Shandong Provincial Department of Industry and Information Technology: Notice on Organizing the Application for the Shandong Provincial Digital Economy Innovation Platform in 2025

Each city's industrial and information technology bureau and relevant units:

In order to thoroughly implement the national strategy for the development of the digital economy, implement the spirit of documents such as the "Opinions on Accelerating the High Quality Development of the Digital Economy", "Several Measures for Deepening Reform and Innovation to Promote the High Quality Development of the Digital Economy", and "Several Policy Measures to Support the Innovative Development of the Whole Industry Chain of Artificial Intelligence", and create a "5351" digital economy innovation platform system to promote the high-quality development of the digital economy, after research, we are now organizing the application work for the Shandong Province Digital Economy Innovation Platform in 2025. The relevant requirements are notified as follows.

1、 Declaration category

The main responsibility of the digital economy innovation platform (hereinafter referred to as the "innovation platform") is to focus on the planning and layout of the digital economy in the province, to face the frontiers of disciplines and the needs of industrial development, to carry out basic theoretical research and engineering technology research, digital technology research and innovative application, transfer and transformation of scientific and technological achievements, and the introduction of digital high-end talents, so as to enhance the scientific and technological innovation capability of the digital industry in our province. Promote the deep integration of the real economy, help the high-quality development of the digital economy. Innovation platforms include digital economy innovation laboratories, digital economy industry innovation centers, digital economy innovation service institutions, and digital economy innovation talent bases. 

（1） Digital Economy Innovation Laboratory. We will conduct basic theoretical research and key engineering technology breakthroughs around key areas such as advanced semiconductors, high-end industrial software, future networks, virtual reality, as well as emerging cutting-edge interdisciplinary fields such as artificial intelligence, cloud computing, big data, the Internet of Things, and blockchain, and our province's characteristic advantageous fields such as quantum computing and marine science, to lead the development of the digital economy with new technologies.

（2） Digital Economy Industry Innovation Center. Focusing on digital industries such as artificial intelligence, smart agriculture, intelligent manufacturing, intelligent transportation, smart logistics, digital finance, and digital commerce, we will carry out technological collaborative innovation, technology achievement transformation, and industrial demonstration applications to promote the deep integration of the real economy and the digital economy, and assist in the transformation and upgrading of industrial chain clusters.

（3） Digital economy innovation service agency. We provide third-party services such as planning consultation, standard setting, testing and evaluation, market promotion, application training, entrepreneurship incubation, intellectual property protection, legal consultation, computing power services, corpus services, etc., focusing on the cultivation of digital industries such as artificial intelligence, digital transformation of industries, and innovative application of data elements. We aim to build a good digital economy ecosystem and create a favorable development environment for the digital economy.

（4） Digital Economy Innovation Talent Base. Focusing on the demand for talent supply in the digital economy, we will implement high-level talent introduction projects and establish digital talent training bases to carry out activities such as high-level talent introduction, skills public training, and vocational skills education in the digital economy. We will create a multi-level and multi type "selection, education, utilization, and retention" talent training system and increase efforts in talent introduction.

2、 Declaration conditions

（1） The applying unit should be a relevant higher education institution, research institute, enterprise, institution, and social organization registered in accordance with the law and having independent legal personality within Shandong Province, with no major illegal, irregular, or serious dishonest behavior in the past three years (based on the results of Credit China and Credit Shandong inquiries).

（2） Mainly engaged in basic theoretical research, technology development and achievement transformation, digital technology and data services, digital talent cultivation, etc., with outstanding innovation advantages and influence in the field of digital economy innovation.

（3） Having a good work foundation and a sound organizational management system, it can provide specialized venues, equipment and facilities, funding, and personnel support for the operation of innovation platforms.

（4） The applying unit for the Digital Economy Innovation Laboratory should have a complete research and development experimental environment; The applying unit for the Digital Economy Industry Innovation Center should have the ability to conduct digital technology research and development and transform achievements; The applying unit for digital economy innovation service institutions should have a team of technical talents and resources required to provide digital economy related services; The applying units for the Digital Economy Innovation Talent Base should have the necessary conditions for the construction and operation of "Academician Workstation" or "Postdoctoral Workstation", or should have the corresponding qualifications, facilities, equipment, faculty, and curriculum system required for conducting digital economy talent training.

（5） The Digital Economy Innovation Laboratory can be applied for in the form of joint construction, with no more than three joint construction units in principle, and the leading unit must be clearly identified. The laboratory is named uniformly as "research direction (or research content)+innovation laboratory".

3、 Declaration process

（1） Material submission. The applying unit shall refer to the "Shandong Province Digital Economy Innovation Platform System Construction Work Plan (Trial)" (see Annex 1), carefully prepare the application form (see Annex 2), and submit the electronic application materials (stamped PDF and Word versions) to the industrial and information technology bureaus of each city.

（2） Initial review recommendation. The industrial and information technology bureaus of each city are responsible for organizing the initial review and recommendation of materials, ensuring that the application materials meet the requirements, are complete, authentic and effective. They shall submit the electronic application materials (stamped PDF and Word versions) and the list of recommended units to the Provincial Department of Industry and Information Technology before July 31st.

（3） Expert review. The Provincial Department of Industry and Information Technology organizes experts to review the application materials and conduct on-site verification if necessary.

（4） Results announced. The Provincial Department of Industry and Information Technology will publicly announce the proposed list online, and the list will be published after there are no objections to the announcement.

4、 Other requirements

（1） Please attach great importance to the industrial and information technology bureaus in each city and organize units within their jurisdiction to actively apply.

（2） The number of digital economy innovation laboratories and service institutions recommended by each city should be controlled within 3, the number of digital economy industry innovation centers should be controlled within 12, and the number of digital economy innovation talent bases should be controlled within 5; Provincial higher education institutions, research institutes, provincial state-owned enterprises, etc. can independently organize recommendations, and the number of recommendations in each direction within the same group (system) should be controlled within 2.

In order to encourage the innovation and development of the province's artificial intelligence industry, the (III) declared that the digital economy innovation laboratory (artificial intelligence direction), the digital economy industry innovation center (artificial intelligence direction), and the digital economy innovation service organization (artificial intelligence direction) are not subject to the above quantity limit.

(IV) encourage qualified cities to carry out the cultivation of digital economy innovation platform at the same level, and formulate corresponding support policies.
