On the afternoon of February 28th, the 13th session of the Shandong Province Social Organization Lecture Hall, hosted by the Provincial Federation of Social Organizations and the Provincial Advertising Association, was held at Yanzi Mountain Villa in Jinan City. Ji Shengfeng, Deputy Secretary of the Comprehensive Party Committee of the Provincial Social Organizations and Deputy Director of the Provincial Social Organizations Management Bureau, gave a wonderful report on the topic of "Implementing the Overall Plan of Shandong Civil Affairs' 1261 'and Building the Brand of' Lu Society Together, Towards the Sun 'to better demonstrate the responsibility of social organizations in the construction of a socialist modernized strong province in the new era. The speaker reviewed and summarized the achievements made in the registration and management of social organizations in 2022, comprehensively explained the overall idea of Shandong Civil Affairs' "1261", emphasized that the registration and management of social organizations should deeply implement the spirit of the 20th National Congress of the Communist Party of China, contribute more experience in Shandong's social organization work to the overall national civil affairs situation, and contribute more social organization strength to the overall development of the province. Focusing on building "civil affairs for the people", "brand civil affairs", "dynamic civil affairs", "practical civil affairs", "overall civil affairs", and "loyal civil affairs", the speaker did a good job in combining articles. In terms of brand building, the province aims to create the social organization brand of "Lu She Qi Xin · Xiang Yang Tong", which means that social organizations in Shandong are closely united under the banner of the Party, working together and moving forward along the path of socialism with Chinese characteristics.

'1' highlights a main theme, which is to study, promote, and implement the spirit of the 20th National Congress of the Communist Party of China, deeply understand the decisive significance of the 'two consolidations', compare with the content of the 20th National Congress report, find the point of integration and strength in work, and clarify the direction of efforts. The provincial social management will hold a series of training lectures and reports, inviting experts to deeply interpret the spirit of the 20th National Congress and conduct a knowledge competition on the spirit of the 20th National Congress.

'2' refers to guiding social organizations to carry out 'dual service' activities. One is to serve the overall economic development of the province, focusing on the implementation of major projects such as the transformation of old and new driving forces, green, low-carbon and high-quality development, and leveraging the strengths and advantages of social organizations; The second is to serve civil affairs and people's livelihood work, actively participate in public welfare and charity undertakings such as one elderly and one primary school, community construction, and care for people with disabilities. At the end of the year, we will select outstanding social organizations with "dual services" as incentives.

'3' refers to the implementation of three projects. One is to implement the "Double Hundred Project of Top Ten Industry Associations", select about 100 key industry associations and chambers of commerce in the "Top Ten Industries" field, provide key support and assistance, select about 100 professional, professional and young secretaries general, focus on cultivation and training, formulate specific implementation plans, invite the presidents of well-known industry associations across the country to give reports in Shandong, share management experience, select some presidents and secretaries general to carry out high-end training, etc. The second is the "Ten Thousand Social Organizations Supporting Rural Revitalization Action". Social organizations with conditions and capabilities should leverage their advantages, join the ranks of rural revitalization, and realize their own value. The third is to implement the "Three Year Plan for the Construction of Social Organization Service Platforms", accelerate the construction of provincial-level social organization incubation bases, and promote full coverage at the provincial, municipal, county, and street levels.

'4' means carrying out four governance measures. One is source control, mainly in the registration process, to improve the registration quality of social organizations. Newly registered social organizations shall be fully implemented by soliciting opinions from business supervisory units or industry management departments, with strict approval to ensure quality. A series of training shall be provided to the main responsible persons of newly established social organizations to explain policies related to party building, management, finance, etc., so that everyone can make fewer mistakes and avoid detours. The second is to govern in accordance with the law, adhere to administration in accordance with the law, continue to carry out "double random, one public" spot checks, investigate and punish illegal and irregular behaviors of social organizations in accordance with the law, and industry associations and chambers of commerce shall not conduct evaluations, commendations, and fees in violation of regulations. This is a red line that cannot be crossed. The third is special governance, continuing to crack down on illegal social organizations, clean up "zombie" social organizations, special governance of community branches, and non-profit supervision of social service institutions. The fourth is internal governance. Social organizations should abide by their articles of association, improve their internal governance structure, give full play to the role of the board of directors, self manage, self educate, self supervise, and self serve, handle the power and responsibility relationship between the "five members" of the president, secretary-general, branch secretary, legal representative, and supervisor, give full play to democracy, strengthen unity, and fulfill their respective responsibilities and obligations.

This year marks the 60th anniversary of Chairman Mao Zedong's inscription "Learn from Comrade Lei Feng". Ji Shengfeng gave a micro party lecture on "Lei Feng Spirit and the Mission of Social Organizations in the Era". The spirit of Lei Feng is an important component of our party's spiritual lineage, one of which is the ideal spirit. Lei Feng was a young man with ideals and pursuits, possessing a firm belief in communism and a belief in serving the people wholeheartedly. The second is the spirit of dedication. Lei Feng traveled 1000 miles on a business trip and did a train of good deeds. He burned himself, served others, and illuminated others. Volunteer service is the era note and realistic portrayal of Lei Feng's spirit. The third is the spirit of professionalism. He loves his profession and is dedicated to it, like a screw, loyal to his duty, diligent, hardworking, and constantly innovating. The fourth is the spirit of gratitude. He suffered hardships when he was a child, and his family was poor. The party and the country trained him into a revolutionary soldier, and he repaid the party and the army's training with gratitude. The report of the 20th National Congress of the Communist Party of China proposed to improve the volunteer service system and work system, and guide social organizations to participate in public welfare and charity undertakings. Social organizations should learn, promote, and implement the spirit of the 20th National Congress, actively practice the spirit of Lei Feng, widely carry out volunteer service activities, and if conditions permit, establish volunteer service committees to volunteer in nursing homes and children's welfare homes.
