Supervision and Inspection of Safety Production in Shandong Province by the State Council Work Safety Committee
The 13th group of the Key Supervision and Inspection Team of the State Council Work Safety Committee recently visited Rizhao, Weihai, Yantai, Liaocheng and other places in Shandong to inspect safety production work. The inspection team found that some fishing boats were not inspected in a timely manner, the crew was not fully equipped or exceeded, safety facilities were not fully equipped, emergency plans for fishing ports were not perfect, and port pollution prevention was not standardized.
One reason is that fishing boats are not inspected in a timely manner. The supervision and inspection team randomly boarded and inspected fishing boats in Rizhao, Weihai, Yantai and other places, and found that the annual inspection of fishing boats had expired and the inspection had not been declared on time. In the Yantai sea area, the inspection team also found that multiple fishing boats had expired inspection certificates, crew members were not certified for duty, and there were also multiple fishing boats with overstaffing or inadequate staffing.
Secondly, safety facilities are not fully equipped. In the Rizhao sea area, the inspection team found that some fishing boats were not fully equipped with lifebuoys on the main deck, and there were no fire extinguishers in important places such as the cab and engine room; Some fishing boats illegally tie up life rafts, and after the ship enters water or capsizes, the life rafts cannot automatically open; Some ships dismantle and carry AIS equipment without authorization, and dismantle the antenna of Beidou terminal equipment without authorization. In the Yantai sea area, the inspection team randomly inspected fishing boats and found that some operators did not wear life jackets properly, which could not play an emergency rescue role.
Thirdly, the emergency plan for fishing ports is not sound. At Weihai Yuanyao Fishing Port, the supervision and inspection team was given 5 minutes of preparation time to simulate a sudden fire at the dock and conduct a temporary inspection of the company's fire emergency response situation. Zhang Xin'an, Director of the Fisheries and Fishery Administration Bureau of the Ministry of Agriculture and Rural Affairs, said, "The emergency fire brigade should respond immediately and rush to the scene for disposal, but the response time here is obviously too long." The supervision and inspection team believes that the emergency plan for production safety accidents of Weihai Yuanyao Fishing Port Co., Ltd. is incomplete, and the on-site fire drills were not fully carried out according to the plan, and the coordination and linkage of water and land fire protection are not proficient.
Fourthly, some ports have non-standard pollution prevention measures. At Xishan Fishing Port in Yantai, the supervision and inspection team found that the identification of fishing boats in the port was not standardized, and the port of registry was not marked at the stern of the boat; The storage of anti pollution equipment is not standardized, and the warehouse doors cannot be opened in a timely manner due to random stacking. There are no operating procedures for anti pollution equipment in the oily water treatment room, and the staff are not familiar with the relevant operations; There is no marking line at the docking dock, and there are multiple damages at the inward curved dock.
Fifth, some enterprises have unclear records of hidden danger rectification. After the "6.13" gas explosion accident in Shiyan City, Liaocheng City Urban Management Bureau carried out a hidden danger investigation of occupied gas pipelines. Some of the hidden danger rectification files were unclear, and two rectified sites were randomly inspected with construction unfinished items. The application department, review department, and completion acceptance signature on the limited space safety operation certificate of Guangming Dairy (Dezhou) Co., Ltd. are all the same person.
The supervision and inspection team urges relevant cities to effectively implement their local management responsibilities, further strengthen production safety supervision, immediately rectify the problems and safety hazards found during supervision and inspection, urge enterprises to implement their main responsibilities for safety production, and ensure safety production.
