Several measures to support the high-quality development of the technology service industry

In order to implement the decision-making and deployment of the provincial party committee and government, implement the Implementation Opinions on Accelerating the High quality Development of the Science and Technology Service Industry (MIIT Lianke [2025] No. 110) issued by nine departments including the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Education, and the Ministry of Science and Technology, accelerate the development and growth of the science and technology service industry, promote the deep integration of scientific and technological innovation and industrial innovation, and develop new quality productive forces according to local conditions, this measure is formulated.

1、 Strengthen the market entities in the technology service industry

（1） Support enterprises to grow and strengthen. Establish an information database for cultivating "quasi four up" and "seed" technology service industry enterprises, providing precise services for "one enterprise, one policy", supporting the construction of new integrated technology service industry projects, and promoting the upgrading and integration of enterprises. Optimize the innovation capability enhancement project for technology-based small and medium-sized enterprises, set up a "Technology Service Industry Special Topic", and strengthen guidance and support for technology service industry enterprises above designated size. Promote the inclusion of technology service industry construction projects in the provincial key project library of modern service industry, and provide subsidies and support based on merit. Recommend agricultural technology service enterprises to be included in the national agricultural technology service management system and support them in undertaking relevant agricultural projects. Support technology service industry enterprises to apply for advanced technology service enterprises, high-tech enterprises, and specialized and innovative enterprises, and promote the high-end and professional development of enterprises. Support advantageous institutions to enhance their quality and strength through mergers and acquisitions, cross shareholding, strategic cooperation, and industrial chain synergy, and cultivate first-class technology service enterprise groups. （2） Intensify efforts to attract and nurture enterprises. Focusing on segmentation, gaps, and future areas, we will accurately attract a group of technology service institutions and enterprises with high adaptability to the industry chain, strong scientific and technological innovation attributes, and good development potential through innovative platform clustering, industry chain investment attraction, equity investment incentives, application scenario landing, and talent service support. Support Fortune 500 companies, leading enterprises from outside the province, and other companies to establish research and development headquarters, centers, and branches in Shandong. Eligible companies will receive a maximum annual R&D investment subsidy of 5 million yuan. Encourage enterprises and institutions in non science and technology service industries such as manufacturing, construction, and agriculture to divest their production processes of technology research and development, inspection and testing, engineering design, technology promotion, and other service links and businesses, and register them as science and technology service enterprises with independent legal personality. Encourage eligible enterprises to establish branches, research and development institutions, offshore innovation and entrepreneurship bases overseas, absorb international advanced achievements, and promote the integration of our province's technical standards and service norms into the global system. （3） Promote the development of industrial clusters. Encourage high-tech industrial development zones, agricultural science and technology parks, and characteristic industrial bases at or above the provincial level to focus on leading industries, gather professional market-oriented service institutions such as research and development, concept verification, pilot testing, and technology finance, and form a virtuous cycle of "industrial demand driving service agglomeration, service agglomeration supporting industrial upgrading". Support cities with high concentration of intellectual property service institutions to apply for national demonstration zones for high-quality aggregation and development of intellectual property service industry. Promote the agglomeration and development of large-scale, well-known, and distinctive technology service industries, and guide the aggregation of various innovative elements such as high-level research and development institutions, high-level talents, and social capital. Support the expansion and strengthening of technology service industries such as Qingdao Ocean Services, Dongying Oil and Gas Engineering Survey and Design, and Weifang Agricultural Technology Promotion, and create a number of technology service industry clusters with core competitiveness. 2、 Expand the scale of basic technology services

Focusing on the layout of the R&D service chain around the industrial chain, focusing on the innovative needs of 19 iconic industrial chains, building an efficient and collaborative R&D service system, supporting enterprises to cooperate with universities and institutes to carry out R&D experiments, and including eligible projects in provincial science and technology plans for support. Give full play to the research advantages of high-energy innovation platforms, strengthen research and development services in the fields of new generation information technology, new energy and new materials, modern ocean, biomedicine, etc., and increase the supply of scientific and technological innovation sources. Support agricultural technology service enterprises to join the provincial modern agricultural industry technology system and collaborate with experts to provide technical services. Supporting enterprises to collaborate with universities and institutions to establish a common technology platform for market-oriented operations, enhancing service levels such as technology research and development, product design, process development, and system integration design. Support technology service industry enterprises to join the provincial large-scale scientific research instrument sharing service network, and provide "innovation vouchers" subsidies to eligible enterprise R&D activities. （5） Information technology services. It supports the development of information technology services such as artificial intelligence services, data services, digital content services, Internet platform services, intelligent computing cloud services, and so on, facing the application needs of key industries and fields. Construct one national level intelligent computing cloud service pilot, cultivate N provincial-level intelligent computing cloud service centers, strive for the landing of the Shandong branch of the Chinese computing power platform, and create a "1+N" intelligent computing cloud service system. Enhance the level of informatization in the development and utilization of scientific data, strengthen the aggregation of scientific data, and promote the application of service scenarios such as data openness, query and retrieval, and research analysis. Improve the digital transformation service system of manufacturing industry, promote resource sharing and technical cooperation of existing service carriers such as industrial Internet platform, and vigorously cultivate service providers with both industrial and digital capabilities. （6） Intellectual property services. Deeply implement the action of cultivating intellectual property service entities, introduce and cultivate a group of specialized, branded, and high-end intellectual property service institutions, and strengthen the service capabilities of intellectual property agency, consulting, evaluation, trading, and investment and financing. Targeting key industrial sectors, support universities and institutions in building high-value patent cultivation centers, with a maximum grant of 2 million yuan; Promote the construction of key industry patent pools for relevant enterprises, and provide a maximum of 3 million yuan to those with significant achievements. Encourage intellectual property service institutions to expand high value-added services such as patent value analysis and patent operation. Building a supply and demand docking platform based on various intellectual property operation centers, targeting innovative service entities, and promoting the coordinated development of intellectual property services and industrial chains. 3、 Optimize the quality of professional technology services

（7） Inspection, testing, and certification services. Improve the "demand list" and "capability list" for inspection and testing of key industries, and deepen the docking services between inspection and enterprises. Layout and construct quality inspection centers at or above the provincial level, industrial metrology testing centers, and provide inspection, testing, and metrology testing services throughout the entire traceability chain, industry chain, and lifecycle. Support collaborative research and development of key common technologies and inspection and testing equipment, strengthen technical specification research and standard formulation, form a batch of landmark achievements, and promote the transformation of scientific and technological achievements into actual inspection and testing capabilities. Promote new models such as "AI+inspection and testing", third-party laboratories, and virtual laboratories. Support engineering technology service enterprises to build a comprehensive service ecosystem of "research, design, construction, supervision, and maintenance" in collaboration with upstream and downstream enterprises in the industry chain around the fields of ocean, construction, energy, steel, transportation, etc., to enhance the level of construction, supervision, and design services and expand new space for industrial development. Strengthen the promotion and application of artificial intelligence, building information modeling (BIM), and urban information modeling (CIM) technologies in the field of engineering construction, promote intelligent construction through digital design, and drive the industrial, digital, and green transformation and upgrading of the construction industry in the province, as well as high-quality development. Promote the reform of the engineering cost consulting industry, establish a market-oriented pricing mechanism, accelerate the standardization of consulting activity business processes and achievement documents, and enhance the quality and efficiency of industry services and market adaptability. Accelerate the transformation and upgrading of the engineering supervision industry, establish a digital service standard system, and expand into multiple formats such as engineering testing, material evaluation, accident prevention services, and safety assessment. Building a high-level science and technology market in Shandong, dynamically updating the "Technology Enterprise Demand Database" and "University and Institute Achievement Database", selecting and releasing "Shandong Good Achievements", and promoting precise supply-demand matching of scientific and technological achievements. Support enterprises to establish concept validation centers and pilot platforms, and build a full chain system of "concept selection, validation evaluation, pilot maturity, investment and financing". Provide certain support to provincial-level concept validation centers based on performance evaluation; For provincial-level pilot bases with outstanding services, the highest annual reward will be 2 million yuan. Develop and release a recommended catalog of innovative product demonstrations throughout the province to promote the market application of innovative products. Based on the Shandong Science and Technology Market, we aim to create a demonstrative, experiential, and promotable technology scene experience and technology promotion center. Expand the application scenarios of scientific and technological achievements, select more than 10 benchmark demonstration scenarios every year, recognize a batch of scenario application friendly units every year, and accelerate the transformation of scientific and technological achievements driven by application scenarios. 4、 Strengthen the brand of applied technology services

Strengthen the cultivation and management of technology-based enterprise incubators, establish a multi-level incubator system, and provide a one-time subsidy of up to 2 million yuan to each provincial-level incubator recognized by the Ministry of Industry and Information Technology based on the recognition level; Enhance the incubation and nurturing capabilities, and include the number of technology service industry enterprises that meet the standards for upgrading regulations and new incubation regulations in their performance evaluation indicators. Focusing on fields such as artificial intelligence, low altitude economy, modern ocean, and biomedicine, adopting a "incubation+investment+service" approach, exploring advanced incubation, deep industry incubation, and refined vertical incubation, enhancing the ability to transform achievements into practical services, and cultivating a group of hard science and technology enterprises with strong innovation capabilities. Actively strive to create national university science and technology parks, promote the construction of provincial-level university science and technology parks, and improve the ability of entrepreneurship incubation services. Relying on the innovation and entrepreneurship competition, the incubation linkage cultivates a group of technology-based small and medium-sized enterprises with great potential and fast growth, and rewards up to 500000 yuan. （11） Technology and financial services. Support banks, insurance, guarantee institutions and other institutions to establish specialized or characteristic institutions in technology finance, and guide financial institutions to increase their services in technology credit, technology insurance, technology guarantee, etc. through risk compensation, loan interest subsidies, premium subsidies and other means. Enhance the operational and service capabilities of the Science and Technology Innovation Fund, cultivate and develop long-term capital and patient capital, and leverage social capital to invest in early, small, long-term, and hard technology. Encourage financial institutions to launch more products and services targeting strategic emerging industries, explore financing models where intellectual property, talent teams, and data computing resources can all be priced, and create a new ecosystem for corporate financing. High quality construction of Jinan Sci Tech Innovation Financial Reform Pilot Zone. Build a strong and effective "Kerongxin" comprehensive service platform, and comprehensively promote the "Innovation Points System". Support and guide professional service institutions such as information consulting, accounting law firms, investment and management consulting to focus on serving technology-based small and medium-sized enterprises. Cultivate high-end think tanks in the industry, promote the branding and internationalization of technology consulting service institutions. Encourage enterprises and universities to share popular science resources, create national level popular science education bases, fully leverage the role of science museums, popular science education bases, etc., and carry out diverse, rich, and distinctive popular science activities. 5、 Optimize the ecosystem of the technology service industry

Support technology service industry enterprises to strengthen the application of new technologies such as artificial intelligence, big data, blockchain, and digital twins, promote the transformation of service models, and cultivate new formats such as shared scientific research, agile R&D, and digital simulation. For those who purchase or provide artificial intelligence computing power according to regulations and achieve significant application results, "computing power vouchers" will be implemented for rewards and subsidies. Encourage technology service industry enterprises to expand into the manufacturing process, and support reverse customization, personalized customization, and other services through virtual reality experience, user participation in design, and other methods. Guide technology service industry enterprises to increase research and development investment, accelerate equipment procurement and digital and intelligent upgrading, achieve vertical extension of service chains, horizontally explore cross-border business formats, and accelerate business model transformation and upgrading. Support technology service industry enterprises to develop towards platform based and comprehensive service institutions, and build technology service brands with significant influence. （14） Strengthen the talent pool. Regularly carry out the "Technical Manager Shandong Tour" activity, establish a high-level technical manager database by field and classification, and support qualified high-level technical managers to apply for relevant talent projects in provinces and cities. Promote the establishment of a "Science and Technology Service Talent Pool" in the Shandong Science and Technology Market, and encourage business backbones and technical experts from universities, institutions, and enterprises to engage in science and technology services through full-time and part-time work. Optimize the evaluation mechanism for professional technical talents in the technology service industry, and promote the training of technology consultants, patent analysts, technology managers, incubator operators, and other personnel.
