Shandong Provincial Department of Industry and Information Technology: Notice on Further Accelerating the Systematic Layout and High level Construction of Manufacturing Pilot Platforms

In order to implement the Implementation Opinions on Innovation and Development of Manufacturing Pilot Projects (MIIT Lianke [2024] No. 11), further promote the systematic layout of manufacturing pilot platforms, strengthen the construction of high-level pilot platforms, and in accordance with the work deployment of the "Notice of the General Office of the Ministry of Industry and Information Technology on Further Accelerating the Systematic Layout and High level Construction of Manufacturing Pilot Platforms" (MIIT Kehan [2025] No. 456), the relevant matters are hereby notified as follows:

1、 Main tasks

According to the "Guidelines for the Construction of Manufacturing Pilot Platforms (2025 Edition)" (Attachment 1) and the "Key Directions for the Construction of Manufacturing Pilot Platforms (2025 Edition)" (Attachment 2), following the promotion strategy of "strengthening, activating, and supplementing a batch", we will highlight the nature and functions of public services, clarify the construction path, and systematically promote the development of pilot platform construction.

（1） Strengthen a batch of pilot platforms. Adhere to the step-by-step promotion, cultivation of excellence and strength, and leading by example, guide the construction and development of pilot platforms around strategic positioning, basic capabilities, technological advantages, operational mechanisms, service effectiveness, future potential, and other aspects, and move towards a higher level according to the path of "reserve pilot platforms - key cultivation pilot platforms of the Ministry of Industry and Information Technology - national level manufacturing pilot platforms". The industrial and information technology authorities in various regions shall construct reserve pilot platforms in accordance with relevant conditions and management requirements, and build the foundation for high-level pilot platforms. The Ministry of Industry and Information Technology organizes the selection of qualified reserve pilot platforms to be included in the list of key cultivation pilot platforms, and builds the backbone of high-level pilot platforms. The Ministry of Industry and Information Technology focuses on the national major strategic needs, major engineering implementation needs, key areas of industrial development, and key industrial chain research and development tasks, and promotes the upgrading of key cultivation pilot platforms that meet the conditions to national level manufacturing pilot platforms, creating the core strength of high-level pilot platforms.

（2） Activate a batch of pilot platforms. Persist in implementing classified policies, providing precise support, improving quality and efficiency, and promoting the pilot platform to enhance its endogenous development momentum and competitiveness. The industrial and information technology authorities in various regions organize a series of activities such as intelligent diagnosis, targeted improvement, training and exchange, and experience empowerment for pilot platforms with public service attributes but whose capabilities need to be improved and their role needs to be enhanced within their jurisdiction. They also encourage the use of strategic reorganization and professional integration to guide pilot platforms to "learn from samples", promote improvement through learning, and promote construction through improvement, breaking through pain points, bottlenecks, and difficulties in development, and continuously moving towards a higher level. For pilot platforms that are still developing inefficiently, we will guide the opening up of new fields and tracks for development, further enhance the core functions of inspection, testing, and experimental verification, activate resources, unleash potential, and transform and develop around advantageous business directions.

（3） Complete a batch of pilot platforms. Adhere to demand-oriented, segmented policies, and tailored measures, steadily and orderly layout and construction of a batch of pilot platforms, and continuously enrich the new forces of high-level pilot platforms. Focusing on key industry sectors such as artificial intelligence, humanoid robots, quantum technology, clean low-carbon hydrogen, biopharmaceuticals, industrial mother machines, instruments and equipment, new materials, information technology, which are related to future development, industrial security, and the shortage of pilot supply, local industrial and information technology authorities will select complementary fields based on their characteristic advantages, and rely on the layout of industry, academia, research and application to build pilot platforms. Under the same conditions, the Ministry of Industry and Information Technology will give priority to supporting the inclusion of pilot platforms in the field into the management of key cultivation pilot platforms.

2、 Work arrangement

（1） Before November 28th, the industrial and information technology bureaus of each city will mobilize eligible pilot platforms to log in to the manufacturing pilot digital management service platform based on the "Basic Conditions and Management Requirements for Reserve Pilot Platforms" (Attachment 3)（ http://zhongshi.ceprei.com ）Fill in and upload the stamped scanned copy of the "Application Information Form for Reserve Pilot Platform". The Provincial Department of Industry and Information Technology will select reserve pilot platforms in accordance with relevant procedures and requirements, and upload the stamped scanned copy of the "2025 Reserve Pilot Platform Summary Table" on the Manufacturing Pilot Digital Management Service Platform before December 15th. The pilot platforms that have been included in the 2024 reserve pool (excluding the first batch of key cultivation pilot platforms by the Ministry of Industry and Information Technology) must fill in and update relevant information in accordance with the above requirements, and be reviewed by the Provincial Department of Industry and Information Technology.

（2） The Provincial Department of Industry and Information Technology shall, within the last 5 working days of June and December each year, fill out and upload stamped scanned copies of the dynamic adjustment status of the list of reserve pilot platforms, the activation status information table of manufacturing pilot platforms (Attachment 4), and the completion status information table (Attachment 5) on the digital management service platform for manufacturing pilot platforms.

3、 Job requirements

（1） Please attach great importance to the systematic layout and high-level construction of the pilot platform, establish and improve a diversified and stable investment mechanism, a scientific and standardized operation mechanism, a precise and efficient support mechanism, increase policy supply and resource support such as funding, land, and talent, promote the continuous improvement of the development efficiency of the pilot platform, and drive the overall improvement of regional and industry pilot capacity.

（2） We must follow the laws of industrial development, adhere to the principle of starting from reality, based on resource endowment, industrial foundation, and scientific research conditions, promote the layout and construction of pilot platforms, achieve functional complementarity, resource sharing, and business promotion, prevent rushing forward blindly, and avoid repetitive construction and "internal competition".

（3） We need to promote the synergy between the construction of pilot platforms and the existing pilot functions of science and technology innovation platform bases, and integrate them with the construction of innovation source areas and industrial development clusters such as national high-tech development zones, industrial parks, advanced manufacturing clusters, and small and medium-sized enterprise characteristic industry clusters, forming cumulative effects, aggregation effects, and multiplier effects.
