Implementing the 'Ten Major Projects' to Build Shandong into an Important Growth Pole for the Northern Economy
On the morning of December 3rd, the Shandong Provincial Committee of the Communist Party of China held a press conference in Jinan to introduce and deeply interpret the spirit of the 10th Plenary Session of the 12th Provincial Committee. The meeting reviewed and approved the "Proposal of the Shandong Provincial Committee of the Communist Party of China on Formulating the 15th Five Year Plan for National Economic and Social Development of Shandong Province" (hereinafter referred to as the "Proposal"), which clearly proposes the overall goal of "striving to become an important growth pole of the northern region's economy and ensuring decisive progress in the construction of a socialist modernized strong province in the new era", and systematically deploys the main directions and key tasks of economic and social development during the "15th Five Year Plan" period.
At the press conference, Zhang Zuoting, Deputy Secretary General of the Provincial Party Committee and Director of the Political Research Office, stated that during the "15th Five Year Plan" period, Shandong will achieve significant improvements in eight aspects, including high-quality development, scientific and technological innovation, reform and opening up, regional coordination, beautiful Shandong construction, social civilization, people's well-being, and safe development, and build a complete goal system of "overall goals+main goals". He emphasized that the 'Suggestions' mainly focus on qualitative goals, and specific quantitative indicators and major projects will be clarified in the subsequent' Outline 'of the' 15th Five Year Plan '.
To promote the implementation of the goals, the Shandong Provincial Party Committee plans to launch the "Ten Major Projects" as the core lever for promoting economic and social development during the "15th Five Year Plan" period:
1、 Industrial upgrading project. Focusing on the direction of intelligent, green, and integrated development, optimizing and enhancing traditional industries, cultivating and strengthening emerging industries, forward-looking layout of future industries, and accelerating the construction of a modern industrial system.
2、 Science and technology innovation capability climbing project. Accelerate the construction of institutional mechanisms that support comprehensive innovation, promote the deep integration of technology and industry, deepen the integrated development of education, technology, and talent, implement the "Artificial Intelligence+" action, and lead the development of new quality productivity.
3、 Domestic demand expansion and efficiency improvement project. Stimulate potential consumption, expand effective investment, serve and integrate into the unified national market, and form a virtuous interaction pattern between investment and consumption.
4、 Market vitality and openness enhancement project. Better leverage the role of market mechanisms, strive to be at the forefront of comprehensively deepening reforms, and create a new high-level opening up to the outside world.
5、 Rural Revitalization Qilu Model Upgrade Project. Taking regional construction as the starting point, we will promote agricultural efficiency, increase farmers' income, and enhance rural vitality, and accelerate the pace of agricultural and rural modernization.
6、 Regional coordination and linkage project. Deepen the major national strategy for the Yellow River, deepen cooperation with key regions such as Beijing Tianjin Hebei and the Yangtze River Delta, enhance coordinated development within the province, promote new urbanization, and create a modern marine economic highland.
7、 Beautiful Shandong Construction Project. Steadily promote carbon peak, accelerate the construction of a new energy system, strengthen pollution prevention and ecological protection, and promote the transformation of green production and lifestyle.
8、 Cultural Innovation and Creation Project. Deeply cultivate the fertile soil of Qilu culture, vigorously develop cultural undertakings and industries, enhance cultural dissemination and influence, and shoulder the cultural mission of the new era.
9、 Livelihood security and safety foundation project. Efforts will be made to comprehensively improve the level of livelihood security such as employment, income, education, social security, medical care, and housing, improve the national security system, and build a solid barrier for high-quality development.
10、 International specialization capability forging project. Strengthen the professional training of cadres and expand their international perspective, comprehensively enhance the ability and literacy of the cadre team to promote modernization construction.
Officials from relevant departments such as the Provincial Development and Reform Commission, Department of Commerce, Department of Science and Technology, and Department of Human Resources and Social Security attended the press conference and responded to questions of concern to journalists. Zhang Guilin, Deputy Minister of the Propaganda Department of the Provincial Party Committee and spokesperson of the Provincial Government, presided over the press conference.
As an important industrial and economic province in China, Shandong's release of the "15th Five Year Plan" development path not only demonstrates its responsibility in the national regional development strategy, but also provides the "Shandong Plan" for building a new development pattern nationwide.
