Notice from the Department of Industry and Information Technology of Shandong Province on the Acceptance and Evaluation of the 2024 "Industrial Empowerment Hundred Scenes" Manufacturing Digital Transformation Pilot Project (Second Batch)
Each city's industrial and information technology bureau, finance bureau, and pilot project undertaking unit:
In accordance with the requirements of the pilot work of "Gongfu Baijing" digital transformation of manufacturing industry, and in accordance with the Measures and Implementation Rules of Shandong Province for the Management of Digital Transformation Funds of Industrial Internet enabled Manufacturing Industry, the acceptance work of the pilot project of "Gongfu Baijing" digital transformation of manufacturing industry in 2024 (the second batch) is organized, and the relevant matters are notified as follows:
1、 Scope of acceptance review
In the second batch of 32 unaccepted "Gongfu Baijing" digital transformation pilot projects in 2024 (Attachment 1), the projects that have been implemented and submitted acceptance materials on time (this acceptance is the final acceptance of the second batch of projects in 2024, and those who fail to submit acceptance materials in a timely manner will be deemed to have abandoned the acceptance).
2、 Work schedule arrangement
（1） The leading party shall submit materials. The pilot project undertaking unit shall refer to the acceptance document (Attachment 2), and after confirming that the project has been completed and meets the acceptance conditions, the leading service provider shall fill out the acceptance report (Attachment 3) and summary table (Attachment 4). Among them, the acceptance report needs to provide project task completion status and supporting materials, project construction implementation process and supporting materials, special audit report on fund investment and financial supporting materials (project investment funds should be separately accounted for and managed in a special account) according to the template requirements, to ensure that the implementation process, implementation content, software and hardware, and personnel investment during the implementation period are consistent with the project results. After completion and verification, the pilot project undertaking unit will stamp the paper and electronic versions of the acceptance report and summary table, and submit them to the industry and information technology department of the city where the leading service provider is located.
（2） Recommended cities. The municipal departments of industry and information technology did a good job in auditing and checking, focusing on the project completion, implementation process, special audit report on capital investment and relevant supporting materials, so as to avoid material shortage, and jointly issued a document with the financial department to submit it to the Industrial Internet Office of the Provincial Department of Industry and Information Technology and the Industrial and Commercial Trade Office of the Provincial Department of Finance (the electronic version was sent to the designated email address) before July 14. Two paper versions of the recommended documents and one paper version of the project acceptance materials were sent to the Industrial Internet Office of the Provincial Department of Industry and Information Technology through EMS.
（3） Comprehensive evaluation. The Provincial Department of Industry and Information Technology organized the establishment of an acceptance review team to carry out acceptance work. Through various methods such as material review and on-site acceptance, a comprehensive review was conducted around the completion of project unveiling tasks, project investment, project implementation effectiveness, and other aspects.
3、 Other matters
（1） The application materials must be provided strictly in accordance with the format of the acceptance report template and the requirements for supporting materials. Other matters can be accompanied by explanatory materials.
（2） The leading service provider shall comply with the requirements of the "green threshold" system for financial enterprise funds, and the members of the consortium shall not have had any major or more safety production accidents in the past three years, have no serious records of dishonesty, and have not been included in the list of abnormal business operations. Those who engage in fraud or use improper means to obtain pilot qualifications and reward funds will be dealt with seriously in accordance with relevant regulations.
（3） Support the disbursement of funds to the leading unit, which shall manage and allocate the funds in accordance with the consortium agreement or other agreements. Each member unit of the consortium shall cooperate in conducting project audits.
（4） Consolidate the main responsibility, and the applicant shall be responsible for the authenticity, completeness, and compliance of the application materials. If the audit report provided is deemed false or significantly inaccurate by relevant departments, or if there are serious deficiencies in audit procedures or insufficient audit evidence, resulting in the cancellation of the project or the withdrawal of funds, the responsibility shall be borne by the applicant.
（5） The Provincial Department of Industry and Information Technology will organize the second batch of online training sessions on acceptance precautions in the near future, and the specific content will be notified separately.
