Action Plan for Innovative Development of Artificial Intelligence Terminals in Shandong Province

Artificial intelligence terminals are the key carriers for the implementation and application of artificial intelligence technology. In order to further accelerate the innovation and competitiveness of the artificial intelligence terminal industry, support the high-quality development of the province's artificial intelligence industry, and enhance new quality productivity, this action plan is formulated.

1、 Overall requirements

Taking advantage of the outstanding production capacity of electronic information terminals and the rich application scenarios of artificial intelligence in our province, we will focus on "artificial intelligence+iconic electronic information products" as the main direction, and "expanding supply+popularizing applications" as the main path. We will adhere to being a large-scale, strong leader, optimizing layout, and doing a good job in collaboration, accelerate the high-end, green, integrated, and ecological development of the artificial intelligence terminal industry, and release new momentum for the development of the industrial chain.

By 2027, the core competitiveness of the artificial intelligence terminal industry in the province will be significantly enhanced, with an industry scale of over 450 billion yuan, a key product output of over 100 million units, and the cultivation of about 10 leading enterprises, single champion enterprises, and specialized and innovative "little giant" enterprises with competitiveness at the domestic leading level. More than 100 innovative products such as first piece electronic products and first set of equipment will be formed, and a national first-class artificial intelligence terminal industry cluster and a new highland for integrated application will be built.

2、 Development focus

（1） Smart home appliances. Relying on the advanced manufacturing cluster of intelligent home appliances at the national level in Qingdao, we support industry enterprises to focus on advantageous home appliances such as televisions, refrigerators, and air conditioners, actively layout embodied intelligent products such as home service robots, deeply integrate big model technology, and enhance core functions such as complex environment perception, dynamic scene adaptation, intelligent decision control, and voice emotional interaction of products. With large household appliances as the basic support and emerging terminals as the smart hub, accelerate the upgrading of products from functional single products to Internet devices, from a single scene to a global ecological model, and enhance the supply capacity of diversified intelligent solutions for the whole house.

（2） Virtual reality terminal. Relying on the research and development advantages of virtual reality software and hardware products in cities such as Jinan, Qingdao, Weifang, Weihai, etc., we will accelerate the integration and innovative application of various cutting-edge artificial intelligence technologies, promote the installation of lightweight models in VR/AR headsets, glasses, home intelligent entertainment machines and other terminals, improve multimodal fusion analysis capabilities, optimize interaction logic, enhance content generation efficiency and hardware performance, further broaden the application scenarios of virtual reality, improve the metaverse ecosystem, and increase the market size on the commercial and consumer ends.

（3） Wearable devices. Based on the Weifang Intelligent Wearable Product Manufacturing Base, focusing on the needs of health and medical care, emergency rescue, cultural tourism, sports and other scenarios, we will develop a low-power, low latency, and low resource occupancy ultra small end side model to enhance the intelligence level of products such as watches/bracelets, headphones, rings, etc. We will actively layout in cutting-edge fields such as intelligent exoskeletons and smart clothing, accelerate the launch of more non-invasive, efficient and safe intelligent wearable devices, and continuously improve market competitiveness.

（4） Smartphones. Promote Dezhou and other cities to focus on the market demand of countries such as the "the Belt and Road", deepen the development and application of artificial intelligence technology, accelerate the improvement of mobile phone products' multimodal interaction, intention understanding and decision-making, task scheduling and cross application scheduling capabilities, optimize the adaptive matching of products with unstable infrastructure, extreme natural conditions and multilingual environment, launch a number of differentiated and characteristic smart phone products, and create industrial comparative advantages.

（5） Intelligent computer. Support the continuous improvement of innovation capabilities in Jinan City, relying on the research and development foundation and technological advantages of artificial intelligence servers, to develop more specialized and universal artificial intelligence computers for general office, content creation, research and development design, production management and other needs. Vigorously developing "out of the box" large model all-in-one machines, launching a batch of innovative products that meet industry needs, have strong reasoning ability, high data throughput, and high integration, and seizing the key entry point of AI enabled applications.

（6） Industrial terminal. Taking artificial intelligence as the driving force for new industrialization, we actively develop terminal products such as intelligent sensors, industrial data security, intelligent control, intelligent monitoring, and data acquisition networking. We deepen the integration and innovation of digital transformation technologies such as industrial big data, industrial software, and digital twins, and cultivate a batch of intelligent factories in a gradient manner. Support the adaptation and optimization of existing industrial terminals and large models, and stimulate the vitality of intelligent transformation in the manufacturing industry.

（7） Commercial terminal. Supporting cities such as Jinan, Zibo, and Weihai to play a leading and driving role in enterprises, focusing on the digital and intelligent upgrading needs of financial services, wholesale and retail, transportation and logistics, power and water conservancy, etc., to increase the production capacity of terminal products such as display terminals, smart finance, smart supermarkets, smart express cabinets/containers, and smart inspections, further enrich product categories, and actively expand multi-dimensional intelligent interaction scenarios. Utilize big model technology to improve terminal operation friendliness and continuously improve the "one old, one small" operating experience.

（8） Other terminals. Develop a batch of integrated terminal products for health care, education and training, government affairs and people's livelihood, and enhance the ability to provide inclusive services. Expand the supply of smart and healthy elderly care products, promote the production and application of intelligent elderly care monitoring and care equipment such as fall prevention, nursing monitoring, and indoor and outdoor positioning. Develop positioning, navigation, and timing terminals that integrate intelligent data processing and decision-making capabilities to promote the large-scale application of Beidou. Targeting the needs of various industries, actively innovating the form of intelligent terminal products, and deeply empowering thousands of industries.

3、 Implementation path

（1） Enhance independent innovation capability

1. Build a high-level innovation platform. Continuously enhance the innovation capabilities of major platforms such as the National High end Intelligent Home Appliance Innovation Center and the Virtual Reality Innovation Center (Qingdao), and actively promote the layout of provincial-level laboratories, key laboratories, and other provincial-level platforms in the field of artificial intelligence terminals. Taking the platform as the hub, fully gathering industrial innovation elements, and breaking through a number of bottleneck links. Promote provincial-level platforms with conditions to strive for national level platforms. For newly upgraded national platforms without supporting funding requirements from the state, provincial-level platforms will provide 10 million yuan in funding support according to regulations. 2. Implement key core technology breakthroughs. Focusing on key core technologies such as end-to-end intelligent computing, end-to-end large models and intelligent agents, end-to-end cloud collaboration and cross end collaboration, embodied intelligence, and privacy computing, we support enterprises to form innovation consortia with universities and institutions, and enhance technology research and development capabilities and product competitiveness by relying on upstream and downstream resources in the industrial chain. Give full play to the role of provincial science and technology plans, increase guidance on technological breakthroughs in areas such as intelligent computing chips, sensors, and basic software, and form a number of fundamental and cutting-edge innovative achievements. 3. Deepen the layout of intellectual property rights and standards. Strengthen the connection with international standards and enhance the construction of international intellectual property risk warning and prevention mechanisms. Support industry enterprises to carry out high-quality patent creation and application in the field of artificial intelligence terminals, promote enterprise participation in the formulation of basic technology, security and trustworthiness, interconnectivity, industry applications and other standards, and achieve coordinated development of technology, patents and standards. Units that lead the revision of high-level international standards, national standards, and local standards will be awarded up to 400000 yuan, 200000 yuan, and 100000 yuan respectively for each item. （2） Cultivate and optimize the main force of the industry

1. Improve the hierarchical cultivation of enterprises. Support enterprises in industries such as smart home appliances and computers to deeply participate in major projects such as "Two New" and "East West Calculation", further enhance product market share, and continuously strengthen industry discourse power. Support enterprises in industries such as industrial and commercial terminals to enhance their product features and advantages, continuously strengthen their core competitiveness, and further tap into their growth potential. Support various small and medium-sized enterprises to closely follow the forefront of the market, further enhance product usability and user experience, and accelerate the creation of a group of high-tech, specialized, refined, new, and single champion enterprises. For newly recognized national key "little giant" enterprises in the field of artificial intelligence terminals, a maximum reward of 6 million yuan per household will be given. 2. Build more major projects. Taking terminal manufacturing as an important breakthrough point to promote the high-quality development of the artificial intelligence industry, we adhere to the combination of external resource introduction and local capacity cultivation, focus on key areas such as core components, new displays, and key functional materials, and strive to build a number of high-quality projects with large investment scale, high technological content, and significant role in driving and improving the industry. For those that meet relevant requirements, actively include them in the list of provincial key projects and digital industry key projects, continuously enhance resource element support, and accelerate the expansion of new industrial increments. 3. Build characteristic industrial clusters. Support Jinan City to focus on computing terminals and display terminals, Qingdao City to focus on smart home appliances and virtual reality, Weifang City to focus on metaverse and wearable devices, and other fields, to create a leading advantage industry cluster in the country. Support Yantai City to focus on optoelectronic terminals, Weihai City to focus on commercial terminals, Zibo City to focus on sensors, Dezhou City to focus on mobile phones, Rizhao City to focus on display devices and other fields, strengthen characteristic parks, promote industrial expansion and ecological agglomeration, and cultivate a number of emerging industrial clusters. （3） Expand market demand space

1. Strengthen a batch of innovative products. Intensify support for the first piece set, first unit set, and other lists, launch a batch of innovative products with strong brand influence and market competitiveness in advantageous fields such as smart home appliances, virtual reality terminals, smart computers, and printers, and launch a batch of high-performance and multifunctional first end products in emerging fields such as wearable devices and industrial terminals. Select a batch of high-quality artificial intelligence terminal products every year and provide a one-time reward in accordance with laws and regulations. 2. Create a group of high-end brands. Encourage third-party high-end quality certification, carry out quality grading, accelerate the improvement of brand image and influence, and create a number of regional characteristic brands and internationally renowned brands. 3. Expand a batch of application scenarios. We should fully explore scenarios such as government governance, social livelihood, and industrial upgrading, promote innovative procurement methods through government procurement cooperation, and promote the research and application of innovative products such as artificial intelligence terminals through first purchase and ordering. （4） Improve the industrial ecosystem

1. Promote synergy in the industrial chain. Support artificial intelligence terminal enterprises to participate in open source ecosystem construction, create open platforms, provide innovative resources such as algorithm models, development tools, datasets, etc., and attract a group of supporting enterprises and ecological partners with high product relevance and strong collaboration. Actively organizing a series of activities such as integrating and consolidating the supply chain, industry university research docking, etc., widely guiding integrated circuit enterprises, high-end software enterprises, large model enterprises, and research institutes to strengthen the supporting research and development, adaptation and compatibility, and application promotion of artificial intelligence terminal related software and hardware, and promoting the orderly connection and coordinated cooperation between the upstream and downstream of the industrial chain and the supply and demand ends. 2. Improve the level of public services. Support enterprises to collaborate with universities and institutions to build research and development verification platforms for artificial intelligence terminals, strengthen software hardware coupling, provide services such as pilot testing, engineering development, process improvement, software upgrades, etc., and accelerate the engineering landing and industrial application of related technological achievements. Focusing on services such as technology transfer, product testing and certification, intellectual property protection, and standard system optimization, we aim to cultivate and optimize industry chain promotion institutions to enhance the endogenous driving force of industrial development. 3. Strengthen safety supervision and evaluation. Strengthen the security and privacy protection of artificial intelligence terminal data, standardize data collection, storage, use, sharing and other behaviors. Establish a sound risk warning and emergency response system for the production, sales, and application of artificial intelligence terminals, strengthen the ethical risk assessment and evaluation of AI terminal developers, enhance users' sense of social responsibility and legal awareness, and ensure the safety, reliability, and controllability of all links. （5） Optimize resource element support

1. Strengthen financial and tax support. Based on the urgent needs of industrial development, we will leverage the role of provincial-level financial incentive policies such as integrated circuits, industrial software, and large models, and increase investment in resources and factors for the artificial intelligence terminal industry. Relying on the digital transformation of the manufacturing industry, we will strengthen the application and promotion of artificial intelligence terminals in the industrial field. Promote the strengthening of support for the field of artificial intelligence terminals, such as the Provincial New and Old Energy Conversion Fund, and accelerate the expansion of market-oriented financing channels for enterprises. Optimize financial services and precisely enhance industrial financing support. 2. Strengthen the cultivation of talent teams. Support the implementation of the special action plan for talents in the field of artificial intelligence, further leverage the integration mechanism of the talent chain, education chain, industry chain, and innovation chain, and support industry enterprises to cooperate with universities and research institutes to carry out actions such as talent attraction and sharing, industry education integration and collaborative education, and joint research and development of key technologies, in order to attract and train a group of high-end talents. Support relevant universities to strengthen the construction of artificial intelligence related disciplines, providing solid intellectual support for industrial innovation and development. 3. Deepen open communication and cooperation. Support the hosting of high-level industry docking and exchange events such as the International Virtual Reality Innovation Conference and the Consumer Electronics Expo, as well as entrepreneurship and innovation competitions, to further expand the scope of various activities, carry out extensive cooperation through multiple channels and levels, and fully gather domestic and foreign resources to empower industrial development. 4、 Guarantee measures

By relying on the "chain leader system" promotion mechanism of iconic industrial chains such as artificial intelligence, integrated circuits, and electronic information, we will effectively enhance the ability to organize industries and serve enterprises, strengthen provincial and municipal coordination, and departmental linkage, form policy synergy, and jointly solve major scientific and technological innovation breakthroughs, major engineering project attraction, major infrastructure construction, and major risk and hidden danger response in the field of artificial intelligence terminals. We will build a horizontally efficient, vertically interconnected, and effectively executed organizational system that is conducive to promoting high-quality industrial development, and provide solid mechanism guarantees for creating a good development environment.

This policy shall come into effect from the date of its release, and the funding reward and subsidy policies involved shall be subject to the relevant regulations of the competent department.
