Federation, said that the adjustment mainly involves bio-aviation kerosene, hydrocarbon-based biodiesel, and recycled black powder for lithium-ion batteries in the petrochemical field, reflecting the state's support for the petrochemical industry to cultivate new quality. Productivity, the policy orientation of promoting the green and low-carbon transformation of fossil energy.

The third is to increase efforts to protect and improve people's livelihood, help accelerate the construction of a healthy China, and reduce import tariffs on medical products such as artificial blood vessels and diagnostic kits for some infectious diseases.

Gao Yuning, deputy dean of the School of Public Administration of Tsinghua University, said that on the basis of previous years, continue to adjust and reduce tariffs on important drugs and medical devices that are related to people's health, reflecting the people-centered development concept, which will effectively promote people Health and improve people's livelihood and well-being. "In recent years, cardiovascular diseases have become an important public health issue affecting the healthy life of our people. Lowering tariffs on artificial blood vessels is expected to benefit patients".

"Tariff adjustments not only serve large industries, but also concern the daily lives of ordinary people. By lowering tariffs on some drugs and devices, it will help increase the supply of quality goods and reduce the medical burden on consumers." Gao Lingyun said.

In addition, in order to enhance the endogenous power of the domestic cycle, according to the domestic industrial development and changes in supply and demand, within the scope of my country's commitment to join the World Trade Organization, the provisional import tax rates for micro-motors, printing machines, sulfuric acid and other commodities will be canceled, and the implementation of the most-favored-nation tax rate will be resumed.

In terms of optimizing tax items, in order to serve the development of science and technology and technological progress, and support the development of circular economy and forest economy, in 2026, intelligent bionic robots, biological aviation kerosene, forest ginseng and other national sub-items will be added. After adjustment, the total number of tariff items is 8972.

"Import and export tariff items are the cornerstone of international trade." Li Yanxia, chief engineer of the China Machinery Industry Federation, said that adding tax items to emerging products such as robots can help industries and enterprises accurately grasp trade data, study and judge overseas market development trends, and then formulate scientific and efficient development strategies.

In order to continuously deepen economic and trade cooperation and promote regional integration and development, in 2026, in accordance with the 24 free trade agreements and preferential trade arrangements signed between China and 34 trading partners, we will continue to implement the agreement tax rate on some imported goods originating from the above-mentioned trading partners.

In order to promote economic and trade cooperation with the least developed countries and help the least developed countries develop, in 2026, 43 least developed countries that have established diplomatic relations with China will continue to be granted zero-tariff treatment for 100 percent of their tariff items; in accordance with the Asia-Pacific Trade Agreement and the intergovernmental exchange of documents between China and the relevant ASEAN member countries Agreement, continue to implement preferential tax rates on some imported goods originating in Bangladesh, Laos, Cambodia, and Myanmar.

"In the context of rising trade protectionism, China's response to the uncertain world situation with deterministic policies fully demonstrates China's responsibility as a contributor to global development." Gao Lingyun said. (Reporter Zeng Jinhua)
