Notice from Three Departments on the Application and Recommendation of the Second Batch of Manufacturing Talent Support Plan

Notice of the General Office of the Ministry of Industry and Information Technology, the General Office of the Ministry of Finance, the General Office of the State owned Assets Supervision and Administration Commission of the State Council on Carrying out the Application and Recommendation Work for the Second Batch of Manufacturing Talent Support Plan
Provinces, autonomous regions, municipalities directly under the central government, and the industrial and information technology departments, finance departments (bureaus) of Xinjiang Production and Construction Corps, as well as relevant central enterprises:
为深入贯彻党的二十大和二十届二中、三中全会精神，全面落实习近平总书记关于做好新时代人才工作的重要思想和关于推进新型工业化的重要论述，现组织开展第二批制造业人才支持计划申报推荐工作。有关事项通知如下：
1、 Declaration conditions and scope
The Manufacturing Talent Support Program includes the Innovative Entrepreneur Program, Advanced Manufacturing Technology Talent Program, and Advanced Basic Process Talent Program. By 2025, we will select and support around 100 innovative entrepreneurs, 300 advanced manufacturing technology talents, and 500 advanced basic process talents in key areas of industry and information technology nationwide.
The applicant should meet the following conditions:
（1） Innovative Entrepreneur Project
1. Support the Party's line, principles, and policies, remain firm in ideology and politics, strictly abide by laws and regulations, and adhere to professional ethics.
2. Serving as the chairman or general manager of a company, possessing a global perspective, strategic thinking, innovative spirit, and outstanding management skills, and having a significant influence in the industry. Among them, private entrepreneurs are generally the main founders and the largest shareholders or individual shareholders.
3. Lead the enterprise to focus on its main business, take the development path of "specialization, refinement, novelty", and achieve outstanding results in scientific and technological innovation and undertaking major national projects (engineering). The enterprise should be at the forefront of the industry in terms of business performance, product market share, technological innovation level, quality management ability, etc.
（2） Advanced Manufacturing Technology Talent Project
1. Support the Party's line, principles, and policies, remain firm in ideology and politics, strictly abide by laws and regulations, and adhere to professional ethics.
2. Serve as the technical leader of the enterprise, including technical director, research and development director, vice president of technology, chief scientist, chief technology officer, chief engineer, chief engineer, etc., generally excluding management positions such as general manager and deputy general manager.
3. Long term work in the forefront of enterprise technology research and development, with high influence in the industry, experience in leading (undertaking) major national or local projects (engineering), and leading teams to overcome technical difficulties. Significant technological innovation achievements have been made in technology research and development, resulting in significant economic and social benefits.
（3） Advanced Basic Technology Talent Project
1. Support the Party's line, principles, and policies, remain firm in ideology and politics, strictly abide by laws and regulations, and adhere to professional ethics.
2. As a leader in the basic manufacturing process of enterprises, they have long been engaged in basic process technology research and practical operations. The advanced basic processes they master should comply with the directions listed in the "Basic Manufacturing Processes and Equipment" of the "Catalogue of Industrial Basic Innovation and Development".
3. With rich practical experience, they have solved key process problems or mastered advanced operational techniques in the production and manufacturing process, achieving significant economic and social benefits.
（4） Other conditions
1.创新企业家项目不设置年龄限制。先进制造技术人才项目、先进基础工艺人才项目重点支持55周岁（1970年1月1日以后出生）以下人选，对中西部、东北地区年龄限制可放宽2年。
2.先进制造技术人才项目、先进基础工艺人才项目申报人已与所在企业签订正式劳动合同，且已在申报企业工作3年以上（2022年1月1日以前入职）。
3.申报人所在企业成立时间应不少于3年（2022年1月1日以前成立），所属主营业务领域应属于国民经济行业分类（GB/T 4754—2017）中制造业，信息传输、软件和信息技术服务业。其中，中央企业、地方国有企业集团公司（或总公司）的主营业务领域也应符合国民经济行业分类要求。
4.申报人要严格落实人才计划优化整合有关要求，入选相关人才计划的，不得申报本计划，避免人才计划重复支持。符合条件的申报人在创新企业家项目、先进制造技术人才项目、先进基础工艺人才项目中仅可选择一项进行申报。
二、支持政策
（一）依托企业经营管理人才素质提升工程、专业技术人才知识更新工程等，组织入选人才参加国内外专题研修培训。支持入选人才按规定通过挂职、特聘等方式到高校、科研院所、科技社团、国家制造业创新中心等进行培养锻炼。
（二）在符合申报条件的前提下，优先支持入选人才所在企业承担工业和信息化领域重大项目（工程）。将入选人才指标纳入工业和信息化领域示范项目的认定或评价体系。
（三）可推荐符合条件的入选人才申报“国家工程师奖”“全国杰出专业技术人才”“中华技能大奖”“全国技术能手”“五一劳动奖章”等表彰奖励。创新企业家项目、先进制造技术人才项目入选人才可直接申报正高级工程师职称。先进基础工艺人才项目入选人才由中央财政给予每人25万元经费支持，支持建设技能大师工作室。鼓励各地、各单位根据实际，对入选人才在积分落户、子女入学等方面予以支持。
三、推荐要求
（一）推荐名额。各省（区、市）及新疆生产建设兵团工业和信息化主管部门负责本地区国有企业、民营企业及其他类型企业人选推荐工作，推荐名额不超过90人（含计划单列市）。各中央企业负责本企业人选推荐工作，推荐名额不超过9人，其中，推荐的创新企业家应为二三级企业人选。各推荐单位按照1:3:5的比例推荐创新企业家项目、先进制造技术人才项目、先进基础工艺人才项目人选。
（二）材料填报。申报人请下载申报客户端，按照要求进行填报。填报材料包括申报书及有关证明材料，证明材料包括：（1）有效身份证件；（2）学历学位证书；（3）工作经历证明；（4）企业营业执照；（5）干部任免文件、控股证明或在职证明；（6）项目（工程）成果证明；（7）知识产权证明；（8）荣誉奖项证明；（9）廉洁或无违纪违法证明；（10）企业近三年完税证明；（11）收入证明；（12）其他需要提交的材料等。
其中，（1）—（9）项为三个项目必须提交的证明材料，第（10）项是创新企业家项目必须提交的材料，第（11）项是先进基础工艺人才项目必须提交的材料，第（12）项是申报人需要说明的其他相关证明材料。
（三）审核把关。各省（区、市）及新疆生产建设兵团工业和信息化主管部门、中央企业要加强对申报人材料的审核，确保材料的真实性和填报信息的完整性、准确性，杜绝弄虚作假。
（四）材料报送。请各推荐单位于2025年9月1日前将申报材料的电子版（刻录光盘）和纸质版报送至工业和信息化部（人事教育司）。电子版材料包括所有推荐人选的申报书，纸质版材料包括所有推荐人选的申报书1份、推荐人选汇总表1份、推荐函1份（均加盖推荐单位公章）。
4、 Other requirements
对违反下列要求的单位和个人，取消其享受的支持保障政策，并依法依规追究责任。
（一）不得实施危害国家安全、损害国家利益和社会公共利益、危害人体健康、违反科技伦理和科研诚信要求的活动。
（二）不得利用本计划的支持政策，通过多头申报、虚构项目、兼职挂名等方式谋取不当利益。
（三）不得借申报之名抢挖中西部、东北地区人才。
（四）先进基础工艺人才项目申报人，应当与中央财政安排的支持建设技能大师工作室的其他资金做好衔接及政策协同，避免重复支持同一工作室的同一工作方向。后续相关工作实施中，如发现重复支持同一工作室的同一方向的，将取消先进基础工艺人才资格，收回中央财政相关支持资金，并在一定范围内通报。
