Each city's Industry and Information Technology Bureau, Science and Technology Bureau, Ecological Environment Bureau, Water Resources Bureau, and relevant units:

In order to accelerate the promotion and application of advanced and applicable green and low-carbon technology equipment in the industrial field of our province, improve energy and resource utilization efficiency, we are now conducting a collection of green and low-carbon technology equipment in the industrial field throughout the province. The specific matters are notified as follows:

1、 Scope of solicitation

The declared green and low-carbon technology equipment is oriented towards supporting the achievement of carbon peak and carbon neutrality, and should meet the needs of green and low-quality development in China's industrial sector during the "15th Five Year Plan" period. It should have the characteristics of mature and reliable technology, good economic benefits, and great promotion potential, and be able to achieve innovative and forward-looking major core technology equipment for the full process system green and low-carbon development in the industrial sector. Specifically, it includes three categories:

（1） Industrial water-saving technology equipment. Focusing on key areas such as steel, petrochemicals, textile dyeing and finishing, papermaking, food, leather, pharmaceuticals, building materials, non-ferrous metals, machinery, and data centers, we mainly solicit industrial water-saving processes, technologies, and equipment in the directions of high water consumption production process substitution, efficient cooling or washing, unconventional water utilization, intelligent water control, water conservation, pollution reduction, and carbon reduction collaboration.

（2） Industrial energy-saving and carbon reduction technology equipment. The scope of solicitation specifically includes the following five categories:

1. Energy conservation and carbon reduction technologies in key industries, including steel, non-ferrous metals, petrochemicals, chemicals, building materials, machinery, light industry, textiles, electronics, and other industrial industries, including process innovation and process optimization technologies, such as short process manufacturing; Energy saving and efficiency improvement technologies in information technology fields such as data centers, communication base stations, and communication rooms, such as collaborative application of computing power and energy, efficient cooling, efficient power supply and distribution, and green intelligent computing system solutions.

2. Energy low-carbon transformation technologies, including clean low-carbon hydrogen production and application, efficient energy storage, industrial green microgrid and other renewable energy consumption technologies; Efficient utilization of waste heat and pressure, cascading utilization of system energy, and substitution of electrical energy through multiple energy complementary technologies.

3. Industrial carbon reduction technologies, including low-carbon raw material fuel substitution, full life cycle carbon emission reduction of products, carbon dioxide capture and high-value conversion and utilization, carbon emission accounting and monitoring, non carbon dioxide greenhouse gas emission reduction and substitution, and other low-carbon, zero carbon, and negative carbon technologies.

4. Digital and green collaborative transformation technologies, including digital energy and carbon management and other information and communication technologies deeply integrated with big data, artificial intelligence, industrial Internet, 5G, etc., to achieve energy consumption and carbon emissions information collection, intelligent analysis, fine management and system optimization technologies.

5. High efficiency and energy-saving equipment, industrial production equipment with energy efficiency indicators reaching or exceeding the relevant national standard level 1 energy efficiency level, including electric motors, transformers, industrial boilers, fans, positive displacement air compressors, industrial refrigeration equipment, heat pumps, etc.

（3） Industrial environmental protection technology equipment. The scope of solicitation mainly includes 11 key areas of technical equipment applicable to industry, including air pollution prevention and control, water pollution prevention and control, soil pollution remediation, solid waste treatment, noise and vibration control, environmental monitoring specialized instruments and meters, environmental pollution prevention and control specialized materials and chemicals, environmental pollution emergency response, environmental pollution prevention and control equipment specialized components, pollution reduction and carbon reduction collaborative disposal, and new pollutant treatment.

2、 Declaration conditions

（1） The applying unit shall register and have independent legal personality in accordance with the law.

（2） There has been no record of illegal or irregular activities in the past three years, and it has not been included in the list of abnormal business operations or the list of serious illegal or dishonest activities. No serious problems were found in the supervision work of the State Council and relevant departments, and no one was included in the list of industrial energy conservation supervision and rectification, and no dishonest persons were executed.

（3） The declaring unit should possess the intellectual property rights of the declared technical equipment, or obtain sufficient usage authorization from the owner. The intellectual property rights should be clear and not involve intellectual property disputes or state secrets (if there are multiple entities with independent intellectual property rights, only one unit can be negotiated and authorized as the declaring entity).

（4） Technical equipment should have the following characteristics:

1. Innovation: There have been innovative breakthroughs in technical principles, process routes, product structures, and other aspects.

2. progressiveness: the technical level is at the leading domestic or international level.

3. Practicality: There are mature application cases that have been running continuously and stably for more than one year, and significant results have been achieved in practical applications, with good economic and social benefits (proof from the user is required).

4. Compliance: The declared technical equipment should comply with the latest national standards and requirements in terms of quality, safety, energy consumption, environmental protection, etc.

5. Scalability: Possess the potential and conditions for large-scale promotion and application.

（5） The applying unit shall provide detailed technical equipment introduction, technical principles, application cases, water-saving, energy-saving and carbon reduction effects and other relevant supporting materials, and ensure that the materials are true, accurate and complete.

3、 Recommended Program

1. Organize declaration. According to the voluntary principle, the applying unit shall submit the corresponding category application form (Attachment 1-4).

2. Review and recommend. The industrial and information technology bureaus of each city, together with the science and technology bureau, ecological environment bureau, and water resources bureau, will review the application materials in their respective regions, issue recommendation opinions, and form a summary table. Please mail one copy of the paper version of the recommendation opinions, application materials, etc. to our department before March 20th, and submit the electronic version of the materials (Word version, stamped scanned PDF version of the enterprise application form and city recommendation report) to the contact email.

3. Review and release. The Provincial Department of Industry and Information Technology, together with the Provincial Department of Science and Technology, the Provincial Department of Ecology and Environment, and the Provincial Department of Water Resources, will organize experts to review the application materials submitted by various regions, and release the catalog of advanced and applicable technology and equipment promotion to the public according to procedures. Each city's industrial and information technology, science and technology, ecological environment, and water conservancy departments should increase their publicity and promotion efforts for the selected list of technical equipment, and provide support for equipment updates and technological transformations in the green and low-carbon transformation of industrial enterprises.
