There were 4.61 million grassroots organizations of the Party, an increase of 39000 from the previous year, with a growth rate of 0.8%. Since the founding of the People's Republic of China 70 years ago, the CPC has continuously increased its attraction, cohesion and combat effectiveness, and has always maintained its vigorous vitality.

The number of party members continues to steadily increase. The total number of members of the CPC exceeded 90 million, an increase of about 19 times over the 4.488 million in 1949 when New China was founded. Since the 18th National Congress of the Communist Party of China, an average of about 3.9 million people nationwide have submitted applications to join the party organizations every year. Focusing on maintaining the progressiveness and pure nature of the Party, strictly controlling the "entrance" of the Party members, focusing on improving the quality of recruiting Party members, strengthening the control of the total number of Party members, the growth of the number of Party members remained stable.

The structure of the party member team is constantly being optimized. Fresh blood constantly enriches. Among the existing party members, 99.8% joined the party after the founding of the People's Republic of China. Among them, 74.23 million, accounting for 81.9%, joined the party after the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China in 1978. The number of party members born in the 1980s and 1990s has exceeded one-third of the total. The cultural level has significantly improved. The number of party members with college degrees or above has reached 44.937 million, accounting for 49.6%. The proportion of female party members and ethnic minority party members continues to increase. Compared with the early days of the founding of the People's Republic of China, the number of female party members in China has increased by about 45 times, reaching 24.665 million, accounting for 27.2% of the total; The number of ethnic minority party members has increased by about 32 times, reaching 6.645 million, accounting for 7.3% of the total. All 55 ethnic minorities in China have a certain number of party members, and the proportion of ethnic minority party members in the five autonomous regions has reached 35.6%. The class and mass foundations of the Party continue to consolidate and expand. Workers and farmers are still the main body of the party member team, accounting for 35.3% of the total, which is 12 times more than when the People's Republic of China was founded. Among the party members, there are 9.8 million management personnel, accounting for 10.8%, and 14.007 million professional and technical personnel, accounting for 15.5%. Among the 2.055 million party members developed in 2018, 52.6% came from the front line of production and work.

Grassroots party organizations are constantly consolidating and consolidating. The number of grassroots organizations of the Communist Party of China increased from 195000 in 1949 to 4.61 million in 2018, an increase of nearly 23 times, covering all fields comprehensively. The construction of grassroots party organizations in key areas has been comprehensively strengthened, with a coverage rate of over 95% for party organizations in government agencies, public institutions, rural areas, and communities, and a coverage rate of 90.9% for state-owned enterprises. The organizational and work coverage of the Party in emerging fields has been solidly promoted, with 1.585 million non-state-owned enterprise legal entities and 265000 social organization legal entities establishing Party organizations nationwide. The quality of the leading team of grassroots party organizations continues to improve. Among the 543000 village party organization secretaries, 20.7% have a college degree or above, 29.2% are aged 45 and below, and 51.2% are leaders in wealth creation; Among the 101000 community party organization secretaries, 63.7% have a college degree or above, and 45.9% are aged 45 and below. The basic guarantee at the grassroots level has been strengthened. 68.3% of villages and 89.8% of communities have party building activity venues with an area of over 200 square meters, and 90.7% of counties and 93.1% of communities have implemented special funds for serving the masses.
