精准扶贫精准脱贫，扶到了点上，扶到了根上

发端于这里的精准扶贫，成为打赢脱贫攻坚战的基本方略，在各地落地生根。
——扶持谁？扶贫开发瞄准“靶心”。
在全国，80多万人进村入户，逐村逐户精准识别，“贫困家底”首次实现到村到户到人。之后开展建档立卡“回头看”和甄别调整，全国贫困识别准确率达到98%以上。
——谁来扶？驻村帮扶派准干部。
“小魏书记真行！”提起第一书记魏皓阳，河北省临城县西冷水村的贫困户连声夸赞。这位来自中央和国家机关工委的“85后”敢想敢干，“无中生有”让村民们走上了脱贫快车道：荒坡上长出大棚香菇，薄地上长出富硒产业，擦亮品牌卖全国。
像魏皓阳一样，全国累计选派300多万名县级以上机关、国有企事业单位干部参加驻村帮扶，这些精兵强将带领贫困群众脱贫攻坚，打通精准扶贫“最后一公里”。
——怎么扶？选准路子拔穷根。
“以前在山里住的是杈杈房，漏雨又漏风。现在的好日子，过去只在电视上看过，真是想不到！”云南省怒江傈僳族自治州福贡县鹿马登乡赤洒底村，一排排新房整齐，余友邓一家去年搬到这里，经过县里免费培训，他在街面开了维修店，去年总收入4万多元。
每个脱贫故事背后，都是一个系统工程。实施“五个一批”，精准滴灌，缺什么就补什么，越来越多的贫困户找到脱贫“金钥匙”：易地扶贫搬迁将完成1000万人的建设任务，就业扶贫累计转移就业2470万贫困劳动力，健康扶贫累计救治1435万贫困人口……
——如何退？精准脱贫确保质量。
实行最严格的考核评估，第三方评估人员随机抽取并实地调查农户，收集识别准确率、退出准确率和群众满意度等信息。逐户销号，脱没脱贫要同群众一起算账，让群众认账，力保脱贫成果经得起检验。
聚焦“两不愁三保障”突出问题，精准发力。从中央到地方主攻深度贫困，2018年“三区三州”贫困发生率下降6.4个百分点，高出西部地区平均降幅3.3个百分点。
精准扶贫，关键是扶到了点上，扶到了根上。过去6年每年减贫1200万人以上，平均每分钟近30人摘掉贫困帽子，一举改变了以往扶贫新标准实施后减贫人数逐年递减的趋势。
联合国秘书长古特雷斯这样评价：“精准减贫方略是帮助贫困人口、实现2030年可持续发展议程目标的唯一途径，中国的经验可以为其他发展中国家提供有益借鉴。”
党的领导是根本，各方参与是合力，群众动力是基础
中国为什么行？许多国际观察家都在解读我国的“脱贫密码”。
最根本的一条，就是中国共产党的坚强领导。在脱贫一线，党员干部冲在最前、守到最后，一面面鲜红的党旗，凝聚起磅礴的攻坚力量。
姜仕坤，贵州省晴隆县原县委书记。“只要县里还有一个人没有脱贫，我就不能休息”，6年时间他行程60万公里，磨穿了鞋底，跑白了头发，全县贫困发生率从52.2%降至25.1%，但他却倒在了46岁的英年。晴隆老百姓含着眼泪说：“姜书记是为了贫困群众牺牲的。”
安徽省界首市代桥镇茶棚村党总支委员柳西周去世当天，昏迷中偶尔清醒，嘴里念叨的，竟然还是贫困户的名字。
文朝荣、李保国、黄文秀……截至2019年6月底，770多名扶贫干部牺牲在这个没有硝烟的战场上。
万夫一力，天下无敌。大扶贫凝聚起“脱贫力量”。
在湖北省恩施土家族苗族自治州有一道亮丽的“风景”： 2627个民兵扶贫小分队，穿着迷彩服奔忙在贫困山乡。在扶贫小分队的帮扶下，曾一度“躺倒不干”的贫困户张岸锋，成了当地的“石蛙大王”；曾隔断红土乡天落水村2700多人出行的滔滔董家河，如今一桥飞架……
这样的例子不胜枚举。众人拾柴火焰高，全国17.68万个党政机关、企事业单位倾情帮扶，全覆盖12.8万个贫困村；7.64万家民营企业结对帮扶，1000多万贫困人口受益……社会主义制度集中力量办大事的优越性充分显现。
脱贫有多难，群众就有多拼。好日子是干出来的。广大贫困群众不等不靠，撸起袖子加油干。
“帮扶政策再好再多，自己不努力，金山银山也会吃光用光。”回忆起脱贫路，江西省万安县韶口乡石坵村村民蔡红莲感慨万千。丈夫早逝，儿子残疾，她起早贪黑，种稻种果还打工，累得顶不住时哭一场，哭完继续干活，硬是用柔弱的肩膀撑起了全家的天。
四川省通江县柳林村李国芝家的墙上，“宁愿苦战，不愿苦熬”八个字振奋人心。在李国芝眼里，脱贫摘帽就是一场战斗。“为栽花椒树，3年前我在山坡上砍荒，到处是荆棘，双手流了很多血。但要想脱贫就不能当懒人，坚持到底才能赢。”
一份份付出，一分分努力，汇集成脱贫攻坚的伟大胜利。更为可贵的是，在实践中，我们形成了不少有益经验——加强领导是根本、把握精准是要义、增加投入是保障、各方参与是合力、群众动力是基础。这些经验弥足珍贵，将激励我们去战胜一个又一个新的挑战。
历史性解决绝对贫困问题，全面建成小康社会，中华民族的千年梦想将在我们这一代人手中实现，责任重大，使命光荣。只要我们一鼓作气，尽锐出战，一定能书写人类减贫史上新的辉煌篇章！
