Xinhua News Agency, Beijing, June 29 The Political Bureau of the CPC Central Committee held a meeting on June 29 to review the Regulations of the CPC on Military Party Building and the Regulations of the CPC on Election of Grass roots Organizations. 会议指出，党的领导和党的建设是人民军队建设发展的关键，关系强军事业兴衰成败，关系党和国家长治久安。制定《中国共产党军队党的建设条例》，是深入贯彻习近平新时代中国特色社会主义思想和党的十九大精神的重要举措，对增强“四个意识”、坚定“四个自信”、做到“两个维护”，贯彻军委主席负责制，对确保党对军队绝对领导，确保有效履行新时代军队使命任务，确保人民军队永葆性质、宗旨、本色，对实现党在新时代的强军目标、把人民军队全面建成世界一流军队，具有重要意义。

The meeting emphasized the unwavering adherence to the Party's absolute leadership over the military, the comprehensive and in-depth implementation of the Military Commission Chairman's responsibility system, the continuous deepening of political training, and the achievement of absolute loyalty, absolute purity, and absolute reliability. We must persist in focusing and concentrating our efforts on preparing for war, implement combat effectiveness as the only fundamental standard throughout the entire process and all aspects of Party building in the People's Army, and promote the transformation of the Party's political and organizational advantages into winning advantages. We must adhere to the requirements of comprehensively and strictly governing the Party, firmly uphold integrity and discipline, and resolutely rectify formalism and bureaucracy. We must persist in the courage of self revolution, constantly purify, improve, innovate, and enhance ourselves.

The meeting called for strengthening the study, publicity and implementation of the Regulations of the CPC on Military Party Building. We should highlight the team of secretaries and members of the leadership, focus on learning and training, and enhance our awareness and ability to focus on Party building. We should strengthen leadership and supervision to ensure that the Regulations of the CPC on Party Building in the Army are effectively implemented and effective.

会议指出，党的十八大以来，以习近平同志为核心的党中央高度重视基层党组织选举工作，对坚持和加强党的全面领导、贯彻执行民主集中制、规范完善党内选举制度作出一系列重大部署，有力推动了基层党组织建设。制定和实施《中国共产党基层组织选举工作条例》，是落实党要管党、全面从严治党要求，是发扬党内民主、尊重党员民主权利、规范基层党组织选举的具体举措，对增强基层党组织政治功能和组织力，把基层党组织建设成为宣传党的主张、贯彻党的决定、领导基层治理、团结动员群众、推动改革发展的坚强战斗堡垒，巩固党长期执政的组织基础，具有重要意义。

The meeting emphasized the need to strictly implement the provisions of the election system, improve the quality of intra party elections, safeguard the rights of party members granted by the Party Constitution, and enhance the awareness of the Party, politics, and rules. We must strictly represent the qualifications and ensure the selection of qualified representatives. Reasonably allocate the number of representatives, optimize the representative structure, and ensure the proportion of representatives on the production and work front lines. We should nominate candidates for committee members based on the principles of both moral integrity and professional competence, prioritizing morality, and having a reasonable team structure. We must adhere to education first, warning first, and prevention first, strictly enforce political discipline, organizational discipline, and election discipline, and ensure a clean and upright election atmosphere.

The meeting required that Party committees at all levels should strengthen the organizational leadership of the implementation of the Regulations on Election of Grass roots Organizations of the CPC, strictly implement the main responsibilities of the Party committees, strengthen planning, carefully organize, and check the whole process. We must implement democratic centralism, educate and guide party members and representatives to exercise their democratic rights correctly, and ensure smooth and orderly election work. We need to strengthen the training of grassroots party organization secretaries and party affairs backbones, and improve the standardization level of work. We should strengthen supervision and implementation to ensure that the requirements of the Regulations on Election Work of Grass roots Organizations of the CPC are implemented.
