Work Plan for Steady Growth of Automobile Industry in Shandong Province
In accordance with the arrangements of the provincial party committee and the provincial government, this work plan is formulated to promote the steady growth of the automobile industry.
1、 Work objectives
By the end of 2026, the operation of the automobile industry will maintain a steady and positive development trend, the industrial scale and quality benefits will be further improved, the product supply capacity and quality level will continue to be enhanced, the pilot area of comprehensive electrification of vehicles in the public sector, the intelligent network and unmanned driving pilot will be further promoted, the new mode of charging and replacing electricity will be promoted on a large scale, and the vehicle-to-pile ratio will be better than the national average, The high-quality and sustainable development of the automobile industry has achieved. Among them, in 2026, the output of new energy vehicles reached about 1.2 million, an increase of about 20% year-on-year; automobile exports maintained steady growth; and the added value of the automobile manufacturing industry increased by about 10% year-on-year.
2、 Work measures
(I) strengthen product supply capacity.
1. Plastic strong commercial vehicle advantages. Continue to consolidate the leading position of commercial vehicles, give full play to the leading support of large vehicle enterprises, support industry enterprises to continuously optimize vehicle performance, and provide users with more efficient, energy-saving and comfortable intelligent products. Promote the transformation of new energy, support commercial vehicle enterprises to promote technology research and development and production line transformation, the implementation of pure electric, hybrid, hydrogen fuel power, methanol power full spectrum layout, to create an industry-leading new energy technology brand, and constantly meet the needs of users in multiple scenarios. Build new energy saloon cars, pickup trucks and other characteristic models, promote industry enterprises to jointly develop new energy trailer intelligent saloon cars, to meet the needs of long-distance travel and sojourn, research and production of new energy pickup trucks, to meet the power inspection, pesticide spraying, travel and other diversified needs. 2. Large passenger car scale volume. Strengthen leading leadership, strengthen policy support and service guarantee, promote new projects to speed up production, achieve production capacity, actively strive for the industry's leading enterprises in the province's layout of high-end, best-selling models, cultivate the introduction of more supporting suppliers. Accelerate the transformation of fuel passenger vehicles, cooperate with Qingdao, Yantai and other cities, strengthen mutual visits and exchanges with the group headquarters, carry out in-depth cooperation and exchanges, and strive to introduce new energy vehicles as soon as possible. Cities with conditions are encouraged to reward new energy vehicle enterprises that develop or introduce new models and complete product announcements in accordance with laws and regulations. 3. Smooth the whole industry chain cycle. Based on the supporting foundation of the automobile industry in our province, promote the integration of small and medium-sized enterprises in the industrial chain into the vehicle supply chain, form a cooperative, mutually beneficial, stable and efficient industrial system, and accelerate the cultivation of automobile characteristic industrial clusters and industrial clusters. 4. To increase the consumption of new energy vehicles. Continue to carry out new energy vehicles to the countryside, formulate a catalog of new energy vehicles to the countryside in Shandong Province, and organize no less than 30 rural exhibitions and sales activities in the province every year to increase the market penetration of new energy vehicles in rural areas. 5. Accelerate the promotion and application of new energy vehicles. 7. Breakthrough in key technologies for intelligent networking. Support in-depth cooperation between vehicle enterprises and intelligent driving control system enterprises, focus on key technologies such as complex environment fusion perception, intelligent network connection decision-making and control, information physical system architecture design, wireless communication (V2X) between vehicles and other equipment outside vehicles, high-precision map security application, encourage vehicles to install high-performance communication modules such as V2X and 5G in front of vehicles, and develop and build new vehicles such as intelligent network connection new energy heavy trucks. 8. Accelerate the intelligent network test application and pilot construction. Support new energy automobile enterprises to implement intelligent technological transformation, and implement financial incentive policies such as discount interest on loans for technological transformation and equipment awards and subsidies in accordance with regulations. 11. Strengthen the recycling of used power batteries.
