The second session of the 13th People's Congress of Shandong Province has completed all the agendas and is about to conclude successfully. During the meeting, the representatives shouldered the heavy trust of the people of the province, fully promoted democracy with a high sense of responsibility, fulfilled their duties in accordance with the law, reviewed and approved the government work report and other reports, reviewed and approved the "Amendment to the Rules of Procedure of the Shandong Provincial People's Congress", and voted on the decision to establish or rename relevant special committees of the 13th Provincial People's Congress. The election task was successfully completed, and the meeting was held successfully. This is the result of the joint efforts of all delegates and attending comrades. All the staff, journalists, armed police officers and soldiers, public security officers, hotel staff, etc. provided high-quality services and worked hard for the conference. On behalf of the presidium of the conference, I would like to express our sincere gratitude to everyone!

The victorious closing of the conference sounded the horn of progress. General Secretary Xi Jinping has requested that Shandong take the lead in the process of building a moderately prosperous society in all respects, and in the new journey of socialist modernization construction, to comprehensively open up a new situation in the construction of a modern and strong province in the new era. We have conducted in-depth research and planning in accordance with the important instructions of General Secretary Xi Jinping, carefully planned and laid out the overall development pattern guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, with the goal of "leading the way and comprehensively creating", supported by the eight strategic layouts of transforming old and new driving forces, rural revitalization, building a strong maritime province, three major battles, military civilian integration, creating a new highland for opening up to the outside world, regional coordinated development, and major infrastructure construction, with comprehensive deepening of reform as the guarantee, and comprehensive strict governance of the Party as the leadership. This Provincial People's Congress has made specific arrangements for various tasks and measures this year around this overall development pattern. Now that the blueprint has been drawn, the ideas have been clarified, and the layout has been unfolded, the key is to stick to the goal, be brave and resolute, and step by step turn the blueprint into reality.

大会闭幕后，各位代表就要奔赴各自岗位，和广大干部群众一起团结拼搏、砥砺奋斗，向着既定目标前进。在这个过程中，我们有很多潜力、很多优势、很多空间、很多机遇，有些是需要把握的，有些是需要创造的；在这个过程中，也会遇到很多困难、很多矛盾、很多阻力、很多挑战，有些是可以预见的，有些是难以预见的。可以说，前进道路上，机遇与挑战并存，困难和希望同在。生活总是青睐乐观的人，青睐积极向上的人。我们正视困难，但绝不会向困难低头，任何困难都阻挡不住我们前进的步伐，任何挑战都动摇不了我们攀登的意志。有习近平新时代中国特色社会主义思想的科学指导，有以习近平同志为核心的党中央坚强领导，有全省人民的支持参与，有广大党员干部的积极作为，我们对未来充满必胜信心。习近平总书记讲，我们都在努力奔跑，我们都是追梦人；要求我们做新时代泰山“挑山工”，在决胜全面建成小康社会、夺取新时代中国特色社会主义伟大胜利新征程上不断创造新的业绩。追梦就要奔跑，圆梦就要奋斗。我们一定要牢记习近平总书记嘱托，立下愚公移山志，勇做新时代泰山“挑山工”，以永不懈怠的精神状态和一往无前的奋斗姿态，当好新时代的追梦人，用攀登的执着追逐梦想，用实干的行动成就梦想。

Since the 18th National Congress of the Communist Party of China, he has visited Shandong twice and made important instructions and directives on Shandong's work. All the achievements we have made today come from General Secretary Xi Jinping's leadership and guidance; The goal thinking and work layout we have formed now all come from General Secretary Xi Jinping's guidance and direction. Whether we can implement the important instructions and requirements of General Secretary Xi Jinping is a practical test of our practice of "two safeguards". 勇做新时代泰山“挑山工”，就要始终激昂改革开放主旋律，敢闯敢试、敢为人先。通往山顶的路并不是一开始就有的，很多都是挑山工靠着闯劲一步一步走出来的。面对各种困难挑战，只有改才有出路，只有闯才有活路。习近平总书记要求我们打造乡村振兴的齐鲁样板、在发展海洋经济上走在前列、建设军民融合创新示范区、打造对外开放新高地，等等，这些都没有现成的经验可借鉴。当前制约我省高质量发展的体制机制障碍还有很多，国企、财税、金融、园区等领域的改革还有不少难啃的“硬骨头”。实现我们的既定目标，因循守旧、按部就班不行；畏缩不前、坐等靠要更不行。我们要按照“思想再解放、改革再深入、工作再抓实”的要求，在解放思想中统一思想，打破惯性思维，克服守成心态，勇于走别人没走过的路、做别人没做过的事。要落实省委关于进一步深化改革开放加快制度创新的决定，坚决冲破一切陈规陋俗的制度束缚，坚决打破一切不合时宜的条条框框，以制度创新激发高质量发展内生动力。改革难免有失误，探索难免有曲折。只要符合习近平新时代中国特色社会主义思想和党的十九大精神，有利于强化党的领导、促进全面从严治党，有利于落实新发展理念、推动高质量发展，有利于践行以人民为中心的发展思想、维护人民群众根本利益，在严守党纪国法、保持清正廉洁的前提下，就要不计个人得失，敢于闯、敢于试、敢于改，以改革上敢领风气之先赢得优势、赢得主动、赢得未来。

Mount Taishan is more than 1500 meters above sea level, with 6000 steps. The mountain bearer climbs the mountain with heavy load. If he fails to step on it, his previous achievements may be wasted. Seeking truth from facts and being down-to-earth have always been important tools for us to continuously achieve new victories in various undertakings. Creating a new situation in the construction of a modern and strong province in the new era, slogans cannot be shouted, reports cannot be filled out, summaries cannot be written, and numbers cannot be compiled. Only reliable and practical actions can be taken. We need to tell the truth, come up with practical measures, do practical things, and seek practical results. The quality of all work should be reflected in actual results, tested by the feelings of the people, and judged by history. The eight strategic layouts determined by the province all have specific planning schemes, such as how to cultivate the top ten advantageous industrial clusters, how to achieve the "Five Revitalizations", how to promote the ten major actions of building a strong maritime province, etc. Each region should further refine and implement them based on reality, turning the "planning map" into a "construction map" and the "timetable" into a "schedule", taking concrete actions to promote them one by one, implementing them one by one, and striving for tangible results. We should carry forward the fine tradition of Shandong people's abiding by their promises. We should make the final say, make sure we do what we say, and keep our promises and actions to make Shandong's brand of integrity brighter. To establish a correct view of political achievements, we must guard against formalism and bureaucracy. Success does not necessarily have to be in our hearts, and we must take responsibility for it. We should start from small and specific things, start from laying a foundation for long-term work, and take practical actions without mixing water with achievements to continuously push Shandong's various work to a new level.

To be a "mountain bearer" of Mount Taishan in the new era, we must always maintain the will to overcome difficulties, and the more difficult it is, the more forward it will move. At present, our province is in a critical period of climbing hills and rolling stones up the mountain, and can only move forward, not backward. Just like a mountaineer climbing the "Eighteen Pans", once they get up, it's a smooth road; Taking a step back could lead to a sharp decline. We must have a tenacious will, not afraid of difficulties, and move forward bravely. Accelerating the transformation of old and new driving forces, fighting the three major battles, promoting regional coordinated development, and filling the gaps in major infrastructure construction, which one does not have a bunch of difficulties and a series of pressures? Difficulties will never disappear automatically; Don't do it, the problems will only accumulate more and more. We must face difficulties, carry forward the spirit of struggle, confront contradictions and problems, overcome difficulties and obstacles, and 'step down from obstacles to become a great road'. To work on the front line, be a good construction team leader and assault team leader, discover and solve problems on project sites, factory workshops, fields, and research lines, and dare to teach the sun and moon to change the sky. We should charge forward with passion, focus on key and difficult tasks, launch repeated attacks, blow up bunkers, and conquer mountains. We will never return until we break down Loulan. There is no road longer than a foot, no mountain higher than a person. As long as we persevere through wind and rain, day and night, we will definitely be able to open up a new realm of development in Shandong through overcoming obstacles.

To be a "mountain bearer" in Mount Taishan in the new era, we must always share the same fate with the people, and gather the great power to move mountains and fill the sea. Everyone bears the heavy burden of a thousand tons. Some heavier objects often require dozens of mountain climbers to lift together. Creating a new situation in the construction of a modern and strong province in the new era is the earnest request of General Secretary Xi Jinping and the earnest expectation of the people of the whole province. We must adhere to the principle of putting everything for the people and relying on them, and fully stimulate the enthusiasm, initiative, and creativity of the people. At present, the downward pressure on the economy is increasing, and the contradiction between fiscal revenue and expenditure is prominent. However, expenditures on key areas of people's livelihood can only be increased and cannot be reduced, the assistance standards for disadvantaged groups can only be raised and cannot be lowered, and the promised practical tasks for people's livelihood must be resolutely completed without compromise. We must vigorously promote the spirit of Yimeng, closely connect with the flesh and blood of the people, and always be together with the people in terms of wanting, doing, suffering, and enjoying. We should respect the status of the people as the main body, be good at organizing and mobilizing the masses, and draw more wisdom and inexhaustible strength from the masses. The crowd gathered firewood and the flames were high. As long as the cadres and masses in the whole province think and work together, and everyone takes action, Shandong's development will surely usher in a more brilliant and beautiful tomorrow.

Dear delegates and comrades, the system of people's congresses is a fundamental political system arrangement that adheres to the organic unity of the Party's leadership, the people being the masters of the country, and the rule of law. We need to deeply study and implement General Secretary Xi Jinping's important ideas on adhering to and improving the system of people's congresses, conscientiously summarize the work experience of local people's congress standing committees established over the past 40 years, and promote the development of the province's people's congress work with the times and improvement at a new starting point. As the deputies elected by the people of the province, our responsibility is heavier than Mount Tai. I hope that all representatives will cherish the trust of the Party and the people, conscientiously carry out their duties as representatives, better play a leading role, widely unite and mobilize the broad masses of the people, and jointly create a happier and better life.
