Ji Shengfeng, Deputy Director of the Provincial Social Organization Management Bureau and a first level researcher, gave a wonderful report on the theme of "Shandong Province's Social Organization 'Standardization Construction Year' and 'Strong Service, Grassroots, and New Achievements' Activity Ideas". He summarized the overall direction and approach of social organization work in 2024 using "one general principle", "two objectives", "three requirements", "four equal emphases", and "five governance".

One general principle is stability and practicality. Emphasize that social organization work should be stable, safe, and practical. According to the overall concept of Shandong Civil Affairs "1261", we will focus on creating "civil affairs for the people", "brand civil affairs", "dynamic civil affairs", "practical civil affairs", "overall civil affairs", and "loyal civil affairs", and do a good job in combining them. The "two goals" are to contribute more Shandong experience to the high-quality development of civil affairs at the national level; At the provincial level, we need to contribute more social organizational strength to the high-quality development of Shandong's economy and society. The "three requirements" are strong regulation, strict supervision, and high quality. Strengthen the regulation and strict supervision of social organizations, and ensure that the quality level of their development is excellent, good, and safe. The 'Four Emphases' refer to the equal emphasis on construction, management, utilization, and service. Building "refers to establishing social organizations, including improving the quality of social organization registration, strengthening party building guidance, completing management systems, and enhancing internal governance. 'Management' refers to managing social organizations well, including what to manage, how to manage, who to manage, and where to manage. 'Use' means making good use of social organizations, guiding them to serve national strategies, central work, grassroots governance, and people's livelihoods. 'Service' means serving social organizations well. It is necessary to strengthen talent training for social organizations, provide financial support for social organizations, establish incubation bases for social organizations, and increase the purchasing power of social organizations for services. The "Five Governance" refers to the source governance, which is "eugenics and good parenting". Starting from the registration process, it is necessary to ensure the high quality of social organizations, and to have a solid background. Every social organization registered and every party branch established must be of high quality; Rule of law governance means administering according to law, and everything must be done in accordance with laws, regulations, and rules; Special governance refers to conducting special inspections on enterprise related fees charged by industry associations and chambers of commerce, special rectification of social organization branches, special rectification of zombie social organizations, and special actions to crack down on illegal social organizations; Classification governance refers to strengthening the guidance and management of social organizations based on their different types and work priorities at different stages; Internal governance means strengthening the self construction of social organizations. Social organizations should abide by their articles of association, improve their internal governance structure, give full play to the role of the board of directors, engage in self-management, self-education, self-monitoring, and self-service, adhere to starting from leadership, implement various specific tasks with a rigorous and pragmatic work style, and ensure the coordinated, orderly, and efficient operation of social organizations.

2024 is the year of standardized construction of social organizations, and the speaker explained the key points of standardized construction of social organizations with the "Ten Major Construction".

One is to strengthen political construction. To ensure that the political direction, stance, and viewpoint of social organizations are consistent with the Party Central Committee, unwavering in the face of major right and wrong, not lost in complex situations, and not backed down in the face of major challenges. All social organizations, especially leaders and branch secretaries, should have political sensitivity and analyze, judge, and think from a political perspective in everything. The second is to strengthen institutional construction. nothing can be accomplished without norms and standards. The various rules and regulations formulated by social organizations should be implemented by the presidents, vice presidents, and secretaries general, playing a leading and exemplary role. They should strictly follow the provisions of the articles of association and be cautious about activities that exceed their business scope. The third is to strengthen team building. We need to strengthen the construction of the leadership team, adjust the age structure, knowledge structure, and ability structure of the leadership team; To strengthen the construction of the membership team, attract high-quality enterprises and institutions to join, and increase the number of members; To handle the power and responsibility relationships among the "five members" of the president, secretary-general, branch secretary, legal representative, and supervisor, in the spirit of sincere cooperation, promote democracy, strengthen unity, and fulfill their respective responsibilities and obligations; We also need to strengthen the construction of specialized and professional teams, especially the construction of young and middle-aged teams. The fourth is to strengthen capacity building. Social organizations should serve the major strategies of the country, the work of the provincial party committee and government center, serve members, serve society, and serve the industry. This requires social organizations to find the integration point of these aspects, precise docking, and supply-demand matching. The fifth is to strengthen the construction of work style. We must demonstrate a strict, genuine, meticulous, practical, and fast work style. Strict is serious and rigorous, and all work must be carried out strictly and tirelessly; We must truly seek truth and be diligent in all aspects of our work, daring to take action and manage; Detail is a meticulous examination, and all work should pay more attention to details; It is practical and solid, and all work must be honest, practical, strategic, and pragmatic; Fast is efficient and fast, insisting on doing what you say, doing it quickly, and doing it well, completing work tasks on time and efficiently. Sixth, strengthen the construction of standards. To enhance the awareness of standards, conduct more research on group standards, actively participate in the formulation of national standards, and make efforts in the construction of group standards; We also need to strengthen industry self-discipline, regulate industry behavior, coordinate the interests of peers, maintain fair competition and legitimate interests among industries, and promote industry development. Seventh, strengthen cultural construction. The fundamental aspect of cultural construction is to promote the core socialist values. The non-governmental, non-profit, service-oriented, voluntary, and public welfare nature of social organizations is the cultural identity of social organizations themselves, requiring them to not forget their original mission and adhere to charity and public welfare. Eighth, strengthen brand building. Shandong social organizations have created the brand of "Lu She Qi Xin · Xiang Yang Tong", which means that Shandong social organizations are closely united under the banner of the Party, working together, walking in the same direction, and advancing triumphantly along the path of socialism with Chinese characteristics. Call on various social organizations to also create their own brand projects and activities, resulting in a group of brand clusters and matrices of Shandong social organizations. Nine is to strengthen the construction of integrity. Social organizations are not a pure land, nor are they a lawless place. They must accept comprehensive supervision from multiple departments such as registration and management authorities, business supervisory units, auditing, finance, market supervision, taxation, and the People's Bank of China. In recent years, through channels such as inspections, audits, spot checks, "double random and one public", annual reports, etc., problems such as private use of official vehicles, excessive reception, excessive bonus distribution, and part-time remuneration for leading cadres have been discovered, which require us to warn and regulate. Ten is to strengthen the construction of the battlefield. In terms of ideological construction, the voice issued by social organizations should conform to the mainstream voice of the country and meet policy requirements, and cannot speak recklessly or without obstruction; In terms of safety production, attention should be paid to the safety of water and electricity in the office, taking good care of one's own people, managing one's own doors, and handling one's own affairs to ensure that every social organization is not obstructed or disrupted.

Regarding the upcoming "Strong Service, Grassroots, and New Achievements" campaign, Ji Shengfeng emphasized that this campaign is an important task prepared in accordance with the call of the provincial party committee and government.
