On the afternoon of July 23rd, the Provincial Political Consultative Conference held a special consultation meeting to discuss and deliberate on "promoting the coordinated development and opening up of the Jinan and Qingdao metropolitan areas". In her speech, Member Gao Ling put forward targeted views and specific suggestions based on the exploration and practice of the Provincial Equipment Manufacturing Industry Association in promoting the integration of the Ji Qing two circles and the "co construction" of the industrial system and the "co cultivation" of innovation capabilities.
Gao Ling stated that the Jiqing metropolitan area, as the "dual core engine" of the Shandong Peninsula, covers 10 cities and 41 counties, and shoulders the significant mission of leading the high-quality development of the province and striving to become a national regional science and technology innovation center. However, there are still bottlenecks that urgently need to be overcome in the current technological innovation capability of the Jiqing metropolitan area. It is suggested that the next step is to target national strategic needs and cutting-edge industries, integrate the strength of universities, research institutes, and leading enterprises, establish equipment fields such as the "Jiqing Joint Innovation Research Institute" and "Jiqing National Laboratory", strive to create a "National Regional Science and Technology Innovation Center", and establish a joint research and development mechanism; To jointly build the "Jiqing Science and Technology Innovation Corridor", three innovation clusters of intelligent equipment, marine engineering equipment, and hydrogen energy equipment will be laid out along the Jiaozhou Jinan line, supporting cross regional joint research and development of "bottleneck" technologies and common key technologies; To build the "Jiqing Science and Technology Innovation Brain" platform, relying on the existing relevant platforms of the provincial equipment manufacturing industry, establish a unified online service platform for the provincial equipment manufacturing industry, integrate and release information on scientific research facilities, instruments and equipment, expert talents, scientific and technological achievements, enterprise needs, etc. Only with a higher level of intelligent innovation and collaborative mechanism, and more practical measures to promote resource integration and complementary advantages, can the Jiqing metropolitan area be built into a highland of equipment manufacturing industry based in Shandong, radiating across the country, and facing the world, and an important source of technological innovation with significant influence, contributing solid "Shandong strength" to the country's scientific and technological self-reliance and self-improvement!
Ge Huijun emphasized that the linkage and coordination of the Jiqing metropolitan area is a national strategy and a requirement for the development of the whole province. It is necessary to enhance ideological awareness, correctly grasp the relationship between the development of urbanization within the area and the linkage development of the "dual areas", improve the comprehensive carrying capacity and the level of urban connotation development, continuously deepen internal and external coordination, and form an overall synergy. We need to strengthen overall planning and coordination, apply systematic thinking, adhere to the combination of proactive government and efficient market, orderly competition and deep cooperation, and the combination of "hard connectivity" and "soft connectivity", and deepen and implement the linkage and coordination of the "dual circles" to achieve results.
