Shandong Provincial Department of Science and Technology: Notice on Doing a Good Job in Evaluation Services for Science and Technology oriented Small and Medium sized Enterprises in Shandong Province by 2025

According to the Notice of the Small and Medium sized Enterprise Bureau of the Ministry of Industry and Information Technology on Carrying out the Evaluation of Science and Technology oriented Small and Medium sized Enterprises in 2025 (Gongqionghan [2025] No. 137), in order to further strengthen the main position of enterprises in scientific and technological innovation, promote the deep integration of scientific and technological innovation and industrial innovation, the relevant matters regarding the evaluation services for science and technology oriented small and medium-sized enterprises in Shandong Province in 2025 are hereby notified as follows:
1、 Requirements for Enterprise Evaluation
Participating enterprises should meet the basic conditions stipulated in the "Evaluation Measures for Technology based Small and Medium sized Enterprises" (Guokefazheng [2017] No. 115) and the "Guidelines for Evaluation Services for Technology based Small and Medium sized Enterprises" (Guokehuozi [2022] No. 67), and log in to the high-quality small and medium-sized enterprise gradient cultivation platform on a voluntary basis（ https://zjtx.miit.gov.cn/ ）Register and fill in the relevant information of the "technology-based small and medium-sized enterprises" evaluation system, upload relevant supporting materials stamped with the company seal, and ensure that the content filled in and the submitted materials are accurate, true, legal, and valid, without applying through third-party intermediaries. If there is any fraudulent behavior, the evaluation qualification for this year will be cancelled, and participation in the evaluation will not be allowed for three years.
2、 Evaluation schedule
The evaluation system for technology-based small and medium-sized enterprises in 2025 will be open from June 30th to September 30th, during which enterprises can fill in information. Complete the public announcement of all batches of enterprises to be put into storage before October 31st, and complete the centralized random inspection and related processing of enterprises to be put into storage before December 15th. The Provincial Department of Science and Technology will publicize the list of enterprises to be included in the evaluation system. In principle, one batch will be published every month, and the deadline for accepting each batch is the 15th of each month (weekends and holidays will be postponed to the next working day). The months for centralized enterprise declaration will be appropriately increased in the number of public announcement batches.
3、 Requirements related to evaluation work
（1） Strictly implement evaluation criteria. The science and technology departments of each city should organize evaluation institutions to strictly implement evaluation standards, review the information and supporting materials submitted by enterprises, and recommend those with complete and qualified information.
（2） Strengthen on-site verification work. If the participating enterprises in this year have the following situations, the science and technology departments of each city should recommend and submit the verification results after completing the on-site verification, and keep the verification materials:
Enterprises with a total of 5 or fewer employees.
2. Enterprises with a proportion of 90% or more technology personnel and a total of 50 or more employees.
3. Enterprises that have committed serious violations of laws and trustworthiness, revoked storage numbers, etc. in the past three years.
4. Enterprises participating in the evaluation for the first time.
（3） Strengthen daily supervision and management. The science and technology regulatory departments of each city should establish a normalized supervision mechanism, track and monitor the evaluation index information data of enterprises, and apply to the provincial science and technology department to revoke the registration number of enterprises that do not meet the conditions for entry into the database according to procedures. We should actively disclose the supervision methods to the society, consciously accept social supervision, timely verify and handle the objections, complaints, and reports of the enterprises to be included in the database, explore the establishment of enterprise integrity files and joint punishment mechanisms, and actively create a fair, open, and just environment for the development of technology-based small and medium-sized enterprises.
（4） Strengthen the summary of evaluation services. The science and technology departments of each city should timely grasp the development and operation of technology-based small and medium-sized enterprises, explore the establishment of enterprise cultivation mechanisms, and select outstanding enterprise models. At the same time, it is necessary to carefully summarize the evaluation work of technology-based small and medium-sized enterprises for this year, including the progress of the evaluation work, on-site verification work, enjoyment of R&D expense deduction policies, local policies and implementation, main experiences and practices, existing problems, and suggestions for next steps. The annual evaluation work summary report should be submitted before December 20th.
