Shandong explores the path of high-quality development of social organizations
Since 2020, Shandong Province has been focusing on addressing the difficulties and weaknesses encountered in the development of social organizations. The Provincial Department of Civil Affairs and 12 other departments have jointly issued the "Guiding Opinions on Strengthening Party Building to Lead and Promote the High quality Development of Social Organizations", implementing eight special actions to promote the full coverage of Party organizations and Party work, improve the quality of registration and management of social organizations, standardize fees charged by industry associations and chambers of commerce related to enterprises, and cultivate and develop community social organizations, exploring a path of high-quality development of social organizations that is in line with Shandong's actual situation.
Strengthening Party building to ensure quality
The Shandong Provincial Party Committee attaches great importance to the party building work of social organizations and has issued the "Implementation Opinions on the Party Building Work of Social Organizations in the New Era", which provides strong support for us to promote related work. The relevant person in charge of the Shandong Provincial Department of Civil Affairs introduced that the party group of the provincial department has also held several special meetings on the "two covers" of social organizations, and has constructed a new management system for party building work based on the "five benefits" principles that are conducive to strengthening party leadership, carrying out party activities, strengthening party member education and management, promoting the healthy development of social organizations, and promoting the healthy growth of social organization leaders.
For social organizations suitable for territorial management, the local party organization shall implement territorial management; For industries with obvious characteristics, sound management systems, and a large number of social organizations, industry party organizations should be established based on industry regulatory departments. The party organization of the business supervisory unit is responsible for the implementation and management of the party building work of the social organization in charge, and the comprehensive party committee of the social organization is responsible for the overall management.
The party building work of social organizations under the comprehensive management of the provincial social organization party committee has been further clarified and refined with the approval of the two new working committees of the provincial party committee. The specific approach is to implement the 'four parts'. The relevant person in charge of the Shandong Provincial Social Organization Management Bureau introduced that firstly, those who reside within the main urban area of Jinan and have established party organizations will be directly managed by the provincial social organization comprehensive party committee; Secondly, if the residence is within the main urban area of Jinan but no party organization has been established, it will be included in the local management of Jinan City, and the local party (work) committee will select party building work instructors or promote the establishment of party organizations; Thirdly, if the residence is outside the main urban area of Jinan, it shall be managed by the comprehensive party committees of social organizations in each city; Fourthly, if a party organization has already been established in the place of residence or relying on the initiating unit, it shall continue to be managed by the party organization to which it belongs.
With the progress of work, as of now, 919 social organizations without business supervisory units under provincial management have achieved basic coverage of party organizations and party work.
Ensure registration and stable quantity
To further prevent and resolve major risks, the social organization registration management department in Shandong Province has repeatedly emphasized the need to enhance awareness of registration risks. We have solicited approval opinions from departments 64 times, held 2 expert discussion meetings, printed the "Guidelines for Handling Government Services of Social Organizations", produced 19 clear papers and 3 high-frequency interpretation videos, continuously standardized and improved the approval process, and promoted the transformation of registration to focus on quality. The relevant person in charge of the Shandong Provincial Social Organization Management Bureau said that in 2020, the number of provincial-level registrations decreased by one-third compared to 2019, but the registration quality has significantly improved. At the same time, efforts will be intensified to clean up "zombie" social organizations that have not been active for a long time and have not played a role. The province will carry out special actions to cancel or revoke 1322 of them.
On the one hand, strengthen registration management, and on the other hand, implement the policy of direct registration of four types of social organizations, promote social service institutions to focus on city and county registration, and strengthen policy training to improve the professional level of grassroots registration personnel. On this basis, we upgraded and transformed the social organization legal person database system of Shandong Province, incorporated social organization supervision matters into the "Internet plus+supervision" system, promoted the construction and application of electronic licenses, and achieved unified acceptance and feedback on the provincial government service platform. At the same time, guidelines for administrative law enforcement work of social organizations will be formulated, law enforcement procedures will be improved, law enforcement behavior will be standardized, and through big data public opinion analysis and risk warning, early problems will be dealt with in a timely manner, promoting the normalization of "cracking down on illegal publications" work. We have also accelerated the system integration and data transmission with the Ministry of Civil Affairs' legal entity database, which can further improve the accuracy of data quality, supplement missing information items, and ensure the integrity and compliance of existing data, "said the relevant person in charge of the Shandong Provincial Social Organization Management Bureau.
Strictly manage and prevent variables
The Secretary of the Shandong Provincial Party Committee, Liu Jiayi, and the Governor of Shandong Province, Li Ganjie, have issued instructions to clean up and standardize the fees charged by social organizations and industry associations related to enterprises. The Provincial Party Committee and Provincial Government Inspection Office, as well as relevant departments, have also jointly conducted on-site inspections and supervision multiple times. In order to promote the implementation of work, the General Office of the Shandong Provincial Government has issued a notice on further cleaning up and standardizing the fees charged by industry associations and chambers of commerce, clarifying the regulatory responsibilities of various industry management departments for 555 provincial-level industry associations and chambers of commerce, and implementing fee investigation tasks one by one. The Provincial Department of Civil Affairs will conduct spot checks at a rate of 10%. The Provincial Department of Civil Affairs also jointly issued a document with three departments, proposing that industry associations, chambers of commerce, their branches, and representative offices shall not collect membership fees repeatedly; The membership fee standard shall not exceed 4 levels, and the same fee level shall not be further subdivided into different standards and other "ten prohibitions" requirements, and the hotline for complaints and reports of illegal charges shall be published.
In 2020, 43000 social organizations and social service institutions in the province publicly disclosed their fees in their annual reports, and industry associations and chambers of commerce reduced or waived fees by 102 million yuan.
Shandong Province has further improved the leadership mechanism for decoupling reform, held timely dispatch meetings, regularly reported the situation, coordinated and solved difficult problems, accelerated the decoupling progress, and basically completed the decoupling reform task for more than 5300 industry associations and chambers of commerce in the province. At the same time, we will strengthen the supervision and internal operation mechanism construction of industry associations and chambers of commerce after decoupling. Seven departments will jointly issue notices to improve the comprehensive supervision system composed of registration management authorities, industry management departments, functional departments, and party building work institutions.
At the same time, the "Management Measures for Annual Work Reports of Social Organizations (Trial)" were introduced to further improve the "double random, one public" spot checks and audits, and enhance the pertinence of daily supervision work. In conjunction with the Provincial Development and Reform Commission, we will carry out a commitment to integrity and self-discipline among industry associations and chambers of commerce. We will manage and dynamically adjust the list of abnormal social organization activities and the list of serious illegal and dishonest activities in accordance with the law, and simultaneously publicize them on "Credit China (Shandong)". As of now, Shandong Province has included 308 social organizations in the list of abnormal activities, 51 in the list of serious illegal and dishonest activities, and removed 49 from the list.
Play a role to increase energy
Guiding social organizations to fulfill their social responsibilities is also an important aspect of high-quality development of social organizations. Since last year, Shandong has fully utilized the incentive effect of social organization development funds, guiding social organizations to actively participate in poverty alleviation, social governance, public welfare and charity, cross provincial support, poverty alleviation cooperation and other activities.
In order to further guide and mobilize social organizations to participate in poverty alleviation, Shandong has established a "Double Hundred Poverty Alleviation Action" platform in the province. 136 provincial-managed social organizations have invested a total of 19.12 million yuan and 119000 people have benefited from it; a "cross-provincial assistance action" platform has been established outside the province., To promote the Shandong-Chongqing poverty alleviation cooperation and the counterpart support of Yingjisha County in the Xinjiang Uygur Autonomous Region, and donated more than 600 million yuan to Chongqing. A total of 14000 social organizations in the province have participated in poverty alleviation, investing 2.7 billion billion yuan and benefiting 8.48 million people.
At the same time, vigorously cultivate and develop community social organizations, promote the "social management" model, and accelerate the establishment of community social organization federations in the streets (towns). At present, there are 124000 urban and rural community social organizations in the province, including 52000 in cities and 72000 in rural areas.
