The Party Committee of the Provincial Social Organization Association was established in September 2018, with 36 affiliated Party branches and over 160 Party members, covering 41 provincial social organizations. The practices and experiences of party building work in the past three years are reported as follows:

1. Consolidate consensus, achieve three effects in one fell swoop, and solve the power problem of party building. The party building work needs to go through a gradual process from being regulated and obedient to being conscious. Through guidance and practice, the Party Committee has gradually formed a consensus: to do a good job in regular Party building can not only give play to the role of the Party branch in guiding, supervising and ensuring, but also enhance the progressiveness and exemplary role of Party members, ensure that social organizations are clean and upright, and enhance credibility and reputation; It can also lay a solid foundation for party building in level evaluation, achieve the expected evaluation level, and ensure future maintenance and upgrading; It can also pass the annual report and inspection with high quality. This approach achieves three goals in one fell swoop and twice the result with half the effort, enhancing everyone's initiative and consciousness in doing a good job in party building work.

2. Adapt according to the situation, implement the "three transformations and three combinations" approach, and solve the problem of party building methods. The Party Committee, in response to practical issues such as "small, scattered, weak, new, and dynamic" social organizations, firstly promotes standardization in the construction of Party branches, and conducts annual "retrospective reviews"; The second is the quantification of points for party member management, and the application for outstanding party members must be accompanied by a points quantification table; The third is to enrich the theme party day, which must be non conference style and outdoor style. Sanhe integrates the "three meetings", business meetings, year-end work reports, organizational life meetings, and democratic evaluations of party members; Joint party classes and themed party day activities; Aggregate their respective human, financial, and material resources for party building activities, and solve the problem of insufficient party building funds. In addition, the "three stricts" will be implemented, which includes strict approval of branch secretaries, signing "performance commitment letters" with newly appointed branch secretaries, and eliminating the problem of nominal secretaries; The second is to strictly manage the joint branch, which has been adjusted and strengthened several times; The third is to strictly inspect the "two books" to ensure the comprehensiveness, authenticity, and consistency of the Party branch record book and the Party member record book.

   3. Be detailed and concise, prioritize appropriately, and solve key issues in party building. Party building work includes political construction, ideological construction, organizational construction, institutional construction, and work style construction, with 121 indicators in the four level evaluation alone. The Party committee regards organizational construction as a top priority and, in accordance with the requirements of "two covers", focuses on key work such as branch construction, clean governance construction, three meetings and one lesson, and themed party days. This year, we have made studying Party history and doing practical things a priority, and recently we have focused on the work of branch elections.

4. Built in entertainment, combining education and entertainment, solving innovative problems in party building. Now party members have obtained a large amount of party building information through WeChat groups, learning about the country, and other channels. They should break away from traditional learning and education methods such as studying documents and listening to reports, and innovate party building models. Short party courses and micro party courses are commonly taught during party classes. On July 1st, a poetry competition and recitation event were jointly held with the Poetry Society. To welcome the New Year, we have held the "Writing Spring Festival Couplets and Sending Calligraphy and Painting" social activity for three consecutive years. The Party Committee has listed 9 forms of themed party day activities, including festival commemoration, volunteer service, visit and exchange, political birthday, poverty alleviation and assistance, and cultural and sports activities, for each branch to choose from. The theme party day activity of "Entering Member Enterprises and Learning Corporate Spirit" in the eastern area has been carried out several times in a row, gradually forming a brand. Last year, the Xipian District played the symphony of the Anti Japanese War and innovated new forms of party education. This year, on the eve of July 1st, a grand wind music concert was held to celebrate the 100th anniversary of the founding of the Communist Party of China. The music was performed with great vigor and magnificence, and the history was deeply moved. 35 branch secretaries and 130 party members of the Party Committee of the General Association, as well as more than 100 presidents, secretaries general or party members of resident member units, attended.

5. Due to the need for construction, there is an urgent need for emergency supply to address the issue of party building effectiveness. Every year during the level evaluation, all participating units urgently need training and guidance on party building. Therefore, we hold party building training courses before the annual evaluation. This year, we have conducted four consecutive training sessions to interpret and answer questions about the party building indicator system, with a total of 350 people trained. Invited to provide on-site guidance to members and non member units on the establishment of party branches, the conduct of party building activities, and the construction of party member activity rooms, more than 10 times a year. In response to the problems of a large number of branches, difficulties in organizing activities, and excessive management span, based on everyone's suggestions, we divided the areas into east and west, clarified the responsible persons and responsibilities of each area, and carried out activities in different areas, which improved the efficiency of party building work.

6. I have you, you have me, solve the problem of building two skins for the Party building. Many activities of social organizations belong to public welfare services, and incorporating party building elements can integrate party building into one. The "Big Society, Big Public Welfare" campaign launched by the association has reached 29 phases, such as the July 1st celebration of food safety in communities and the youth volunteer service in community elderly care assistance activities, all of which have party building content. The risk identification and prevention of each branch and member unit not only belong to the construction of party conduct and integrity in party building, but also are important components of the construction of social organization integrity and the formation of credibility.

7. Transform the virtual into reality, put virtual achievements into practice, and solve the problem of integrating party building theory with practice. The political and ideological construction in the party building seems to be empty, but there are many "real points", such as the incorporation of the party building into the Constitution, the Internet party building, political ability training, and the openness of party affairs. The party committee and all branches must implement them. This is the first level. The second level is the embodiment of the progressiveness nature of the branch and the party members, and the focus is the standardization construction of the branch and the quantification of the party members' points. The third level is to focus on party building and practical work. This year, the Party Committee has launched five actions, including the "Four Ones" celebration of the 100th anniversary of the founding of the Party and the "5A Interview Promotion Action". Three sessions of the Shandong Provincial Social Organization Lecture Hall have been held, and the rural revitalization project has been launched. The project, led by the Provincial Medical Association, the Water Supply and Drainage Association, and the Gas and Heating Association, has been officially completed. The Jining Houzhugou Village Street Light Project, led by the Party Committee of the General Association, has preliminarily explored the characteristic path of social organization participation in rural revitalization, which is voluntary participation, quantitative investment, the General Association's leadership, joint "assistance", and close coordination.

8. Adhere to the principle of integrity and inertia, and solve the problem of "fear and worry" about party building. People generally have a high enthusiasm for the organizational coverage in the "two covers", and there are still many member units requesting to join the Party Committee of the General Association. But some secretaries and party members think that work coverage is too troublesome and a burden. Through the combination of the above three meetings and business meetings, the combination of party days and business activities, the combination of year-end performance meetings and organizational life meetings, democratic evaluation of party members, and the integration of entertainment, there are details and details, and the two are integrated. Why should there be any negative consequences?

Through three years of party building work, 7 branches have become demonstration points for comprehensive party building, 1 party organization work has been listed as an innovative case of provincial social organization work, 3 branch secretaries have been selected as "section leaders" of hub type party building institutions, and 11 branch units have obtained 5A levels.

Huanhuan, hurry up and engage in party building, it's not easy, it's not about picking the light and avoiding the heavy, it's not about treating guests to meals, it's not about entertainment or vulgarization. The goal of party building is to inspire people to strive forward, the measures of party building are diverse, the process of party building is subtle, and the ideals of party building are inspiring.
