The Third Plenum of the 20th Central Committee of the Communist Party of China requires the cultivation and strengthening of advanced manufacturing clusters, and the promotion of high-end, intelligent, and green development in the manufacturing industry. In the section on "Improving the System and Mechanism for Developing New Quality Productivity Based on Local Conditions", it is emphasized to "strengthen the innovation of key common technologies, cutting-edge leading technologies, modern engineering technologies, and disruptive technologies, strengthen the institutional supply of new fields and tracks, establish a mechanism for future industrial investment growth, improve policies and governance systems for promoting the development of strategic industries such as new generation information technology, artificial intelligence, aerospace, new energy, new materials, high-end equipment, biomedicine, and quantum technology, and guide the healthy and orderly development of emerging industries". The equipment manufacturing industry undertakes the mission of providing necessary equipment for various sectors of the national economy, which is related to national economic security, an important foundation of industry, and an important manifestation of comprehensive national strength. 1、 Focus on the core elements of new quality productivity, further implement the position of enterprise innovation subject, and enhance the innovation capability of equipment manufacturing industry

The high-end equipment manufacturing industry has knowledge and technology intensive characteristics, representing the country's scientific and technological strength and industrialization level. In recent years, China's equipment manufacturing industry has made a series of significant technological breakthroughs, resulting in a number of iconic innovative achievements such as the "Jiaolong" submersible, C919 large aircraft, and large cruise ships. Dongfang Electric Group has successfully independently developed the F-class 50 MW heavy-duty gas turbine, the core equipment of the fourth generation sodium cooled demonstration fast reactor, and the world's largest single unit capacity of one million kilowatts of hydroelectric generator set, achieving a new breakthrough in the field of energy equipment. Looking towards the future, in order to accelerate the development of new quality productivity, the equipment manufacturing industry should be the key focus, and the implementation of the enterprise's innovation subject position should be an important lever to further innovate and make up for shortcomings. Specifically, the main role of equipment manufacturing enterprises in innovation decision-making, scientific research organization, and achievement transformation should be fully utilized. One is to optimize and improve the mechanism for selecting major scientific research projects. Further enhance the participation and voice of equipment manufacturing enterprises in the formulation of national science and technology plans and the compilation of major project guidelines, with an application oriented approach, organize upstream and downstream enterprises to focus on weak links in the industrial and supply chains, condense and propose major scientific research and development projects, and make precise efforts to make up for shortcomings and weaknesses. The excessive pursuit of single machine capacity improvement and rapid iteration of wind power products have made it difficult to fully test and verify new products, resulting in quality and safety hazards. Irrational competition weakens the motivation and ability of equipment manufacturing enterprises to break through key core technologies, which is not conducive to the long-term healthy development of the industry. We should guide the construction of a more fair, transparent, standardized and healthy market environment, optimize the industrial ecology, and provide strong support for consolidating the material foundation of new quality productivity. On the one hand, further optimize the legal business environment. Establish and improve the legal and regulatory system, further refine operational regulations, revise implementation rules, and strictly regulate abnormally low price bidding. Fully implement the fair competition review system, timely regulate and stop unfair competition behaviors, and boost the confidence of market entities in their operations. On the other hand, further improve the equipment testing and verification mechanism. Support equipment manufacturing enterprises to take the lead in establishing a major technical equipment testing and verification platform in collaboration with upstream and downstream entities such as users and research institutes, placing reliability at a higher level and strengthening product testing and verification management. Strengthen the research and development of the first set of equipment and the construction of a quality certification system, eliminate the iterative process of "pulling out seedlings to promote growth", and create highly reliable and mature products. Strengthen policy guidance, encourage investment and development enterprises to choose high-quality, mature, and reasonably priced products, and empower the high-quality development of the equipment manufacturing industry.
3、 Consolidate the foundation for the development of new quality productivity, optimize the layout of industrial division of labor, and enhance the resilience and safety level of the equipment manufacturing industry chain and supply chain
