Notice from the Department of Industry and Information Technology of Shandong Province on Organizing and Carrying out the Quality Improvement and Market Expansion Work of "Shandong Manufacturing Lu Chain Excellent Products" in 2025

In order to conscientiously implement the requirements of the "Shandong Province Industrial and Trade Policy Coordination and Integration Action Plan", actively respond to changes in the international trade environment, further strengthen the domestic circulation, promote the development of key industrial chain enterprises in our province to explore international and domestic markets, enhance the brand influence of our province's manufacturing industry, and assist in the high-quality development of the industry. According to the work arrangement, we are organizing and carrying out the special activity of "Shandong Manufacturing Lu Chain Excellent Products" to improve quality and expand the market in 2025. The relevant matters are notified as follows:
1、 Job responsibilities
According to the voluntary declaration of enterprises, recommendation by the Ministry of Industry and Information Technology, and provincial screening and evaluation, select and select independent industrial brand products throughout the province, and publish a list of enterprises and products (about 500 per batch, two batches per year), and establish a "Shandong Manufacturing Lu Chain Excellent Products" database. Carry out publicity and promotion through media promotion, online marketing, economic and trade negotiations, and other forms to help enterprises improve quality and expand their market.
2、 Work steps
（1） Enterprise application. Participating enterprises and products shall comply with the requirements of the "Lu Chain Excellent Product" Certification Specification (T/STIAS 0004-2024) (hereinafter referred to as the "Specification"). Participating enterprises, based on the principle of voluntary participation, shall fill out the "2025 Shandong Manufacturing Lu Chain Excellent Product" Application Form and "2025 Shandong Manufacturing Lu Chain Excellent Product" Application Report in accordance with the standards of the "Regulations". Provincial and central enterprises stationed in Shandong can directly submit them.
（2） Concentrated recommendation. Each city's industrial and information technology bureau conducts preliminary selection of recommended enterprise products, and forms a recommendation summary table for "Shandong Manufacturing Lu Chain Excellent Products" that meets the conditions (no less than 30 per city). The application report (PDF version), summary table (PDF version, Excel version), and electronic version of the enterprise declaration form should be sent to the email before September 10th sdjjyxj@shandong.cn The stamped paper version shall be submitted to the Provincial Department of Industry and Information Technology (Address: No.1 Shengfu Front Street, Quancheng Road Street, Lixia District, Jinan City).
（3） Comprehensive evaluation. The Provincial Department of Industry and Information Technology and the Provincial Public Service Center for Inclusive Small and Medium sized Enterprises have established an evaluation committee to comprehensively evaluate the application materials in accordance with the "Standards". Based on the principles of systematic comprehensiveness, objectivity, impartiality, and scientific rigor, the "Lu Chain Excellent Products" list is selected and determined.
（4） Publicly released. Publicize the list of "Lulian Excellent Products" to be released online for a period of 5 working days. The announcement without objection is the "Lulian Premium Product" for 2025.
3、 Organizational support
（1） Strengthen cultivation and guidance. Each city's industrial and information technology bureau should attach great importance to this work, and combine it with the requirements of "doing enough increment, restraining reduction, and responding to variables" to promote stable growth of the province's industrial economy. Strengthen overall coordination and organizational leadership, interpret policies and guide cultivation by industry and field, guide high-quality enterprises in the jurisdiction to actively apply for "Lu Chain Excellent Products", and help enterprises expand market channels.
（2） Widely promote and advertise. The Provincial Department of Industry and Information Technology and the Provincial Public Service Center for Inclusive Small and Medium sized Enterprises will deeply explore and interpret a number of successful cases of selected enterprises, play a leading role in typical demonstration, coordinate various forces, carry out a series of publicity and promotion activities, widely promote the implementation effectiveness of "Lulian Youpin" in improving quality level and promoting high-quality development, tell the story of Shandong quality well, and expand the brand awareness and influence of Shandong.
（3） Actively explore the market. The Provincial Public Service Center for Inclusive Small and Medium sized Enterprises will organize enterprises to participate in various domestic exhibitions, trade fairs, and economic and trade negotiations, support enterprises in carrying out e-commerce and online marketing, and expand sales channels in the domestic market. Encourage and assist enterprises to participate in internationally renowned exhibitions and overseas economic and trade negotiations, and explore international markets. Encourage enterprises to engage in cross-border e-commerce business and utilize cross-border e-commerce platforms to expand into international markets.
