Good afternoon, everyone! 

I am delighted to participate in the "Shandong Equipment Manufacturing Industry Association First Second Member Conference and New and Old Energy Conversion Summit Forum" today. At the beginning of the new year, as the whole country is deeply studying and implementing the spirit of the 19th National Congress, and the overall plan of the Shandong New and Old Kinetic Energy Conversion Comprehensive Experimental Zone is approved by the State Council, the Provincial Equipment Manufacturing Industry Association organized a membership meeting and a summit forum on the conversion of new and old kinetic energy here. This is a specific measure for the equipment industry in the province to deeply implement the spirit of the 19th National Congress and accelerate the conversion of new and old kinetic energy. On behalf of the Provincial Economic and Information Commission, I warmly congratulate the convening of the conference! I would also like to take this opportunity to express my sincere gratitude to the leaders and experts of the China Machinery Federation and the China Machinery Industry Enterprise Management Association, who have long supported the development of our province's equipment manufacturing industry! Warm greetings to all entrepreneurs who have made positive contributions to the development of our province's equipment manufacturing industry! We warmly welcome the experts, scholars, and media friends attending this conference!

In recent years, under the correct leadership of the provincial party committee and government, the industrial sector in the province has taken the supply side structural reform as the main line, continuously accelerated the transformation of old and new driving forces, promoted the "four modernizations" through the "four new", achieved the "four improvements", promoted industrial transformation and upgrading, improved quality and efficiency, and developed towards high-quality. Significant results have been achieved, with the industrial scale continuously expanding and the quality and efficiency continuously improving. The main business income of the industry ranks second in the country, forming the advantages of Shandong.

装备制造业是国民经济的战略性、基础性产业，是工业的重要组成部分，是经济转型升级的重要引擎。近年来，在大家的共同努力下，立足“世界眼光、国际标准、山东优势”，坚持创新发展，做强传统优势产业，努力培育新的增长点，我省装备制造业实现了高质高效发展，产业规模居全国第三，成长起了一大批优势企业，开发了一大批具有国际竞争力的优势产品，实现了从数量规模型向质量效益型的转变，为全省工业经济实现稳中求进，进中向好，迈向高质量发展做出了重要贡献。2017年1-11月，全省规模以上装备制造业增加值同比增长11.0%，高于规模以上工业平均增速4.1个百分点，贡献率达到了45.7%，成为全省工业增长的主要引擎。

省装备制造业协会成立以来，汇集了全省装备行业众多骨干企业，与政府建立了良好的沟通协作机制，积极开展工作，不断发挥横向、纵向协调能力和组织优势，链接产业上中下游，引导创新、资源集聚和搭建平台；不断开展省际间、国际间的交流与合作，受到了广大企业的肯定和支持，为我省装备制造业发展发挥了积极作用，逐步成为政府与企业的桥梁和纽带。

今年是贯彻党的十九大精神的开局之年，是改革开放40周年，是决胜全面建成小康社会、实施“十三五”规划承上启下的关键一年。按照中央经济工作会议的要求，经济工作要适应新时代、聚焦新目标、落实新部署。聚焦在全省装备制造业，就是要坚持新发展理念，坚持质量第一，效益优先，推动质量变革、效率变革、动力变革，弘扬创新精神、弘扬企业家精神、弘扬工匠精神，坚持高质量发展的正确发展方向，要始终走在全国前列。

这为发挥协会更大的作用，提供了更广阔的舞台。行业协会在推动产业结构调整、转型升级和新旧动能转换中大有可为，在加快发展战略性新兴产业和现代服务业中大有可为，在推进大中小企业协调发展、联合行动中大有可为。借此机会，对装备制造业协会提几点希望和要求：

一是发挥好政府的参谋助手作用。装备制造业协会要真正起到政府和企业之间的桥梁纽带作用，加强调查研究、把握行业动态，强化行业经济运行监测分析，及时掌握并发布市场供求、经济运行等方面的信息，向政府及时反映行业情况，提出工作建议，为政府部门决策提供有效参考。帮助企业协调解决有关问题，引导企业健康发展。

二是推动全省装备制造业自律、健康发展。装备制造业协会要充分发挥好组织协调作用，在开展行业自律、规范市场秩序等方面发挥积极作用。加强行业发展趋势研判，为行业企业健康发展提供高效服务。

三是发挥好推动行业资源优化配置作用。行业协会要充分利用好行业资源优势，加强信息沟通，促进行业企业合作共赢；要推动行业创新资源优化配置，不断增强行业创新支撑能力；促进产业集群的转型，提升产业链的构建和品牌建设；研究制定行业标准，推进标准引领、高端发展。

四是推动我省装备制造业“引进来”和“走出去”。要积极组织全省装备制造业的对外交流与合作，引进先进技术、人才，补齐发展短板，转移优势过剩产能；要积极探索有效方式，充分展示全省装备制造业的最新成果，塑造我们装备制造强省的良好形象；积极对接全国以及国际制造业行业协会和机构，开展行业间、国际间对标工作，组织和带领“山东制造”走向全国，走向世界。

同志们，新年伊始，万象更新。新的时代呼唤新的作为。习近平总书记强调，幸福是奋斗出来的。在座的企业家们，是实体经济的建设者，是全省经济发展的坚实力量，是全面建成小康社会的主力军。让我们以习近平新时代中国特色社会主义思想为指引，深入贯彻党的十九大精神，以一种永远在路上的执着和毅力，勇于创新，不断开拓，推进全省装备制造业保持高质量发展态势，不断实现新突破，再上新台阶，为全省经济加快新旧动能转换、实现高质量发展做出更大贡献！
