On the afternoon of September 13th, the Shandong Provincial Governmentholdpress conference，Zhang Mengqiang, Deputy Director and spokesperson of the Provincial Department of Civil Affairs, and Director of the Provincial Social Organization Management Bureau, introduced that,As of now, a total of social organizations have been registered in Shandong Province67000, including 8620 industry associations and chambers of commerce, covering various fields and becoming an important new force in serving economic and social development.
Zhang Mengqiang introduced,In terms of serving the development of the economy, the Provincial Department of Civil Affairs and others14 departments have issued the "Guiding Opinions on Better Utilizing the Role of Social Organizations to Serve High Quality Development and Support the Construction of a Strong Province", which clearly states that social organizations should make efforts in eight key areas of high-quality development, including building a modern industrial system, promoting technological self-reliance and self-improvement, promoting regional coordinated development, promoting cultural prosperity and flourishing, strengthening and improving social governance, promoting ecological civilization construction, creating a model for rural revitalization in Qilu, and ensuring and improving people's livelihoods; Relevant departments should support and lead social organizations to provide services in ten aspects, including promoting industrial agglomeration development, building industry service platforms, strengthening industry development research, undertaking "dual recruitment and dual introduction" tasks, improving standard systems, promoting innovation and transformation of scientific and technological achievements, building brand product projects, promoting industry regulations and policies, publishing industry data and information, and conducting private external exchanges; Six policy measures have been clarified to support the purchase of social organization services, implement financial and tax support for social organizations, strengthen the construction of social organization talent teams, enhance the construction of social organization service platforms, strengthen the self construction of social organizations, enhance publicity and guidance, and cultivate typical examples.mainly reflected inOn the 'Four Services'.
In terms of the development of the service economy,Since 2021, industry associations and chambers of commerce in the province have participated in more than 2240 revisions of laws and regulations, development plans, and policy documents. They have led or participated in the formulation of 1832 local standards, industry standards, and group standards, held more than 6300 industry training sessions, trained 4.432 million personnel, and organized more than 3810 activities such as "double recruitment and double introduction", exhibitions, and expos. They have signed contracts (intentions) worth 131.5 billion yuan, introduced 2380 investment projects through industry associations and chambers of commerce, and introduced investment (intentions) worth 133.7 billion yuan, making positive contributions to the construction of a "quality strong province" and a "good Shandong".
In terms of serving the rural revitalization strategy,To assist in ecological protection and high-quality development in the Yellow River Basin, the implementation has been initiatedThe "Shandong Province Ten Thousand Social Organizations Support Rural Revitalization Action" actively mobilizes social organizations with conditions to participate in the coordinated cooperation between the eastern and western regions, establishes coordination mechanisms with development and reform, rural revitalization and other departments, builds multi-level and multi field docking platforms, and promotes precise and effective supply-demand docking. Since the beginning of this year, a total of 9643 social organizations in the province have participated in rural revitalization, investing 318 million yuan in funds and 74.2236 million yuan in materials, and carrying out 6933 projects. Among them, 94 social organizations participated in supporting Chongqing's work, investing 11.8487 million yuan in funds and 1.735 million yuan in materials, and implementing 53 assistance projects.
In terms of serving the employment of college graduates,广泛动员社会组织面向高校毕业生开放就业岗位、设置见习岗位、提供灵活就业岗位，积极挖掘本行业领域岗位信息，助力高校毕业生与企业用人需求精准对接。今年以来，全省社会组织累计发布招聘岗位10728个，实际招聘8253人；发布就业见习岗位5516个，实际招收3587人；开展就业服务活动1256场次，发布岗位的会员单位数量6397个，会员单位发布招聘岗位数量10.62万个。
在服务基层社会治理方面，通过政府购买服务、公益创投等多种方式投入资金8895.5万元，引导社会组织通过开展纠纷调解、心理疏导、法律援助等方式融入社区治理，通过开展群众性文化教育、法治宣传、移风易俗等活动参与文明创建，通过为困难群体提供亲情陪伴、生活照料、社会融入等关爱服务解决群众“急难愁盼”问题。据统计，全省社区社会组织总数超过22万个，其中城市社区社会组织9.2万个，农村社区社会组织12.8万个，建立社区社会组织骨干人才库153个，培育骨干人才9.6万人，成为服务基层社会治理的重要力量。
下一步，省民政厅将按照省委、省政府部署要求，深入贯彻实施《指导意见》，努力在服务党的中心任务和全省发展大局上取得新的更大成效，为新时代社会主义现代化强省建设贡献更多社会组织力量。
