Shandong Provincial Department of Science and Technology: Notice on Organizing the Application for the 2025 Shandong Provincial Natural Science Foundation Innovation and Development Joint Fund Project
To the science and technology bureaus of various cities, relevant departments directly under the provincial government, and all relevant units:
According to the relevant provisions of the "Management Measures for Shandong Provincial Natural Science Foundation Projects" and the "Management Measures for Shandong Provincial Natural Science Foundation Innovation and Development Joint Fund Projects" (Lukezi [2025] No. 33), the relevant matters for the application of Shandong Provincial Natural Science Foundation Innovation and Development Joint Fund (hereinafter referred to as "Joint Fund") projects for the year 2025 are hereby notified as follows.
1、 Project Category
This joint fund includes the Quantum Science, Intelligent Computing, Cancer Prevention and Treatment, Chronic Disease Prevention and Treatment, Biomedical, Intelligent Transportation, Industrial Intelligent Manufacturing, and Meteorological Innovation Joint Fund.
2、 Declaration requirements and related matters
（1） Applicant's requirements
1. The project applicant is a full-time employee of the provincial fund supporting unit or a person who has been officially employed by the supporting unit and guarantees to engage in research work for more than 6 months per year during the funding period;
2. The applicant did not reach retirement age on the expiration of the project execution period (born after January 1, 1968);
3. Have experience in undertaking basic research projects or engaging in basic research;
4.具有高级专业技术职务（职称）或者具有博士学位；
5. To apply for key projects, one must serve as the project leader and have undertaken national level basic research projects (projects);
6. Applicants with postdoctoral or full-time graduate status will not be accepted to apply for joint fund projects. Postdoctoral fellows who enter the station as in-service personnel can apply based on their unit of personnel relations, which should be a provincial fund supporting unit;
7. The project leader of a provincial fund project that should have been accepted upon completion of its execution period but has not entered the acceptance procedure shall suspend this application;
8. The project applicant shall not apply for projects with the same or similar research content in the same year under different project types, by different applicants, or through different supporting units; Duplicate applications for projects that have already received funding are not allowed. If multiple or duplicate declarations are found, they shall be dealt with seriously in accordance with relevant regulations and recorded in the scientific research integrity file.
（2） Limiting requirements
The same researcher shall lead the application for no more than one provincial-level science and technology plan project in the same year (2025). The project leader shall spend no less than 6 months of work time on the project each year, and the project participants shall spend no less than 4 months of work time on the project each year. The total annual working time of each researcher for ongoing and applied projects shall not exceed 12 months. Those within the scope of other restrictions set by the Provincial Department of Science and Technology are not allowed to apply.
（3） Declaration requirements
1. Select the corresponding category of joint fund for the joint fund name in the application form; Select key projects, general projects, or incubation projects based on the direction of the application guidelines; Subject code 1 should choose the subordinate code of the suggested code for the guidance direction; The project name should be determined based on the research direction and specific research content, and it is generally not allowed to directly use the research direction as the project name.
2. Joint fund projects are supported by fixed amount subsidies, and any amount exceeding the fixed amount subsidy will be self funded by the responsible unit.
3. The project applicant must sign a letter of integrity commitment, and the supporting unit and applicant shall be responsible for the authenticity of the indicators, data, relevant certificates, and attachment materials involved in the application materials, and shall bear the consequences caused by providing false materials on their own.
If the project participants and the applicant are not from the same unit, the unit where the participants are located shall be considered as a cooperative unit, and the number of cooperative units shall not exceed 2. The supporting unit shall review and be responsible for the application qualifications of the cooperating units, sign a joint application agreement with all cooperating units, and affix the official seals of all parties as the application materials for uploading. The joint application agreement must clearly stipulate the tasks, goals, responsibilities, and funds (including provincial financial funds and self raised funds, etc.) that each party undertakes, and attach a list of participants from the cooperating unit, promising that the participants are full-time and full-time scientific researchers from the cooperating unit. The joint application agreement should cover the entire project cycle.
（4） Based on the requirements of the supporting unit and the competent department
1. Those who have been registered as provincial fund supporting units can apply for joint fund projects (you can log in to the system to check whether they have been registered as provincial fund supporting units, and the query path is: Shandong Science and Technology Cloud Platform - Service - Shandong Natural Science Foundation Supporting Unit Information Query).
2. The supporting units and competent departments should carry out the audit work seriously. For relying units and supervisory departments with low pass rates in formal review, measures such as notification or restriction will be taken within a certain range.
（5） Other matters that need to be explained
1. The application, evaluation, management, and use of funds for joint funds shall be organized and implemented in accordance with the "Management Measures for Shandong Natural Science Foundation Projects", "Management Measures for Shandong Natural Science Foundation Innovation and Development Joint Fund Projects", "Management Measures for Shandong Natural Science Foundation Project Funds", and relevant agreements. The research results obtained by the funded projects, including published papers, monographs, research reports, software, patents, awards, and achievement reports, should indicate the funding and project approval number of the Shandong Provincial Natural Science Foundation Innovation and Development Joint Fund or provide relevant explanations.
2. Encourage close integration between project implementation, talent cultivation and introduction, and innovation platform construction; Encourage non provincial units with cooperative foundations to participate in project applications as cooperative units; Encourage young scientists to apply for projects as project leaders; Encourage foreign scientists employed by provincial units and scientists from Hong Kong, Macao, and Taiwan to apply for projects as project leaders.
3. Civil servants of state organs at all levels are not allowed to apply for projects. Cadres and employees of institutions directly under the Provincial Department of Science and Technology who participate in project applications shall comply with the relevant provisions of the "Implementation Measures for Standardizing Innovation and Entrepreneurship of Cadres and Employees" issued by the Party Group of the Provincial Department of Science and Technology.
3、 Declaration method
Guide on Shandong Science and Technology Cloud Platform（ https://cloud.kjt.shandong.gov.cn/ The Workbench Office Shandong Natural Science Foundation Management System has been released. The applicant uses the Shandong Provincial Science and Technology Cloud Platform (Workbench Office Shandong Provincial Natural Science Foundation Management System) to register their personal account online through the provincial government's unified service portal.
4、 Time requirements
（1） The system reporting starts from 10:00 on September 10, 2025 (Wednesday), and the deadline for review and recommendation by the supporting unit and competent department is 17:00 on September 23 (Tuesday). Please arrange the time reasonably for the project applicant, supporting unit, and supervisory department to avoid centralized uploading or review near system shutdown. Any consequences caused by uploading or reviewing time issues shall be the responsibility of the project applicant, supporting unit, and supervisory department.
（2） Please rely on the unit to send the electronic version and scanned copy (stamped with official seal) of the project recommendation form to the email address in accordance with the attached format before September 25, 2025 (Thursday) sdnsf@shandong.cn .
