Heavy weight! The Digital China Development Report (2021) has been officially released!
The scale of the digital economy ranks second in the world, the Internet penetration rate has risen to 73%, the total number of 5G base stations accounts for more than 60% of the world, the global proportion of data production is 9.9%, the R&D investment of listed Internet enterprises has increased by 227% in the past four years, and the global scale of network infrastructure is the largest... Since the 19th National Congress of the Communist Party of China in 2017 explicitly proposed the construction of digital China, the construction of digital China has achieved remarkable achievements from building a solid foundation to building a solid momentum.
On July 23rd, the 5th Digital China Construction Summit opened in Fuzhou. At the opening ceremony, Cao Shumin, deputy director of the State Internet Information Office, released the "Digital China Development Report (2021)" on the spot, introduced the remarkable achievements in the construction of digital China, and made a vision for the construction of digital China in 2022.

One is to build the world's largest and technologically advanced network infrastructure. As of the end of 2021, China has built 1.425 million 5G base stations, accounting for over 60% of the world's total. The number of 5G users has reached 355 million, and the scale of gigabit users has reached 34.56 million. The broadband access rate in administrative villages and poverty-stricken villages has reached 100%. As of the end of 2021, the total amount of IPv6 address resources ranked first in the world, and the number of active IPv6 users reached 608 million. The computing power scale ranks second globally, with an average annual growth rate of over 30% in the past five years.
The second is to accelerate the release of the value of data resources. From 2017 to 2021, China's data production increased from 2.3ZB to 6.6ZB, accounting for 9.9% of the global total, ranking second in the world. The scale of the big data industry has grown rapidly, from 470 billion yuan in 2017 to 1.3 trillion yuan in 2021. Positive progress has been made in the opening up of public data. From 2017 to 2021, the number of provincial-level public data open platforms in China increased from 5 to 24, and the number of effective open datasets increased from 8398 to nearly 250000. Various regions are actively exploring data governance rules, cultivating data element markets, promoting data circulation, trading, and development and utilization.
The third is the rapid improvement of digital technology innovation capability.5G achieves comprehensive leadership in technology, industry, and application, maintains advantages in high-performance computing, and has global coverage and large-scale application of Beidou navigation satellites. The independent research and development capability of chips has steadily improved, and the performance of domestic operating systems has significantly improved. Emerging technologies such as artificial intelligence, cloud computing, big data, blockchain, and quantum information have entered the global top tier. In 2021, the number of PCT international patent applications in China's information field exceeded 30000, an increase of 60% compared to 2017, accounting for over one-third of the global total. Chinese Internet enterprises pay more attention to innovation. From 2017 to 2021, the R&D investment of listed Internet enterprises increased by 227%.
Fourthly, the scale of digital economy development is leading globally. From 2017 to 2021, the scale of China's digital economy increased from 27.2 trillion yuan to 45.5 trillion yuan, ranking second in the world in terms of total volume, with an average annual compound growth rate of 13.6%, and the proportion of GDP increased from 32.9% to 39.8%, becoming one of the main engines driving economic growth. The digital transformation has been accelerated, the informatization level of agricultural production has been rapidly improved, industrial Internet applications have covered 45 major categories of the national economy, and the e-commerce transaction volume has increased from 29 trillion yuan in 2017 to 42 trillion yuan in 2021.
Fifth, the efficiency of digital government governance services has significantly increased. The global ranking of China's e-government online service index has risen to 9th place, and "mobile office" and "fingertip office" have become standard government services in various regions. "One Stop Online Service" and "Cross Provincial Service" have achieved positive results. More than 90% of provincial-level administrative licensing matters have been accepted online and 'run at most once'. The acceleration of digital epidemic prevention and control has promoted data exchange and sharing between departments, as well as between the central and local governments. The popularization and use of health codes have reached an unprecedented level, and the security and stability performance have been greatly improved. Since January 2022, the average carrying capacity of health code systems across the country has increased by 7 times. From the initial "ten thousand code sprint" to the basic realization of "one code per province", and gradually promoting cross provincial "mutual recognition" of health codes, digital epidemic prevention and control has played a crucial role in coordinating epidemic prevention and control and economic and social development. The epidemic has accelerated the process of digitization, which has strongly supported economic and social development as well as government public services under the epidemic.
Sixth, digital social services are more inclusive and convenient. From 2017 to 2021, the number of Internet users in China will increase from 772 million to 1032 million, and the Internet penetration rate will increase to 73%, especially in rural areas, the Internet penetration rate will increase to 57.6%, and the difference between urban and rural Internet penetration rates will shrink by 11.9 percentage points. The construction of the national smart education platform is accelerating, and all primary and secondary schools (including teaching points) in China are connected to the internet. A unified national medical insurance information platform has been established, which enables cross provincial self filing for medical treatment and direct settlement of hospitalization. The aging and barrier free transformation of Internet applications was carried out in depth. The continuous promotion of online poverty alleviation and digital rural construction, and the sharing of digital development achievements among urban and rural residents.
Seventh, significant achievements have been made in the governance of digital development. The legal and regulatory system is accelerating its improvement, with the formulation and implementation of laws such as the E-commerce Law, Cybersecurity Law, Data Security Law, Personal Information Protection Law, and Regulations on the Security Protection of Key Information Infrastructure. We formulated and released the Regulations on the Ecological Governance of Network Information Content, the Regulations on the Management of Blockchain Information Services, and the Regulations on the Management of Internet Information Service Algorithm Recommendations. Promote the standardized and healthy development of the platform economy, effectively safeguard the legitimate rights and interests of market entities and the people. The "Clear and Bright" series of special actions have been deeply implemented, creating a good online ecosystem.
Eighth, international cooperation in the digital field is steadily expanding.China advocates international cooperation initiatives such as the Action Initiative for Jointly Building a Community of Shared Future in Cyberspace and the International Cooperation Initiative for the Digital Economy of the the Belt and Road. Actively participate in multilateral and multi-party digital economy governance mechanisms, and contribute Chinese wisdom and solutions to the formulation of international rules and technical standards in cyberspace. Apply to join the Comprehensive and Progressive Agreement for Trans Pacific Partnership (CPTPP) and the Digital Economy Partnership Agreement (DEPA). The construction of the "Digital Silk Road" has achieved remarkable results, with 17 countries signing memorandums of understanding for cooperation on the "Digital Silk Road" and 23 countries establishing bilateral cooperation mechanisms for "Silk Road e-commerce". The competitiveness of digital trade continues to enhance.
Cao Shumin stated that 2022 is an important year for entering a new journey towards the second centenary goal of comprehensively building a socialist modernized country. We will strengthen the overall layout of digital China construction, continue to promote digital China construction from the aspects of digital technology innovation, digital infrastructure, digital economy, digital government, digital culture, digital society, digital ecological civilization, data resources, digital security and governance, and digital international cooperation, and welcome the successful convening of the 20th National Congress of the Communist Party of China with practical actions.
