Strengthening and stabilizing the economy to promote high-quality development policy measures
In order to thoroughly implement the spirit of the meeting of the Political Bureau of the Central Committee on April 25, focus on the implementation of the relevant national policies and measures to stabilize the economy, focus on stabilizing employment, enterprises, markets, and expectations, increase policy supply, further consolidate the good momentum of steady and improving the quality of the province's economy, and better give play to the role of the major economic province as a "bridge", the following policy measures are proposed.
1、 Make every effort to stabilize employment
1. For foreign trade enterprises that are greatly affected by tariffs, carry out "point-to-point" door-to-door services to guide enterprises to not lay off employees, reduce layoffs, and enhance employment stability. Organize special recruitment activities for foreign trade enterprises, target job positions, support eligible employees to participate in skill enhancement projects such as the new apprenticeship system and "gold and blue collar" training, and help affected workers switch jobs. 2. Expand the scope of special loan support for stabilizing and expanding employment, and expand the support objects of special loans from small and micro enterprises to small and micro enterprise owners and individual industrial and commercial households. The maximum credit limits for small and micro enterprises and individuals will be increased to 50 million yuan and 10 million yuan respectively. The application conditions will be adjusted to ensure that the number of workers employed has not decreased or the level of reduction in the number of workers employed is lower than the urban survey unemployment rate control target of the previous year within one year before applying for the loan. Other standards such as the length of establishment of the enterprise, wage payment, and social security payment will still be implemented according to the original requirements. 3. Solidly carry out the campaign to provide employment services for college graduates, and for social organizations that hire college graduates who have not been employed in their graduation year or within two years of leaving school, as well as registered unemployed youth aged 16-24, sign labor contracts, and fully pay unemployment, work-related injury, and employee pension insurance premiums for more than three months in accordance with regulations, the policy of one-time expansion subsidies for enterprises shall be implemented until December 31, 2025. Continue to implement the policy of one-time increase in personnel and capital for state-owned enterprises, and the policy will be implemented until December 31, 2026. College graduates are allowed to apply for recruitment positions in public institutions and state-owned enterprises for fresh graduates within two years of leaving school, and signing employment agreements or labor contracts, and paying social security are not considered as audit conditions. 4. Strengthen support for work for relief projects, actively seek investment funds from the central budget, make good use of investment funds from the provincial budget, and promote employment and income growth for key groups such as returning migrant workers. Implement the "Five Major and One Basic" (major strategies, major projects, key areas, key industries, key enterprises, and grassroots urban and rural areas) job expansion and potential tapping plan, organize public employment service agencies, human resources service enterprises, etc. to collect a batch of relevant industry job information, hold more than 1000 online and offline special recruitment activities by industry, field, and region throughout the year, promote precise supply-demand matching, and broaden new employment growth points. 2、 Relieve difficulties and stabilize enterprises
6. Include foreign trade enterprises in the scope of support for the financing coordination mechanism for small and micro enterprises, and provide "full loans" and "quick loans" to foreign trade enterprises with import and export performance and normal operations; Guide banking institutions to formulate and improve due diligence exemption implementation rules, and reasonably increase the tolerance for non-performing loans of private enterprises and small and micro enterprises. 7. Establish a financial direct connection service mechanism for private enterprises at the provincial, municipal, and county levels, make full use of structural monetary policy tools such as national service consumption and pension re loans, technology innovation and technological transformation re loans, and agricultural and small support re loans, and improve the inclusive financing service system based on credit information. By 2025, the Credit Easy Loan platform will increase credit by more than 500 billion yuan. 8. Strengthen efforts to clean up overdue payments to enterprises, settle outstanding payments to private small and medium-sized enterprises by government agencies, institutions, and state-owned enterprises, and impose joint penalties on defaulting entities with serious acts of dishonesty. 9. Make good use of the provincial service industry development guidance funds, support high growth enterprises' ongoing projects, and provide a subsidy of 300000 to 1 million yuan per project. Support enterprises to build service sharing platforms, and provide a one-time bonus of up to 2 million yuan to newly approved national quality inspection centers, industrial metrology testing centers, key market supervision laboratories, technology innovation centers, quality standard laboratories, and other public service platforms. 10. For technology-based enterprises that purchase "Lukebao" products in the first year, a subsidy of up to 50% of the premium will be given, and in subsequent years, a subsidy of no more than 30% of the actual premium will be given; The premium subsidy adopts a post subsidy method, with each enterprise receiving a maximum subsidy of 300000 yuan per year. 11. Carry out support for comprehensive insurance for intellectual property protection. For comprehensive insurance for intellectual property protection that an enterprise has insured with an insurance company, a subsidy of up to 400000 yuan will be given according to the standard of no more than 60% of the actual annual insurance premium. For high-value patents and enterprises whose insurance target countries are countries and regions jointly building the "the Belt and Road", the premium subsidy proportion will rise by up to 10% and the maximum subsidy will be 500000 yuan. Give appropriate preferential treatment to enterprises that purchase "Intellectual Property Overseas Infringement Liability Insurance". 3、 Digging deeper into demand to stabilize the market
12. Carry out the "Good Products Shandong Commercial Bank World" series of activities, and hold more than 1000 key consumer promotion activities such as "Thousand Enterprises and Ten Thousand Stores in Hundred Counties"; Implement the action of improving service consumption quality and benefiting the people, and hold more than 500 "Qilu Service Consumption Season" activities. A total of 50 million yuan will be allocated at the provincial level to support various cities in issuing retail and catering consumption vouchers. 13. Vigorously develop the silver economy, promote the integration and development of elderly care services with industries such as property management, home economics, healthcare, culture, tourism, sports, and education. Implement high-quality development and improvement actions for elderly care services, adopt a competitive project approval method, select and determine two counties (cities, districts) in the eastern, central, and western regions of the province, coordinate provincial elderly care service development funds, and provide a subsidy of 10 million yuan to each county (city, district) to support exploration and innovation in the field of elderly care services. 14. Actively strive for the pilot reform of national automobile circulation and consumption, focusing on the trial of new cars, used cars, scrapped cars, and automobile aftermarket. Promote the development of automobile sports and automobile culture, plan and launch a number of classic self driving travel routes and products, coordinate the development of service industry guidance funds, support the construction of RV camping sites in tourist attractions and resorts, and extend the automobile consumption chain. 15. Increase the support of housing provident fund for housing consumption, establish a dynamic adjustment mechanism for the maximum loan amount, and further increase the floating ratio of the maximum loan amount for families with multiple children. Appropriately increase the amount of rental extraction, establish a unified one-stop service platform for rental and extraction throughout the province, and promote the new model of direct payment of housing provident fund rent. Explore the "one-stop" model for housing loan "business to public" and "business to group" transactions. 16. Carry out a series of activities for Shandong Foreign Trade Excellent Products China Tour, set up an online "Shandong Foreign Trade Excellent Products Pavilion", and hold offline activities such as the Foreign Trade Excellent Products Shopping Season, key exhibitions, and "Six Entries" to help foreign trade enterprises quickly expand their domestic sales market. 17. Strengthen support for foreign trade enterprises to expand their markets and stabilize orders, organize more than 370 overseas key exhibitions and supporting docking activities throughout the year, and organize more than 6000 enterprises to participate in domestic and international exhibitions; Provide subsidies for booth fees of key exhibitions organized by provinces and cities, implement pre exhibition subsidies or distribute subsidies quarterly. 4、 Optimize the environment and stabilize expectations
18. Deepen the promotion of "efficiently accomplishing one thing", iterate and update 100 "one thing" service scenarios by the end of the year, and achieve unified standard services for high-frequency government service matters based on the business platform. Continuously deepen the reform of the investment project approval system, promote the handling of prerequisite requirements, the joint handling of high-frequency matters, and the commitment handling of certification materials. Intensify efforts to clean up and rectify market access barriers, and optimize the market access environment for new formats and fields. 19. Formulate the policy "direct access and quick access" management method, complete the overall construction task of the "Luhuitong" platform by the end of June, put on-line operation of a large intelligent service model, provide personalized services for enterprises, and realize "policy finding"; Continue to sort out policies for benefiting enterprises and talents, and incorporate them into the "Luhuitong" platform in batches and classifications, so as to realize one platform release and one application. 20. Implement macro policy orientation consistency assessment, strengthen policy coordination and cooperation in the fields of finance, finance, employment, income, price, industry, investment, consumption, foreign trade, urban and rural areas, regions, science and technology, environmental protection, and land, so as to ensure the same direction and form a joint force. 21. Carry out special actions to standardize enterprise-related administrative law enforcement, build a "Lu law enforcement" supervision service platform, realize the digital operation of the whole process of enterprise-related administrative law enforcement handling and supervision, such as administrative inspection, administrative punishment and administrative enforcement, and improve the quality of enterprise-related administrative law enforcement. Strictly handle administrative reconsideration cases involving enterprises, focusing on rectifying outstanding issues such as small and heavy penalties, and profit-seeking law enforcement. 22. Accurately connect with the National Venture Capital Guidance Fund, organize and carry out venture capital fund Qilu activities, and promote more venture capital projects to land. Seize the opportunity to issue long-term science and technology innovation bonds, strive for the first batch of science and technology innovation bonds to settle in Shandong, and promote the province's bond issuers to obtain financing support through the bond market "science and technology board. 23. Accelerate the development of pilot projects for the integration of source and network storage, make good use of relevant national and provincial supporting policies, promote the direct connection of green electricity in a steady and orderly manner, promote the construction of pilot projects, plan to implement a number of green electricity industrial parks and zero-carbon parks, and further increase the proportion of green electricity use. 24. Strengthen energy security, make good use of the new channel of "Long Electric into Lu", further expand the scale of calls outside the province, speed up the promotion of Weiqiao units connected to the grid, and strive to complete the access before the summer. Coordinate special bonds to support qualified key natural gas pipeline construction projects; for cities that have completed the national gas storage task, the provincial finance will provide subsidies at 30% of the lease costs they bear. 25. Strengthen the land guarantee for key projects. For major infrastructure projects above the provincial level and major construction projects that cannot be guaranteed in the city, the required cultivated land occupation and compensation balance indicators are guaranteed by the provincial level. The above policies and measures are taken as the second batch of policy lists in 2025. If the start and end time limit for implementation is not specified, they will be implemented from the date of issuance and will be valid until December 31, 2025. All leading units simultaneously formulate and implement supporting measures, increase policy interpretation, promote direct access to the grassroots, directly benefit business entities, and further boost market confidence; regularly organize and carry out policy evaluation, strengthen front-line research services, and timely solve the problem of blocking points in the implementation of policies, so as to ensure the full implementation and effectiveness, and provide strong support for the upward improvement of the province's economy.
