At the end of 1937, Han Fucheng, the chairman of the Nationalist Party's Shandong Provincial Government, abandoned the Yellow River natural danger and fled south. The Japanese invading army commander drove straight into Jinan and occupied it, with their troops approaching Tai'an. On the occasion of the national crisis, on January 1, 1938, more than 160 anti Japanese forces composed of old Red Army soldiers, underground party members, young students, and progressive farmers gathered at the Four Zen Temples in Culai Mountain under the leadership of the Shandong Provincial Committee of the Communist Party of China. They held an uprising oath taking ceremony and declared the establishment of the "Fourth Detachment of the Eighth Route Army Shandong People's Anti Japanese Guerrilla Team", igniting the anti Japanese beacon in Qilu. Within four days, anti Japanese armed forces from Xintai, Laiwu, Ningyang, Sishui and other places gathered and developed to more than 400 people, becoming a large-scale armed force. As of April, the army had grown to more than 4000 people, becoming aLu ZhongA major resistance force in the region.

The Culaishan Anti Japanese Armed Uprising was a rebellion directly launched and led by the Shandong Provincial Party Committee, which played the role of the source of the Shandong Anti Japanese War and the seed role of the Shandong Anti Japanese team. It was the first time in Shandong that the banner of the Eighth Route Army was raised, and the first shot of the Shandong Provincial Party Committee's independent leadership of the Shandong Anti Japanese War was fired, opening the prelude to the independent leadership of the Shandong Provincial Party Organization in the Anti Japanese War. Accumulated valuable experience for influential uprisings such as the anti Japanese armed uprising in the southeastern region of Shandong, the anti Japanese armed uprising in the southern region of Shandong, and the anti Japanese armed uprising in the western region of Lake (Weishan Lake); The uprising team successively established base areas centered on the Yimeng Mountain area in central Shandong, as well as anti Japanese base areas such as Qinghe, Baodugu, and coastal areas, laying a solid foundation for the establishment of anti Japanese base areas in Shandong.
